Mr. Sucher stated that although there have been a few minor cuts in the project
budget (due to the recent formula for fund allocation according to city population
by the fede al government), these cuts will not interfere with the plans materially.
In order to resubmit our application with the new figures coming under the ceiling
regulations a supplementary resolution is required. Mr. Sucher presented
a resolution, which stated in brief that whereas the Survey & Planning Application
dated July 10, 1958, for the Sample Street Redevelopment Project has been
returned to the South Bend Redevelopment Commission as exceeding the capital
grant autho ization ceiling, and whereas the SBRC still desires to undertake
this project at the earliest possible date, be it resolved by the Commissioners
that said Survey & Planning Application for the Sample Street Project Area be
revised with full consideration of the ceiling on new capital grant authority avail-
able to the ity_of South Bend, and resubmitted to the Housing and Home Finance
Agency.
Mr. Helme made a motion that the resolution be adopted by the Commission, and
Mr. Louis teconded it. All were in favor.

contingent basis, They will not be approved, but by submitting now, we will
reserve the priority so that when sufficient federal funds become available our
next project will be amongst the first in line for approval. Mr. Sucher suggested
we submit 4 survey & planning application on another project.
There are two areas to be considered - Area #2 (Linden School - Clearance &
Rehabilitation) and Area #3 (Area located between Western & Washington Ave.,
and Kaley Falcon - Residential Reuse). Area #2 has already been considered
by the Commission, when a choice of a first project was under consideration.
Area #2 pr sents advantages in the respect that School City's building expenditure
would be credited in part towards the City's 1/3 of the project cost;it has a wider
popular appeal (as it had already been publicized in a limited way when the choice
of the first project was being determined), plus having beneficial effect on adjoining
properties nd making sound neighborhood development possible. The fact was
brought out that although we would not obtain the tax return from the School Area
itself, the surrounding area would be enhanced, and thus higher tax revenues
would result from it. Also, it' would meet the Linden School's need for a larger
area for budding and playground.

This is a special provision under FHA regarding Relocation Housing for families
displaced by Renewal or any other public works. It requires an application by the
Mayor to the HHFA - stating an estimate of dwelling units needed for relocation
on projected Renewal work„
A prerequi ite for this application is the Workable Program, which we have already
had approv d. It will be a few months before all approvals are obtained, and
consequentl , would be wise to apply now.
It was gene ally agreed it be suggested to the Mayor that application for 75 units
of Section 2 1 (FHA) Housing be made.

Mr. Sucher reported that field work on the survey of families had been completed..
Approximately 160 families in the area want project housing, while the others
want to buy their homes. This seems unrealistic in some cases, however, because
several of fliese people are presently out of work, and it would be difficult for them
to obtain to ns (although most of them own their own homes).
Very few fa ilies in the area are interested in private rentals, which will make
matters a little easier, because private rentals are difficult to obtain, especially
for non -whi a families.

A San Francisco Conference of the National Association of Housing & Redevelopment
Officials held October 12 -15 was attended by Mr. Place and Mr. Sucher.
Summaries compiled by Mr. Sucher, of the important facts and opinions obtained
at this Conference were distributed to the Commissioners for their review.
Almost unilrersal throughout the Conference was the opinion that progress in
Renewal has been too slow to even keep pace with the growth of blight, and that
a program at least three times as large as over the past few years is needed to
make significant progress.

So far we h ve two applicants for the position of Administrative Assistant, but
none for- the position of Relocation Specialist. However, between now and
December (next regular meeting date), Mr. Sucher will arrange to have appli-
cants for both positions be present at the meeting in order that interviews may be
held by the Commissioners.

Mr. Sucher read a proposed reply in answer to Mr. Firth's letter of September 3,
1958, expressing the Commission's pleasure at the YMCA's interest in the pro-
posed project for a grouping of public buildings.
The Comm %ssion approved this reply, and Mr. Sucher will forward same.
