The Meeting was Called to Order by Mr. Frank Koczan, President. Minutes
of the March 6 Meeting were approved as mailed. The following business

Mr. Su her stated, that out of the twelve Renewal Areas so far identified,
the Sample Street area at present offered the best chance for a significant
and successful project. This is a 100% clearance area, with clearly
identified boundaries, making the planning simple.
The Linden area has great merit, too, since Linden School is scheduled for
rebuilding, in 1960, and the Commission could obtain the land for an enlarged
school site, while the City could get partial credit towards its 1/3 share
of the project cost for the School Building expenditure. The unfavorable
factors in the Linden area are:
1) his would be partly a clearance and partly a rehabilitation

The above two factors suggest that the planning of this area would take much
more time than in the case of the Sample Street area. Since the Commission
should show fairly quick results to obtain community support, Mr. Sucher
proposed starting with the Sample Street project now, and beginning work
on the inden area when the preliminary planning on the first project is
completed, in about 4 - 6 months.
Mayor oorde asked whether the "Circle Avenue" (Linden) area would not
be pref arable from a selling standpoint. He felt that we could acquire
quite ail area, inclusive of a playground, and still wind up with a housing
section The School money is already committed and will be spent, but if
we can use the money School City is putting ih it as a credit against the
purchase of the site, and the Housing Authority also participating, our sell-
ing point would be much greater. The Mayor also felt that the present
climate in the community is not industrial, in view of the existing vacant
factory buildings.
It was ght out that the cost of widening Sample Street in the Project Area
would be about $600, 000, according to an estimate by the City Engineer,
and that the cost to the City of the whole Redevelopment Project, including
the widening, would be approximately $800, 000.
Mr. Pl�ce stated that from what he had learned he was afraid a combined
cleara ce- rehabilitation public housing project might drag . on for years.

Mr. Lt ws emphasized that we need land for small industries, and that
the Sa ple Street redevelopment would be financially sound.
Mr, bWZlliams said he favored the industrial site, since we must have
suitab a sites to offer if we want to attract industry.
Mr. K czan emphasized that the empty factory buildings were unsuitable for
moder manufacturing processes. He also stressed that the majority of
buildi gs in the Sample Street area are among the oldest in the City.
Mayor�Voorde stated that he thought the Sample Street area was excellent
for re evelopment.
A brief discussion of the relocation problem then followed.
Mr. Luis stated as far as the labor in the neighborhood just discussed, as
soon as they understand the City is doing everything possible to provide
new industry for them, they should then accept the idea. Mr. Sucher backed
his statement by commenting that this area could possibly provide 1, 000
additi nal jobs.
Mr. P ace made a motion to inaugurate actively the planning for Site #I -
The Sample Street Redevelopment area - backing it with the statement that
the houses presently located there were about ready for removal anyway.
Mr. Luis seconded the motion, and it was unanimously carried.
Mr, Williams made a motion that work should begin on Site #2 (the Linden
Renewal area) as quickly as it could be approved by the Urban Renewal
Administration, presumably when the preliminary planning on the Sample St.
area Was completed. Mr. Louis seconded the motion, and it was unani-
mouslv carried.

Mr. I oczan asked for comments on the By -Laws. They had previously been
distri uted to all the Commissioners, and the City Attorney.

Mr. S ith stated that he approved of same. By examination he found that
Mr. S cher had followed the statute to the letter, and that they were suffi-
cient nd met with all the requirements.
A mot�on was made and seconded to adopt the By -Laws. All were unanimously

Mr. K czan made the suggestion of holding our next regular meeting at
the Re eve:lopment Commission's offices at 129 West Colfax Avenue, at
4 :00 P.M., instead of the Indiana Club at 12 :15 P.M., as had been done
in the past.
A motion was made, seconded and carried to adopt the new meeting
quarte s and time schedule.
Mr. illiams made the motion that the meeting be adjourned, and Mr. Louis
secon edit, and it was unanimously carried.
