Minutes of the Meeting of August 7 were approved as mailed. The following business was dis- cussed. The following expenditures were read and approved: tPPLIES Office $ 4.99 Drafting 11.60 Printing 2.55 19.14 EPHONE Monthly Bill including I LD Call Month of September GRAND TOTAL $19.14 $11.37 $275.00 $305.51 2. -2- ING INSPECTION & RZIL O CAT'IION UNT'ZIRVRZVSi ]IN 1L,E: SiT RZE: T AREA After due consideration and interviewing of the Social Workers and the Building Inspector by the Commissioners, a motion was made by Mr. Williams, seconded by Mr. L uis, and unanimously carried that the following people be hired on a Contract Basis to take care of the. housing inspection and relocation interviewing needs in a Sample Street Area: SOCIAL WORKERS (Relocation Interviewing) resa Ash ( recommended by the Housing Authority) xde Antonides (recommended by the Council of Community Services) BUILDING INSPECTOR G rabarz (regular employee of the Building Department) The above: Contractors will be paid at the rate of $1.50 per unit, on the basis that it will take approximately 1/2 to 3 /4 of an hour per family. Their work will commence on September 8, and their fees will be paid from monies borrowed from the General Fund. 3. flaW11 Mr. Suche the Comm 1) 2) 3) or E:GIVEPME NT :r presented reasons why three pieces of equipment would be required for ission's future needs. They were as follows: Mimeograph Machine $495.00 To be used for Reports, Forms, Survey Sheets, Minutes, etc. Projector $215.00 To be used for illustrating lectures on Urban Renewal as a means of enlightening the citizens on the purpose of the Program, plus using it as a basis for a demonstration of progress with the use of transparent overlays (enabling the operator to present existing and future conditions of blighted areas). A visual way to sell Redevelopment is necessary, and a model would be too expensive. Also, Mr. Neidigh stated that he had had 3 1/2 years experience with such a machine and had found it very success- . ful. Ammonia Print Machine $190.00 To be used for printing maps, drawings, etc. It would enable the Commission to manufacture its own prints, rather than having to have the prints made by an outside firm, thus paying for itself in a short period of time. -3- A short general discussion then followed on the above three pieces of equipment; all were in favor as they thought of the equipment as worthwhile investments, and a motion was made by Mr. Place and seconded by Mr. Louis to approve the pur- chasing of same. City Planning would also have access to these three machines. 4. However, it includes a very comprehensive program on urban renewal alone, and would be worthwhile for attendance. It is to be held in San Francisco on October 12 - thru - October 15. Mr. Koc an presented his view stating he thought Mr. Sucher should attend since he was the Director, and his attendance would prove most beneficial to the Commisi ion in general. Mr. Place expressed a desire to attend the Conference. The Commissioners then approved the trip for the attendance at the Conference for one staff member and one Commissioner, with Mr. Williams making the motion, and Mr. Louis second- ing it, 7he total traveling expenditure per person was estimated at $300. Obtainin valuable information and pointers, plus keeping abreast of the times, are only couple of the benefits that will be obtained from this Conference. 5. flail AN I&I GUNIB.EXENT Because of the Council's decision at the Budget Hearing of rejecting the addition of an Assistant Planner for the City Plan Commission, in relation to the Com- prehensive Plan, Mr. Sucher brou# out the fact that there would be a necessity for him end /or his Assistant, Mr. Neidigh, to help out Mr. Huff, Plan Director, in meeti g the deadline for the Comprehensive Plan Requirement. There seemed to be no other alternative, Mr. Sucher pointed out, since the addi- tional, staff member was rejected, and the Comprehensive Plan is a "must" before our first project can be given final federal approval. It is due by the end of 1959 and will reauire additional services. Mr. Louis made a motion that Mr. Sucher and Mr. Neidigh give all the possible time and assistance to the Planning Department in working on the Comprehensive Plan, and Mr. Williams seconded same, and all were in favor, with the stipulation that a record of our time be kept that was spent on this project. -4- IIIIStFOIR7fl ATIION Mr. Sucher thought that it would be beneficial to send Redevelopment News out periodically to the various Civic Organizations and interested parties. They wotld have a fuller understanding and more current outlook of our organi- zation, v hile at the same time we would be gaining support through supplying this enlightening information. However Mr. Louis thought it would be more favorable to have such informa- tion primed in the TRIBUNE periodically, for the reason that it would omit no particular group, and would cover a wider circulation. With only a mailing list it would be very easy to omit a group =ix tentionally. Mr. Suc er agreed, as did the other Commissioners, and Bud Noble, City Reporter, will be c ntacted to see what can be done about the periodical appearance of Renewal News in the TRIBUNE. 7. GOIL 0 S lUIR EY ILEPOI TSi Mr. Sucher presented a favorable factor - that in GOLD'S REPORT (Mr. Gold is conducting a Survey of Industrial Sites for the Committee of 100), he shows the Sample Street Redevelopment Area as the only Prime Industrial Site - and that all the other sites in the Urban Area will be of only secondary quality. This will pres nt ideal publicity for the area. 8.
