Minutes of the Meting of October 23 were approved as mailed. The following business was discus ed: 1 . Originally, two applicants were to be interviewed at this time, but one bad failed to keep in contact, and consequently, Mr. Heironimus was our only applicant. Mr. Heironimus is 23 years of age, married, and a graduate of Ball State College. He has a B.S. in Business Administration Marketing and Merchandising Special, and has had 3 terms of Accounting. His work experience consisted of Assistant Managership cif the J. J. Newberry Company for 13 months, and at present is employe4 in the City Engineer's Office. In answer to Mr. Koczan's question as to when the position would be open, Mr. Sucher replied that originally - before the situations arose regarding the unavailability of federal funds and the constitutionality of redevelopment in Indiana it was anticipated we would need the Administrative Assistant around the lst of the year in order to handle the accounting matters derived from both the Federal and City funds. However, because of the recent developments, we won't actually be needin him for several months; however, we could be using him in the meantime. We have money appropriated for this purpose in the 1959 Budget. After a brief discussion, it was generally agreed that we would review Mr. Heir- onimus's application again at such time when we have actual need for an Admin- istrative Assistant, but there would be no hiring at the present time, due to the fact that we would not be operating with federal funds for a period of several months, and also since Mr. Heironimus is presently employed there is no urgency on his part. He was asked to advise the Commission should he obtain emplovi4ent elsewhere in the meantime. 3. PioH"iraiEss azip®mT ON SiAIDQiPn z S;TwElET Sva®3fzcT Mr. Sucher reported that the Federal people in Chicago are intensively review- ing our Survey & Planning Application. There had been a question raised as to the value of land after clearance. They thought our submitted figure of $7500.00 per acr was too low and asked to have another preliminary appraisal made. This wa done by Mr. Richard Muessel, Jr., local industrial realtor, and his estimate ran $10, 000 per acre for reuse value. (Mr. Muessel quoted $50, 000 for the two acres in commercial use.) Mr. reas and Mr. Helmen both agreed that Mr. Muessel's estimate sounded , taking into consideration the availability of utilities, rail, etc. -- - - -,- _,1 r` `N Mr. Sucher stated that in two weeks time he thought we might have approval to �1 go ahead with the spending of City funds to eventually be reimbursed 2/3 by Federal Government on all monies recognized as justifiable expenditures for the Sam le Street Project. This approval would then enable us to proceed with the next stage of the project. 4. E 10AI ' ON HH®1W�AI.D 1PAILIK NIER �HBORMOO D (CONS IER- An association was formed in this area over a year ago, Mr. Sucher reported. He and Mr. Lane, Building Commissioner, had recently suggested to this group that they take a conservation survey in the area for that purpose. The area is located south of Jefferson and west of Eddy Streets. A meeting will be held with this group on Sunday afternoon, December 71 at the .ion Evangelical Church for the purpose of suggesting our ideas regarding in- spections and improvements. Mr. Sucher and Mr. Lane will present their views. The Building Commission's role in this effort would relate to individual structur s, while our role would be suggestions that would effect the entire neighbo hood, such as street improvements, etc. 5. Jt Mr. Sucher made mention that our next meeting date will be January 2, which, according to Statute is the date upon which this meeting, involving the election of new officers for the 1959 term, must be held. Mr. Sucher reported that so far we only had one person interested in the position of Relocation Specialist. We were hoping to get an applicant with experience in both social work and real estate. However, such a person is difficult to locate. Mr. Jesse Dickinson of the Housing Authority had recently recommended an appli- cant for the Commission to interview. The applicant was Vernetta Nowlin, and her present employment with the Housing Authority consists of work similar to that of our future needs. She has had experience in doing both interview work and hou ing inspection, and would be available on a part -time basis the first of the year. Her employment at the Housing Authority consists of half -days at the rate of $1.50 per hour. i It was do schedule The May phase e2 Mr. Suc City. The work of the Relocation Specialist would consist of interviewing families whose residences are condemned and working with realtors in their relocation, and later in fulfilling our needs of relocation in the Sample Street Area.
