Colfax Avenue Commissioners Present: Virgil Place, Fred Helmen, James Louis, Frank Koczan Absent: Also Pre Williams, Sr. Sent: Attorney - Fred Baer Assistant Director - James Neidigh Director - Henry Sucher The Mee ing was called to order by Mr. Virgil Place, President. Minutes of the Meeting f 7 May were read by Mr. Sucher and approved by the Commission. The following business was discussed: I. IN MEETING TIME It was unanimously agreed upon by those present that the new meeting time would be changed from 4:00 P.M. to 11 :00 A.M. in the future. The regular meeting date, the first Thursday of each month, will remain the same. Iii. The key fact emerging from the meeting was that the Comprehensive Plan for the City would have to be completed and approved by the City Planning Commission, as well as by the Urban Renewal Administration before the Loan & Grant Applica• lion forte Sample Street Project could be approved. The pres nt schedule calls for completion of the Loan & Grant Application early in 1960. Federal officials also pointed out that there is now a time limit of 18 months for the period from approval of the Survey & Planning Application until approval of the Loan & Grant Application. Since the Survey & Plarmiug Application was approved January 12, 1959, the Loan & Grant Application . and therefore the Compreh nsive Plan - must be approved by July 12, 1960., or the federal grant reservati tn would revert and be made available to other communities. The Pi 'ng Commission's proposal to include an additional planner in the 1959 Budget had been turned down last year, holding back progress on the Comprehensive Plan. This Plan should be completed by the end of this year in order to allow time for reviews; therefore even the inclusion of a new planner in the 1960 budget would not solve the problem. For this reason it was suggested that the Redevelopment Commission, with the approval of the Mayor and Council, hire a planner or con- sultant fo the remainder of this year with funds leftover in its salary account. It was also decided to find out by mail or by inviting a federal representative to South Bend, whether the General Plan elements would be acceptable in draft form, and whether suggestions made in the U.R.A. review of the Workable Program would be mandatory to meet General Plan prerequisites. IV. IL(A D 01PERATI NG 13TSIDGMT The 1960 Operating Budget Proposal, which had been previously distributed to the Co issioners, was discussed. The allo ance for rent was increased because of the forthcoming rental of a Relocation Office in the Sample Street Area. This Office will enable us to keep in direct touch with the people in that area. The Bud et, totaling $79, ?00, was then approved upon motion made by Mr. Helmen, secondedl by Mr. Louis, and unanimously carried. V. The area to be included will be d termined by the legislation coming out of Washington. A Survey & Planning Application for the Linden School Area Project would probably not be approved until more definite facts about the 2nd low -rent housing project are known. The idea pre- sented at the conference of assigning individual commission members to head functional committees had impressed him deeply. He went con to give an example of how one Commissioner could head a Relocation Committee and work with citizens' groups, another could do the same in the field of demolition, another in rehabilitation, etc. -3- OMPEII3iSAYRON FOIR ADIMICY101WA& �IF�'SC��,WII�l1NP�i 8 Mr. Baer had suggested that this be handled by contract and claim rather than by payroll. It was unanimously agreed upon by all present that compensation should be handled in the suggested manner. The total compensation amounted to $66 $30 for the interviewer; $36 for 2 inspectors. VIII. jIAMIr -3 EWE A CtC®ISU1WTA1.NY Since a equest for accounting assistance from the Urban Renewal Administra- tion Office in April has furnished no results to date, Mr. Sucher suggested that the Clommission hire a CPA to set up books for the Sample Street Project. As for t�e matter of the Marketability Study and the Reuse Appraisal, there were 3 estima es given. They were as follows: 1. 18, 500 - Urban Renewal Consultant of Candeub & Fleissig i Newark, N. J. 2. 5, 500 - Real Estate Research Corporation, Chicago, Illinois 3. 3,500 - Independent firm of Richard J. Leyden, Chicago, Illinois The Real EEitate Research Corporation was selected to do the marketability study, and reuse appraisal for the Sample Street Renewal Area upon motion made by Mr. He en, seconded by Mr. Louis, and unanimously carried.
