The Meeting was called to order by Mr. Frank Koczan, President. The follow-
ing busin ss was discussed.

After a. detailed discussion, and an exchange of views, a motion was made by
Mr. Louis, and seconded by Mr. Helmen to reapply for the Sample Street Project
with the necessary modifications to bring it under the Federal Formula. All
were in'favor, and the resubmission of the Project was accepted.
In the re ubmission of the Sample Street Project Survey & Planning Application,
the total ost will be reduced by approximately 15 %, enabling it to meet the
Federal and Allocation for the City of South Bend.

Mr. Sucher stated that two months ago, when the Library issue was under dis-
cussion, . r. Wiseman, General Secretary of the YMICA, asked Mr. Huff (City
Planning irector) and himself, what the possibility was of including a new YMCA
Building 'n the proposed Civic Area. Their reply was that IF such a project were
undertak n, they thought the YMCA would fit in well.
Mr. it:Tise�man then proceeded to take the idea up with the Board of Directors, and
they read ly welcomed it.
On September 3, Mr. David Firth, President of the YMCA wrote a letter to
Mr. Sucher, wherein he stated it was the wish of the Board of Directors that
this letter of intent and desire to participate in the proposed Civic Area (through
direct purchase). be filed with the necessary authorities. He also stated the
timing of the entire program was of vital importance to the Y, and that the Y
would ha a to be enabled to start building in a period not to exceed four years
as of Sep ember 1, 1955, on the Site G selected, and that 1 1/2 acres touch-

After a reading of the above letter, Mr. Sucher stated he would answer the
letter according to the Commissioners 'wishes. Mr. Koczan brought out the fact
that at present we are not thinking along that particular line (Site G). Mr. Sucher
agreed, end thought in line with the present development, it looked like it would
be at lea 4t four years before we could get to that particular project.
The lVay r stated that having a YMCA, a City Hall, and a Court House. all in
one Civic Center would be desirable. Mr. Sucher mentioned that by the time this
project comes about, the national renewal program may well be expanded and
liberalized.
Mr. Koc an, along with the other Commissioners, directed Mr. Sucher to answer
Mr. Firt 's letter, telling him we are working Site G into our future schedule,
but that the Sample Street Project has priority, and at the present time we can
make no ommitments as to the timing of the project.

Mr. Sucher reported that there will be a Conference at Purdue next Thursday
and Friday. He thought the information to be obtained from this Conference
would wok in well with our present project, since the theme of the Conference
will be "Improving Your City as a Means of Getting Industry."

end. Mr. Koczan, along with Mayor Voorde suggested that Mr. Sucher
Conference. Also, since the majority of the Commissioners had
.ade commitments for these dates, it was unanimously agreed that

de concerned is surprisingly favorable, and most of them are eager to
