Koczan The President declared a quorum present. Also present: Mr. Fred K. Baer, Attorney Mr. Henry Sucher, Director Mr., James Neidigh, Asst, Director Mini; the fc :es of the meeting of November 19, 1959 were approved as read, and illowina business was discussed: $ 12.35 1,172.00 16. Z5 -3.05 24.90 4.25 32.22 40.00 10.12 50.90 $1,416.04 It was oved and seconded that these bills be approved for payment, and the clai s were signed by three of the Commissioners as required. I I - *FP !:' 0 (4(4) 1 Building Inspector It was moved by Mr. Louis, and seconded by Mr. Helmen that the Building Inspector be hired only after approval by the Fed- eral Government of the Second Project. This motion was unan- imously carried. It was moved by Mr. Williams and seconded by Mr. Helmen that Mr. Harrell be offered the job of Building Inspector, contingent on the date of Project approval. Report on Comprehensive Plan Mr. Sucher discussed progress on the Comprehensive Plan and the Sample Street Project. (q) Suggested Addition to Public Relations Committee .Mr. Louis requested that Father Thilman be added to the member- ship of the Public Relations Committee, which was approved by the Commission. (P) Discussion of Delinquent Appraisals After discussion of the appraisals a motion was made by Mr. Louis, duly seconded and unanimously approved, to reassign the acquisition appraisals which have not yet been completed to other appraisers, unless a satisfactory completion date is guaranteed. Baer James Neidigh Henry Sucher Minutes c}f the meeting of 5 November were approved as read and the following business as discussed: (1) PROSiRESS REPORT (A) Appraisals It wa reported to the Commission that the appraisers have guaranteed Dec - emb r 1 as the deadline date for the completion of the appraisals. r. (B# Marketability Study Mr. George Akahoshi of the Real Estate Research Corporation, Chicago a the Commission a summary report on the "Re -Use and Marketability Appraisal, Sample Street Project Area" prepared for the Department by his organization. T e report was submitted to the Commissioners for their approval. (2) RI PORT ON COMPREHENSIVE PLAN It was reported that a deadline for the completion of the only remaining phase of the Comprehensive Plan, the Capital Improvement Report, has been set for approximately the first of 1960. (3) METHOD OF ACQUISITION IN SAMPLE STREET PROJECT It was recommended that the property owners in the Sample Street :'ro, —' Area be informed of the exact method which is to be used for the purchase of properties. We would make one offer only, the average of the three ap- praisals, for their property. The Department would hire an experienced real estate man to negotiate with e property owners. Upon motion made, seconded and unanimously carried the recommended method was adopted by the Commission (4) ACQUISITION OF COMMERCIAL PROPERTIES IN SAMPLE STREET PROJECT e advisability of acquiring the commercial properties in the Sample Street ea was discussed in the light of the recommendations of the Reuse Study, James Louis made the motion that the acquisition of the commercial :)perties be proposed to the Urban Renewal Administration. Mr. Fred lmen seconded the motion. It was unanimously carried. MEETING ADJOURNED 12:05 P.M. Mr. lVirgti/A. dace, W. Clyde E. Williams, Secretary
