December 3, 1959 were approved as read the following business was discussed: 2) 3) 4) U)'I "(00i WAIJ (i Qko)�111011 III 41 The importance of closest coordination and cooperation between the South Benxi Housing Authority and the South Bend Redevelop- ment Department was stressed in a discussion between the two groups. It was pointed out that the Redevelopment Department will in the very near future have to submit to the Urban Renewal Adminis- tration documentation -regarding.. ."estimates of the availability of public. housing for site families, either through, turnover in existing projects or through new construction, and it shall des- cribe the arrangements to be made with the local housing author- ity for assuring preference for site families." It was agreed that the Housing Authority would furnish the nec- essary documentation. In further discussion, the consensus was that the 105 family units available in the project would be barely sufficient to accommo- date families displaced from the public housing site itself and the Sample Street Project Area, and that more low -rent housing will be needed if additional renewal projects involving signifi- cant displacement are to be undertaken. It was seconded by Mr. Louis and unanimously carried. RESOLUTION No. 1 Adopted: December 17, 1959 The South Bend Redevelopment Commission, Governing Body of the City of South Bend, Department of Redevelopment, desiring to facilitate acquisition of properties in the Sample Street Project :A,rea,resolves as follows: 1. That all owners of acquired property be permitted to remain in their dwellings, rent free, for a period not to exceed thirty days. 2. That all tenants be permitted to r,( r ain`in thi fr'dvdellings, rent free, until the end of the rental period' during which their dwelling is acquired. WHEREAS, the above -cited Federal law requires as a condition to the exe ution of a contract for a loan and capital grant for an urban renewal project that the locality present to the Housing and Home Finance Administra- tor a w rkable program, as set forth in Section 101 (c) of said Title I, for ut- ilizing appropriate public and private resources to eliminate and prevent the development or spread of, slums and urban blight, to encourage needed urban rehabil Cation, to provide for the redevelopment of blighted, deteriorated, or slum areas or to undertake such other feasible community activities as may be suitabl employed to achieve the objectives of such a program; and WHEREAS, it is recognized that contracts for loans and capital grants for urban renewal projects will require, among other things, (1) the approval of the urban renewal plan by the governing body of the locality in which the project is situated; (2) the provision of local grants -in -aid which may consist of donations of cash land, demolition or removal work, and the installation, contraction, or reconstruction of streets, utilities, parks, playground, or other improvene nts, or the provision of other public building or facilities; and (3) the development of a feasible method for the relocation of families displaced from the urban renewal area. NOW THEREFORE BE IT RESOLVED BY the South Bend Redevelop- ment Commission: _Section 1. That the proposed Urban Renewal Area described above is a slum, blighted, deteriorated, or deteriorating area appropriate for an urban renewal project and that the undertaking by the City of South Bend, Depart- ment of Redevelopment of surveys and plans for an urban renewal project of the character contemplated by Section 110 (c) of the Housing Act of 1949; as amended and supplemented, in the proposed Urban Renewal Area described above, is here- by approved. Section Z. That the financial assistance provided under said Title- 1 to assist ur- ban renewal projects is needed . and that the Housing and Home` F Fiance Adminis- trator is hereby requested to reserve for an urban renewal project in the proposed Urban Renewal Area described above Federal capital grant funds in an amount sufficient to enable the City of South Bend, Department of Redevelopment, to fin- ance the undertaking of the Project.
