Corporate Background
Selge Construction is headquartered in Niles, MI and was founded in 1960 with the goal of serving
the Michiana region through excellent utility construction. The company is run today by its current
President, Marvin L. Selge, Jr. Over the past 59 years, we have assembled a team of talented
employees who take pride in their strong work ethic and high level of integrity. Selge Construction is
a utility contractor specializing in:

Selge Construction has been built on the fundamental understanding the people are more important
than profits. Each segment of work we do has an impact on many people. Whether it is
underground utility work or building solar carports. Our employee's genuinely care about how their
work impacts each and every one of those individuals. This results in the highest quality product,
safest installation, and the best possible customer and community experience.

At Selge Construction we have the most tenured employee's in the industry. Average turnover in the
construction industry is 20% per year while Selge has averaged less than 2%. Our average employee
works at Selge for 15 years. We attribute that success to the integrity of the company to choose the
right thing, even when no one is looking. We also have several father/son and siblings that work
together.
Our team mentality creates a sense of family among the company. This provides better
accountability, safety, and quality throughout every project.
Selge Construction is headquartered in Niles Michigan and proudly serves the Northern Indiana and
Southern Michigan region. We are not nationally accredited as an ESPC, however that is by design.
Our main goal is to focus on the midwestern region.

Underground Utility
Selge Construction has years of experience installing all types of utilities for municipal and commercial
projects. This includes site development utilities as well as utilities for public works projects and infrastructure
upgrades. Those upgrades include:
• Lift Station installations and renovations
• Electric Conduit/Duct Banks
• Sanitary and storm sewer
• Water mains
• River crossings
• Force main sewer
Demolition
Selge Construction also provides demolition services for a variety of clients. Selge has the expertise to ensure
that the project is demolished in the safest way possible. We also take care when restoring the site to its
original condition.

Selge Construction provides earth moving services, specializing in excavating and ground reshaping. Our fleet
of eartlimoving equipment can be mobilized for virtually any size project. The equipment includes:

• Topcon GPS
Civil Flatwork
The professionals at Selge Construction are experienced concrete contractors, we provide slip form paving
for roadways as well as curbs and sidewalks for our projects. Our crews also perform the required "tie ins"
for this work including driveway approaches, ADA accessible walkways etc. Selge crews have also built
complicated poured in place structures as required by contracted work scopes. Selge has received numerous
awards for our concrete projects.
Renewables
Along with utility infrastructure work, Selge Construction also provides services for the construction and
installation of solar in the Midwest. Selge has completed two solar projects to date. The first is the largest
solar carport in America for Michigan State University and the second was a Solar Canopy for JPR
Engineering in South Bend Indiana.

Selge Construction has a very simple approach to performance contracting, it is our sincere desire to produce
the best possible product for our customers. Our goal is to bring immediate and long-term value to our
customers through a high quality installation and long term energy savings.
This project would have the dedication of the full Selge Construction team. Our business is headquartered in
Niles, MI just 8 miles from the project site. We have a very long history with the City of South Bend of
building projects on time, on budget, and with the highest quality in the industry.
Although Selge recently became GESC certified, we have been in the energy savings contracting business for
nearly 60 years completing lift station and water treatment plant upgrades. We made an entrance into the
solar industry in 2016 when we began working on the Michigan State Solar Carport project (13MW's). Since
then we have completed one other solar project in downtown South Bend for JPR Engineering.
Selge Construction has installed two solar projects to date (mentioned above and below in more detail). Selge
has an added benefit with the solar experience of their staff for this project. Members of our team have been
responsible for auditing and developing some of the largest solar projects in the country. A great example of
those projects was the largest collection of rooftop solar projects in Indiana (10.1MV) for Duke Realty
That project required avery detailed project proformato
secure the third -party funding, a complete reroof prior to the solar installation and careful project
management and execution.
Part of every solar project requires an audit of the building's utility services and generating a proforma with a
calculated return on investment period. In addition to die solar projects members of our team have overseen
several energy audits for similar buildings like the Fire Departments. Those energy audits consisted of
carefully reviewing HVAC, lighting, building automated systems, building seals, windows, energy storage, and
solar projects.
For this project, Selge intends to partner with Midland Engineering (ME) and JPR Engineering. ME will be
focused on the roof inspection and any recommendation of necessary upgrades. ME has an incredible
reputation with the City of South Bend and installed the original roof on the Fire Department.
JPR will be engineering the architectural elements, roof layout, structural analysis, and system configuration.
JPR has a great reputation in the community for providing superior client service, completing projects on
time, and on budget, and exceeding expectations.

Overall at Selge, Peter is responsible for driving strategy, building culture, and growing Selge Construction
in a responsible way. He assists with key relationships, special projects, service expansion, and developing

Peter holds two degrees, a Bachelors of the Science of Architecture (Lawrence Tech University) and a
Masters of Business Administration (University of Notre Dame). Peter's work background is in project
development, engineering, and procurement. He has specialized in utility scale solar energy development

For this project, Selge would be responsible for the overall project management and general construction. We

Technical Approach
When analyzing the feasibility for solar energy projects we look at the Levelized Cost of Energy (LCOE)
compared to the Return on Investment (ROI) for the solar project. The calculations for each are shown
below:
Uvelized -C-Qs-LQ I grgy is calculated by dividing the total out-of-pocket cost of your solar energy system
by the estimated total amount of energy your solar system will produce over a given period of time. It is
typical to look at a 20-year period when calculating LCOE, although a system will actually continue to
produce power for over 30 years.
LCOE is more complicated to calculate because there are more factors involved — and because it is an
estimate of future production.
To roughly calculate LCOE, you should know (or be able to estimate):
The total cost of the system.
The amount of sunlight die panels are likely to receive daily. An annual average is usually sufficient
for this: e.g. 5kWh of pure solar energy per square meter of area per day, on average throughout the
year (note that this number will be higher in summer and lower in winter).
The overall efficiency of your system. It is common practice to assume that a system will have an
overall efficiency rate of 80% — but it could be greater or lesser depending on things like the tilt angle
and orientation of your panels, the efficiency of your inverter, and whether or not there is partial
shading on your panels.
To calculate the LCOE of a solar system, it's also useful to know:
« The annual rate of degradation for your solar panels. All solar panels gradually grow less and less
efficient over time.
• Any Solar Renewable Energy Credit (SREC) benefits you may be eligible for. SRECs payments are
usually counted as a `bonus' on top of the electricity bill savings associated with going solar.
Unfortunately, Indiana does not currently have a SREC market and we cannot monetize them at this
time.
As an example, if you live in an area where there is 5.26k`v-Vh of sun daily on average throughout the year and
you're looking at a 5kw system with a net cost of $9,000, you can estimate its LCOE accordingly:
Solar energy produced over 20 years: 5kW x 5.62kWh of sun daily x 365 days x 20 years x 80% efficiency =
164,000kWh
Cost of the system divided by solar energy produced: $14,500 / 164,000kWh = 9¢/kWh.
RETURN ON INVESTMENT is figured by calculating your solar panel payback period. To do this you
need to determine the combined costs and annual benefits of going solar. To understand each component,
review the following information:

• Gross cost of solar panel system: The gross cost of installing solar on your building is dependent on
the size of the system you select and the equipment that makes up that system.
• Value of up -front financial incentives: Tax breaks and rebates can dramatically reduce the cost of
going solar. The federal investment tax credit allows you to deduct 30% of the cost of your system
from your taxes, and additional state and local financial incentives may also be available in your area.
• Average monthly electricity use: The amount of electricity that you consume monthly is an indicator
of both the size of system you need and the amount of electricity that you can offset each month
with solar. The higher your electricity bills are, the shorter your estimated payback period will be, as
you can reduce or eliminate this bill as soon as your panels are operational.
• Estimated electricity generation: While we will try to provide you with a system that matches your
electricity consumption, practical constraints like the size of your roof and seasonal weather variation
may impact the amount of electricity that you can produce on -site.
• Additional financial incentives: In some areas of the country, you may be able to earn additional
incentives in the form of solar renewable energy certificates (SRECs) or other utility programs that
give you a per kilowatt-hour credit for the electricity that your solar panels generate. Depending on
the size of your solar energy system, these can represent a significant monetary benefit.
Take the following steps to calculate your payback period:
• Determine combined costs. Subtract the value of up -front incentives and rebates from the gross cost
of your solar panel system.
• Determine annual benefits. Sum up your annual financial benefits, including avoided electricity costs
and any additional incentives.
• Divide your combined costs by your annual financial benefits. The result will be the number of years
it will take for you to achieve payback. Every month of savings after that point in time should be
counted as a financial gain!
For our specific project, we will calculate the LCOE & ROI on just the solar and on the entire project

Technology selection will be based on which product provides the best LCOE/ROI and the best warranty at
the same time. In every solar system, there are 3 main products. Given our background and familiarity with
solar technology, we would recommend a combination of the following:
Framed Mono/Poly Silicon Solar panels.
o Framed silicon panels have the longest track record in the world and provide the most
durable product over the long run. Other types of panels, CIGS, a -Si, or CdTe are less
efficient, require more maintenance, and/or degrade faster.
o We will consider a bifacial silicon solar panel that could potentially produce more electricity
from ambient light reflected off the roof.
600V-I000V String Inverters with Arc Flash protection.
o 1500V will not be an option for the roof. According to building codes, the system must also
have arc flash protection given that it is on the roof.
Direct Attached solar mounting product (no ballast).

over time.

Solar Technology and Pricing
For this project we intend to work directly with the manufactures to secure the best pricing possible. In the
event the project is under 200kW, we may need to source from a distributor. No matter where it is sourced,
we will receive at least 3 quotations for each component to ensure we compare the best product with the best
price.
To determine a quality product, we look at what the industry average is for material warranty, energy
production, degradation, and power output. For the three main items, we would use these standards as a
benchmark:
• Solar Panels — 25-year 85% Power Output Guarantee with linear degradation
• Inverter — 99.9% uptime guarantee with 15-year product warranty
• Racking — 15-year material warranty
These would be a benchmark for us to make our selection. Additional warranties or power output guarantees
would be favorable to the project.
Based on where the current industry pricing is, the size of this building, and the type of products we will be
considering, an installation price of $1.50 - $2.00 per DC/Watt installed would be a typical range. There are
some products that could increase the price of the solar installation but would produce more energy. At the
end of the day, we will focus on the best LCOE and ROI to determine which products are used.
The roof will be another part of the selection process that needs to be addressed. We are concerned with the
long-term viability of solar placed on top of the current roof. While there is no doubt some additional life left
in the current roof, we do not believe it would make it past the life of the solar. We have been in discussions
with Midland Engineering „in a d awlb,ea,) and they have inspected the roof on our behalf.
The current roof is 16 years old and past its original warranty. Our goal would be to make the roof "Solar
Ready". In order to do this, a new membrane would need to be installed along with a coverboard to make PV
Solar Ready. At a rninimum '/4" Dens Deck or'/2" HD ISO board is recommended.
The new membrane roofing system can be mechanically fastened, Rhinobond (which is what Midland
Engineering would typically do over fully tapered insulation). This installation can also be performed in cold
weather since it does not utilize adhesives.

Measurement and Verification
Selge will install a revenue grade meter, irradiance meter, weather station, and current transformers to
accurately measure the power generated from the solar project. We will then calculate the savings from the
agreed upon baseline $/kWh. We will monitor the production from each inverter and combiner box to
ensure the system is producing at its fullest capacity. This way we will be able to determine if there have been
any blown fuses or solar panel issues.
Our baseline for the energy savings will be based off a minimum of the current rate for the electricity
delivered to the fire station at the time of the installation. The calculated savings will be energy produced by
solar multiplied by the baseline rate. It will not be based off overall reduction in energy consumption from
historical data. In the event other energy savings measures are taken or energy consumption increases due to
higher occupancy, that will not be taken into consideration for our measurement.
We will not guarantee any stipulated savings.
Since Selge has not completed a GESC project to date, we are unable to provide a report from a previous
project. Nevertheless, we are confident in our solution for measurement and verification considering our
history with Power Purchase Agreements and that revenue grade metering with CT's is the standard.
Although Selge Construction has not completed a GESC project, we would like nothing better than to
partner with the City of South Bend on this project. Over the years, Selge has had a great working
relationship with the utilities and engineering departments at South Bend and we are confident in our abilities
to develop a great project for the City and the Fire Department.

Financial Guarantees
Selge will work closely with the City of South Bend to develop a savings guarantee package that works best
for this type of project. We will review the energy production over the course of a year and take weather and
snow coverage into consideration. Based on the actual irradiance data for the year compared to actual
production, Selge will guarantee 90% of the estimated production and pay a fine for every kWh under the
guaranteed amount until the solar project has achieved a 100% return on investment. Any energy generated
over the guaranteed production will be counted towards the return on investment.
For example, the calculations will be as follows:
• Estimated Production = (Irradiance) X (Solar Capacity)
• Guaranteed Production = (90%) X (Estimated Production)
• Actual Production = (Revenue Grade Meter Reading)
• Baseline Rate = Cost of Electricity Delivered to Site at Time of Installation
• Penalty Payment = (IF(Guaranteed Production) - (Actual Production)>0) X (Baseline Rate)
The primary savings will be utility savings in the form of avoided electricity charges. All savings will be
measured and Selge will not guarantee any stipulated savings.

In awarding contracts for the purchase of work, labor, services, supplies, equipment, materials,
or any combination of the foregoing including, but not limited to, public works contracts
awarded under public bidding laws or other contracts in which public bids are not required by
law, the City, its agencies, boards, or commissions may consider the Contractor's good faith
efforts to obtain participation by those Contractors certified by the State of Indiana as a Minority
Business ("MBE") or as a Women's Business Enterprise ("WBE") as a factor in determining
the lowest, responsible, responsive bidder.
In no event shall persons or entities seeking the award of a City contract be required to award a
subcontract to an MBE/WBE; however, it may not unlawfully discriminate against said
WBE/MBE. A finding of a discriminatory practice by the City's MBE/WBE Utilization Board
shall prohibit that person or entity from being awarded a City contract for a period of one (1)
year from the date of such determination, and such determination may also be grounds for
terminating the contact for which the discriminatory practice or noncompliance pertains.
7. The undersigned contractor agrees that the following nondiscrimination commitment
shall be made a part of any contract which it may henceforth enter into with the City of South
Bend, Indiana or any of its agencies, boards or commissions.

Contractor agrees not to discriminate against or intimidate any employee or applicant for
employment in the performance of this contract with privileges of employment, or any matter
directly or indirectly related to employment, because of race, religion, color, sex, gender
expression, gender identity, sexual orientation, handicap, national origin or ancestry. Breach of
this provision may be regarded as material breach of contract.
I, the undersigned bidder or agent as contractor on a public works project, understand my
statutory obligations to the use of steel products or foundry products made in the United States
(I.C. 5-16-8-1). I hereby certify that I and all subcontractors employed by me for this project will
use steel products or foundry products made in the United States on this project if awarded. I
understand I have an affirmative duty to notify the City in my bid that my proposal does not
include the use of steel products or foundry products made in the United States. I understand it is
my sole obligation and responsibility to provide a justification to the City, subject to review and
approval, why the cost of United States made steel or foundry products is unreasonable. Prior to
award and upon submission of bid which does not use steel products or foundry products made
in the United States, the City, through its director of public works, shall make a determination if
the price of United States made steel or foundry is unreasonable. I understand that violations
hereunder may result in forfeiture of contractual payments.
I hereby affirm under the penalties of perjury that the facts and information contained in the foregoing bid for
public works are true and correct.
