the first energy services provider accredited by the National Association of Energy NAESCO

Ameresco has proven to the industry that we do more with less offering clients better projects and
better results. Ameresco's client satisfaction is 100%. Each customer has unique objectives and
special requirements, and Ameresco takes steps to ensure that implantation of these objectives
and requirements are fast and efficient. Through the entire process, our focus is on delivering
maximum customer value during project implementation with minimal disruption to those using the
space. Our empowered in-house engineering and management experts work with the customer
and our local -area contractors to address potential hurdles in implementation quickly so as not to
hold up the project. Energy -related contracting is our core business which means there is not a
lot that we have yet to see and so many potential issues are headed off during the development
phase of the process thereby improving the pace of construction.

firms, Ameresco and its predecessors has been offering energy related services in the energy

Energy Performance Contracting Services
Ameresco completed an energy performance contract at South Bend's Century Center, and the
project was awarded for "Excellence in Construction" by the Michiana Area Construction Industry.
For the purpose of our effort herein, we will be partnering with the South Bend -based, experienced
solar development/installation team of Inovateus Solar. Ameresco and Inovateus' experience with
the City of South Bend, coupled with our knowledge of Indiana codes, local trades, structural
requirements, incentives, etc., enables us to again provide the City of South Bend with a high
quality, predictable, safe, smoothly run, expeditious project.

We can seamlessly execute the Construction, Implementation, and the subsequent
Commissioning / Guarantee / Monitoring Phase Because our project implementation capabilities
are fully integrated with the project identification. From project development through construction
to ongoing operation, Ameresco handles any and all steps. Ameresco provides all of the services
required to develop and deliver energy and operational -related cost reductions which includes
auditing of the facility, design/engineering of the selected measures, managing project
implementation, assisting with financing as necessary, and monitoring the output of the system
such that it meets pre -established performance expectations. All of the services associated with
the process of analyzing, designing and implementing these projects are managed directly by
Ameresco employees.
As part of the development process, Ameresco will enlist the services of a local, third -party
structural engineer and roofing company chosen by the City to determine the ability of the roof to
support the additional load of the roof -top installation as well as to determine the actual remaining
useful life of the existing roofing material. This is included in our pricing estimates found herein.
A third -party evaluation will lend integrity to the process by eliminating any doubt the City may have
in Ameresco's intention with this project. Further, we will be evaluating the potential of including a
white foam insulation to the roof as a means to improve the current roof system's R-value as well
as to production of the solar system which will be employing dual -sided panels that benefit from
added reflectivity of the roof itself.

Ameresco has built nearly every type of solar energy solution. We are best known for customizing
solar projects for the specific needs of our customer, and, as a result, have built unique projects
on municipal landfills, parking garages, parking lots, interstate highways, military bases, industrial
plants, schools, municipal buildings, and airports to name a few applications. We have developed
and constructed nearly 200 MW of distributed solar projects around the country to -date which
includes approximately 3MW in Indiana. Ameresco has also paired our solar PV projects with
energy storage and interconnection controls for microgrid applications to meet resiliency objectives

Ameresco's bonding capacity is $1 Billion with a per project maximum of $150 Million.
The Performance and Payment Bonds apply only to the installation portion of the contract and do
not apply in any way to energy savings guarantees, payments or maintenance provisions, except
that the Performance Bond shall guarantee that the installation will be free of defective materials
and workmanship for a period of twelve (12) months following completion and acceptance of the
work.

Dynamic Mechanical Services will like to recommend Ameresco for consideration of any
future city projects. We worked very closely with them on the energy project on the
Century Center. Their team and ours developed a great relationship in the design
phase and budgeting. The mechanical and controls were a big portion along with the
roof and the lighting. The project management that they bring to the table is very
professional they want to do it right. I was very impressed with the coordination with all
the subcontractors. As a team we were able to complete this project while there were
events going on the whole time.

To Whom It May Concern:
Our agency has provided surety credit for Ameresco, Inc, for over 10 years. Their performance has
always been exemplary and we have the highest regard for the entire Ameresco organization.
Current surety arrangements anticipate individual prgiects approaching $200.000,000 within a
corresponding aggregate backlog approaching $1,000,000,000. Bonds are currently provided by
Western Surety Company and Liberty Mutual Insurance Company acting as co -sureties. Both
companies carry an AM Best Rating of A with a financial size category of XIV & XV respectively.
Each company appears on the current U S Treasury Department Circular 570 and is licensed in the
State of Indiana.
Ameresco generally utilizes less than 60% of that available capacity and we would therefore anticipate
no difficulty in furnishing 100% Performance and Payment bonds on their behalf should they he
awarded multiple contracts on the referenced procurement.
Coverage under the Performance and Payment bonds which we issue on Ameresco's behalf in support
of contracts for the installation of Energy Conservation Measures does not extend to any energy savings
guarantees or extended performance obligations beyond the standard one year defective workmanship
and material warranty.
Execution of any requested bond would be conditioned on and be subject to the completion of our
normal underwriting review at the time of the request, including but not limited to, review and approval
of bond forms, contract documents, confirmation of acceptable financing and payment provisions to
Ameresco. We assume no liability to you or third parties if, for any reason, Western Surety and/or
Liberty Mutual fail to issue any requested bond.

Ameresco's approach to implementing an innovative ESPC partnership with our clients is a four -phase
process. We will be the institution's partner for the entire process and for the long term thereafter.
Detailed Utility Audit
Ameresco will collect data during the development stage that will paint an accurate picture of existing
conditions, etc. in the facility. Interviews with staff members who have intimate understanding of the
facility will work to clean up the data. This will be coupled with a review of recent expenses and utility
data to drive project prioritization.
Engineering & Design
Ameresco's engineering approach for this project derives from these basic guidelines and factors:

Construction/Installation
Ameresco's comprehensive approach to managing an energy project is designed to ensure that we
deliver, to the City, the maximum value for the lowest possible cost. Ameresco's commitment to
implementing a high quality and successful energy project that will meet the City's expectations is
evident in its project management approach which focuses on safety, cost, and timeliness all the while
communicating clearly to the City through regular project update meetings.
After project completion, we stand by our commitments to the City. Our approach to Quality Assurance
derives from our philosophy of doing business. Ameresco's quality policy states that "we will attain
100% customer satisfaction by providing our customers with value-added innovative solutions
which perform to the customer's requirements every time." Various quality control processes are
deployed to ensure high quality in each of these metrics.
Commissioning
ASHRAE segments the commissioning process into eight steps which Ameresco follows on all of their
projects. These steps include:

manual for reference. Ameresco personnel will be responsible for coordinating the delivery of our
training program to the City.
Monitoring & Verification
IPMVP offers four options for transparently, reliably and consistently determining energy savings in a
manner that enables independent verification. The four IPMVP Options are:
Option A — ECM Isolation, measurement of key variables only - Other variables are stipulated
Option B — ECM Isolation, measurement of all variables
Option C — Whole facility utility measurement
Option D — Whole facility calibrated simulation
Ameresco anticipates using Option A for all proposed ECMs as a prudent option that establishes a
proper balance between the M&V costs and the risks related to realizing the savings. The M&V plan
will be designed to verify energy savings by combining industry operating standards and manufacturers'
equipment ratings with proven engineering calculations in combination with hourly energy models
(Trane Trace).
Post -Installation Operations and Maintenance
Ameresco has a vested interest in the equipment performance and maintenance required to realize all
possible energy savings, which form the basis of our guarantee. Typically, the equipment and systems
Ameresco proposes can be maintained and serviced by a variety of service entities, including
maintenance personnel currently employed by City of South Bend, and/or a combination of service
providers. In order to maximize the energy savings and equipment performance, the equipment and
systems installed through this project should be maintained under an on -going, structured service
program for the life of the equipment. With the current capabilities of the City's maintenance staff, such
a program can be managed by the City's own staff with minimal outsourcing.
Post -Installation Repair or Equipment Issue Resolution
Ameresco's Project Manager will coordinate all warranty issues throughout the duration of the warranty
period. Many ECMs such as lighting warranties will start long before the project is completed.
Ameresco's project Manager will handle documenting warranty problems/fixes, etc. All warranties will
remain the same if the City operates and/or maintains the equipment to manufacturer's
recommendations. This will not affect the warranty or service contracts in any way. Ameresco can
provide a cost for annual maintenance, parts, labor and warranty during the IGA process once final

To perform our energy analysis, we use PVSyst, the industry -standard solar PV generation
software. For the dozens of inputs and assumptions that are used in a PVSyst energy model, we
selected those which we believe represent the most typical conditions for the project -specific
design and location. For irradiance/weather data, we
utilized Clean Power Research's Solar Anywhere
dataset, which provides industry -leading, satellite -
based irradiance. SolarAnywhere enables us to pull
site -specific weather data, which has been shown to be
more accurate than other typical irradiance sources.
Proven modeling methods for calculating snow and
soiling losses are used to determine appropriate values
and align with the requirement for project finance. In
addition to site layout characteristics (tilt angle, ground
coverage ratio, etc.), we use site -specific climate data,
including temperature, humidity, and precipitation to
determine monthly snow and soiling losses. Other
losses, such as module quality, light induced
degradation, mismatch, and incident angle modifier
were chosen based on the module and system design
specifications. We have included a 1 % unavailability
loss to account for project downtime, including planned Image: City of South Bend Roof Top Array
and unplanned inverter downtime.
By performing these detailed steps, Ameresco can ensure that the City has a fixed price, turnkey
project that best suits its needs. While an allowance has been included at this time for pricing
purposes, Ameresco's process guarantees that the final fixed price will be sufficient to meet the
needs of the City.

the maximum value for the lowest possible cost. We have suggestions for providing this value

Post -Retrofit Consumption will be measured and verified according to the Measurement and
Verification (M&V) plan determined for each ECM implemented. First, we will focus on the term,
Baseline Energy Consumption. In order to establish an energy consumption baseline that can
be agreed upon, Ameresco will work closely with City personnel to determine each facility's
existing energy and water consumption. Some of the data that has been previously used to
establish an energy consumption baseline include:
Utility bills (gas, electric, water, steam)
Operational data (e.g., boiler logs, chiller logs, other documented equipment operating
practices, documentation of significant equipment problems or outages)
Building simulation models (e.g., DOE 2, a building simulation program developed by
Lawrence Berkeley Laboratory for the Department of Energy)
Pre -retrofit measurements of on -site equipment (e.g., kW on pumps, fans, chillers,
lighting fixtures, etc.)
Short-term metering of energy usage
Long-term metering of energy usage
Occupancy type, density, and schedules by building.
Space conditions for each operating period and season by building
Equipment inventory by building
In addition, Ameresco will use mutually agreed -upon assumptions or stipulations of parameters
that are universally used for baseline establishment. It is important to properly record data used
in the baseline determination and the details of each ECM for future reference in the M&V Plan.
Documentation will be prepared in a fashion that is easily accessible by Ameresco, City of
South Bend, and any additional reviewers. Baseline documentation typically includes audits,
surveys, inspections, and results of any measurements or metering activity.
Four M&V options are defined in the guidelines for how savings can be transparently, reliably,
and consistently determined in a manner that enables independent verification.

Each M&V option is applicable to specific situations, and oftentimes, more than one option is
possible. Multiple options may be used on a single project. The general approach to
determining energy savings in these four options involves comparing the energy use
associated with a certain energy consuming system within a facility, or the energy use of an
entire facility, before installation of the ECM (baseline) and after installation of the ECM (post -
installation). Determining energy savings for only a certain energy consuming system within a
facility is accomplished with the retrofit -isolation methods. These methods allow for an accurate
assessment of only the energy consumption associated with a defined measure.
Ameresco bases all of its site -specific savings development and Measurement and Verification
(M&V) Plans on the International Performance Measurement and Verification Protocols
(IPMVP). The general approach to determining energy savings in these plans involves
comparing the energy use associated with a facility, or certain energy -consuming systems
within a facility, before installation of the cost reduction measure (baseline) and after installation
of the ECM (post -installation). The equation for calculation of energy savings is stated below:

The specific savings analyses vary from measure to measure but they can all be broken down
into usage before and after installation of the ECM. Sometimes the baseline usage is fixed,
while in other cases the baseline is calculated based on the post -installation usage; it depends
on the specific plan used to verify the performance of the measure. It is our intent to provide
energy savings calculation methodologies appropriate for this project.

This Measurement and Verification (M&V) Report summarizes the Energy Savings and Operating Cost
Savings achieved from the Energy Conservation Measures (ECMs) installed at Hendricks County
Government Center, Work Release Center, Animal Shelter, Boulevard Parkway, and Courthouse. The
ECMs were implemented under the First Amendment to the Energy Savings Agreement (Amendment),
which was executed on December 13t^, 2016, in the amount of $2,484,162. A Change Order (Change Order
#1) was executed on July 3111, 2017, in the amount of $141,312. Change Order #1 added hot water pump
replacement and chilled water pump replacement to the Scope of Services.
This M&V Report covers year 1 of the 10-year Guarantee Period that started on the date of final
acceptance: November 15', 2017.
Ameresco guaranteed that Hendricks County would save $248,549 during year 1 of the Guarantee Period.
$45,118 of the Guarantee is from Energy Savings, and $203,431 is from Operating Cost Savings, The
Guarantee is assessed on an annual basis and comprised of several ECMs that were implemented in the
facilities. The methodology used for Measurement and Verification of the savings is defined in Exhibit G-
1 of the Amendment. The following table summarizes the individual ECMs implemented and the amount
of savings guaranteed for each ECM during year 1 of the Guarantee Period.

Savings Summary
Ameresco has determined that the actual Energy Savings achieved from this project for the year 1 M&V
period are $46,815. This means that the guaranteed Energy Savings of $45,118 was exceeded by $1,697
during the first reporting period. Along with the Operating Cost Savings of $203,431, the year 1 savings
total is $250,246.
The following utility rates were used to determine the guaranteed and actual dollar savings associated
with the electricity and natural gas savings for the year 1 period. As define in Exhibit G-1 of the
Amendment, these rates are the contractual baseline rates, and they will be escalated at an annual rate
of 3% in future reporting periods.

Lighting Improvements
The Energy Savings resulting from the lighting upgrades are the direct result of replacing old, inefficient
equipment with newer equipment that consumes less energy to operate and generate an equivalent amount
of light. A summary of the lighting improvements is included below, and a full line by line lighting scope can be
found in Exhibit G-1 of the Amendment.

-The savings were initially determined by utilizing wattages provided by the
manufacturers and data from past projects. Additionally, burn hours were assumed through information
provided by county personnel, industry standards, and site data collection. These variables were used to
calculate the electricity consumption and demand savings from reducing lighting wattage.
Electrical demand savings (kW) were determined by comparing the wattage of existing fixtures with the
wattage of proposed fixtures and then applying a diversity factor, as shown in the equation below. The diversity
factor represents the likelihood of that fixture being energized during the period that peak demand is typically
set.

of the existing and proposed fixtures and the taking the difference, as shown in the equation below.

The burn hours of the base fixtures and retrofit fixtures are the same, except in cases where an occupancy
sensor was installed.
e sxr tand Verification — The M&V approach for the Lighting Improvements ECM is based on FEMP
Option A. This approach entails taking actual measurements of wattage consumption on a sample of the most
common fixture types installed as part of this project. Sampling followed a statistical approach with an 80/20
precision and confidence criteria. The electrical contractor utilized a true RMS meter to obtain these
measurements.
Fixture wattages for fixtures not measured are based on manufacturer's data or equivalent fixture measured
data. Operating hours were set forth using the methodology described above and remain constant in all
calculations related to energy consumption and savings related to lighting.
Once the measurements were obtained, Ameresco grouped the them by fixture type and calculated the actual
fixture wattages. These wattages were then inserted back into the spreadsheet calculation to determine the
achieved savings.
Since wattages are very consistent, and burn hours do not change from year to year, the savings will be realized
throughout the full term of the agreement as long as the county continues to repair burned out fixtures with
the same equipment that was installed as part of this project. The lighting measurements provided by the
lighting contractor are included in the Appendix.

Government Center Controls Upgrade
Existing pneumatic controls associated with seven (7) existing air handling units (AHU) throughout the
Government Center were removed and replaced with direct digital controls (DDC).
Additional installed equipment included:
• One (1) new hot water and one (1) new chilled water modulating flow control valve with electric
actuation for each of the AHUs
• New electric actuators, where required, for existing mixed air dampers and relief dampers
• One (1) new variable frequency drive (VFD) for each AHU supply fan motor
• Ninety-one (91) modulating flow control valves with electric actuation for all hot water reheat coils
associated with the variable air volume (VAV) boxes
• Ninety-one (91) wall mounted thermostats to control the VAV boxes
• New DDC programmable controllers for all existing convection heaters, cabinet heaters, unit
heaters, and exhaust fans
• New modulating flow control valves with electric actuation, where required, for existing
convection heaters, cabinet heaters, and unit heaters
• Thirty-one (31) DDC programmable controllers for the fan coil units (FCU)
• One (1) new hot water and one (1) new chilled water modulating flow control valve with electric
actuation in the return lines for each FCU
• Thirty-one (31) wall mounted thermostats to control the FCUs
How SaviM Were Determined — The Energy Savings for the Government Center Controls Upgrade were
calculated using eQUEST, which is a DOE2 energy simulation software. The baseline eQUEST input file details
the building components, occupancy schedules, lighting schedules, equipment efficiencies, etc. in order to
establish the building's baseline energy consumption. The modeled energy consumption was compared to,
and adjusted to match, the actual utility bill data. Modifications were then made to the baseline energy model
to simulate the energy savings that result from enabling new control sequences for the air handlers and fan
coils.

Energy efficient operation includes the following:
• Scheduling of air handlers and fan coil units to increase the unoccupied hours
• Installing VFDs on the air handlers
• Closing outside air dampers during unoccupied hours
• Keeping mixed air dampers closed during morning warm-up or cool -down cycles
• Closing hot water valves during unoccupied hours
• Reset discharge air temperature on the air handlers
The results of the savings calculated by the eQUEST energy model are shown below. The first table shows the
savings associated with scheduling and set points. The second table shows the savings associated with the
remaining control strategies. The calculated energy usage reduction values are higher than the guaranteed
amount due to the application of safety factor.

Verificationof SavI — The savings for this ECM were reviewed following the ECM Construction and
Performance Verification plan as defined in Exhibit G-1 of the Amendment. The savings have been achieved
based on completion of the upgrade. Upon delivered functional capability as documented during the
commissioning and closeout process, the savings associated with the controls upgrade were deemed achieved.
The new controls system was commissioned during project closeout to confirm that all of the equipment was
being controlled as expected. The building automation system was used to verify that the control strategies
were implemented and operating as expected. Additionally, the project site was surveyed to confirm that the
equipment was installed in conformance with the Scope of Services.
Ameresco has remotely monitored the building automation system during the performance period. While the
data indicates that the equipment is being controlled as anticipated, the building schedules are exceeding the
expected operating hours per week. As shown in Exhibit G-1 of the Amendment, the expected daily equipment
operation was 6AM-6PM Monday -Friday, or 60 hours per week. The screenshot below shows that the
equipment is currently operating 114 hours per week. It is recommended that the building schedules be
reduced as close as possible to 60 hours per week of operation so that the full value of this ECM can be realized.

Government Center Boiler Replacement
Two (2) existing boilers were removed completely and replaced with two (2) new 1.4 MMBTU input high
efficiency condensing hot water boilers with Weishaupt America burners. Additional work associated with the
boiler replacements included:

the building components, occupancy schedules, lighting schedules, equipment efficiencies, etc, in order to
establish the building's baseline energy consumption. The modeled energy consumption was compared to,
and adjusted to match, the actual utility bill data. Modifications were then made to the baseline energy model
to simulate the energy savings that result from installing a new high efficiency boiler plant. Savings were also
calculated for implementing an efficient hot water boiler reset schedule.
The results of the savings calculated by the eQUEST energy model are shown below. The calculated energy
usage reduction values are higher than the guaranteed amount due to the application of safety factor.

Verification of Savings - The M&V approach for the Boiler Replacement ECM is based on FEMP Option A -
Retrofit Isolation with Key Parameter Measurement, The key parameter for this ECM is combustion efficiency
for the new boilers, which was spot measured one (1) time post installation. Once the combustion efficiency
data was acquired, Ameresco took the average efficiency of both boilers at 601/6 load and above, which is when
the majority of the natural gas is consumed. The above 60%load average efficiency is 90.769/o, which is slightly
more efficient than the assumed efficiency used in the eQUEST model of 90.09%. This value was inserted into
the eQUEST energy model to calculate the achieved savings.
The boiler measurement data provided by the boiler contractor, and a summary of the actual savings as
calculated by the energy model, are shown on the following pages. Note: The guaranteed and actual gas
savings are less than the calculated energy savings due to the application of a safety factor.

In addition to the contractual M&V plan for this ECM of verifying boiler efficiency, Ameresco analyzed data
from the building automation system to confirm that the hot water reset schedule is operating as expected.
The anticipated hot water reset schedule was for 100-degree hot water when the outside air temperature is
65 degrees and 140-degree hot water when the outside air temperature is 30 degrees. The chart below shows
that the reset schedule is operating correctly, with approximately 100-degree hot water being supplied when
the outside air temperate is 65 degrees and approximately 130-degree hot water being supplied when the
outside air temperature is 30 degrees. Since the hot water supply temperature is 10 degrees less than
anticipated when the outside air temperature is 30 degrees, additional savings are likely being realized from
the hot water reset schedule.

Two (2) existing chillers were removed completely and replaced with two (2) new 96 Ton capacity R-410a
packaged screw chillers. Properly sized refrigerant piping was installed from the new chillers to the existing air-
cooled condensers. The air-cooled condensers were properly modified to accept R-410a refrigerant. Existing
chilled water piping was modified to accommodate the new chillers. New fiberglass insulation with PVC
wrapping was installed on the existing chilled water piping. New primary and secondary chilled water pumps
were installed.
How Savitl s Were Detern3ined — The energy savings for the Government Center Chiller Replacement were
calculated using eQUEST, which is a DOE2 energy simulation software. The baseline eQUEST input file details
the building components, occupancy schedules, lighting schedules, equipment efficiencies, etc. in order to
establish the building's baseline energy consumption. The modeled energy consumption was compared to,
and adjusted to match, the actual utility bill data. Modifications were then made to the baseline energy model
to simulate the energy savings that result from installing new, more efficient chillers. The Coefficient of
Performance was increased from 3.45 to 4.0 as a result of replacing the existing reciprocating chillers with new
screw chillers.
The results of the savings calculated by the eQUEST energy model are shown below. The calculated energy
usage reduction values are higher than the guaranteed amount due to the application of safety factor.

Thirty-one (31) existing fan coil units (FCU) were removed from above the ceiling and replaced with thirty-
one (31) new FCUs. The existing supply and return air ductwork were reused, but new supply and return duct
transitions were included as required for the new FCUs. New duct transitions were insulated on the inside to
match existing supply and return air ductwork. The existing chilled water and hot water control valves were
replaced with new valves. Hot water and chilled water piping from existing FCU shut-off valves to the units
was reinsulated.

The existing rooftop units (RTU) were retro-commissioned to assure that all components were operating as
designed. The sequence of operation was tested to assure proper operation between the on -board factory
mounted controllers and the components within the RTUs.
Also retro-commissioned was the existing building automation system to assure that all field devices are
operating as designed. The sequence of operation was tested to assure proper operation of all end devices.
The existing building automation system was integrating by installing a new Tridium controller that
communicates with the new Tridium supervisor installed at the Government Center, This allows the
Hendricks County Facility Department to have graphical interface with the Work Release Center's HVAC
system.

Ameresco has determined that the actual energy savings achieved from this project during year 1 of the
Guarantee Period are $46,815. This means that the energy savings Guarantee of $45,118 was exceeded by
$1,697. Along with the Operating Cost Savings of $203,431, the year 1 savings total is $250,246. The county
can expect to achieve these savings throughout the project term through the continued practice of using the
same equipment for repairs when necessary, and by operating at the parameters specified in the Amendment.
Ameresco performed a measurement and verification site visit on August 22nd, 2018 to inspect and monitor
the ECMs. Additionally, Ameresco has remotely monitored the building automation system in order to ensure
that the systems were operating as intended. It is recommended that operating schedules at the Government
Center be reduced where possible.
Please notify Ameresco within 45 days of the receipt of this report if the county desires to continue M&V
Services. Ameresco will then submit an Invoice for $46635 and begin to perform the M&V Services for the
year 2 reporting period, which will cover the period of December 1", 2018 through November 301h, 2019.

The methodology used for projecting savings resulting from the implementation of the proposed
project is summarized in the following equation:

Ameresco can develop a project with one or multiple categories of savings. The two general
categories that are included in most projects are energy savings or production, Operational
Savings/Capital Cost Avoidance Savings. For a given project, there are often multiple sources of
savings as discussed in further detail below.
While each source of savings is guaranteed under the terms of the final contract, the measurement

will be performed for each Energy Conservation Measure (ECM) and solar renewable asset.
Energy Savings and Energy Production
Ameresco guarantees typically focus on the specific ECMs and solar renewable assets that are
installed as part of a project. For Energy Conservation Measures, data is collected to verify that
the equipment is installed as intended and is performing as expected. For solar energy projects,
an extensive amount of data is collected from the DAS (Data Acquisition System) that is used to
monitor the various pieces of the system and to measure the energy production that occurs. Due
to the variables and dynamics that are unique to each project, and often to each facility within a
project, an individual M&V plan will be developed for the project that accounts for the building

system dynamics, the solar design, and the customer's expectations. Any potential necessary
future adjustments such as weather variability will be identified, and a process will be determined
to ensure accurate accounting of the savings for the project. Ameresco will work closely with South
Bend to develop an M&V plan that provides for accurate savings verification for all categories of
savings in a cost-effective manner.
Operational Savings and Capital Cost Avoidance Savings
Operational Savings/Capital cost avoidance savings, which is another savings stream often
considered within the project, result from avoided expenditures for operations, maintenance,
equipment repair, equipment replacement, and/or capital funds for projects that, because of the
project, will not be necessary, including costs of planned renovation, renewal, or repair avoided as
a result of the project.
Actual annual savings from capital cost avoidance shall be determined based on guidance from
the U.S. Department of Energy Federal Energy Management Program's publication How to
Determine and Verify Operating and Maintenance (O&M) Savings in Federal Energy Savings
Performance Contracts, November 2007. This guidance allows for cost savings from avoided
renovation, renewal, or repair costs as a result of the project.
In order to identify capital cost avoidance savings, Ameresco uses engineering standards including
lifecycle costing analysis and the R.S. Means estimating method. Customer participation is
typically required to assist in identifying and measuring operational and capital cost avoidance
savings. It is possible that the installed scope of work will create a future operational cost, which
should also be factored into this savings stream.
ii. Which will be considered available to the Owner to repay Owner's financing
All savings streams combined are used to determine the Annual Savings Guarantee as part of
Ameresco's projects.
iii. Which will be measured vs stipulated
The development of a specific M&V plan is unique to each project. This includes the M&V options
selected, how often formal reporting will be provided, and which, if any, ECMs will include
stipulated savings.
Ameresco will typically perform M&V activities for each of the major ECMs and renewable assets
in order to calculate the actual cost savings achieved as a result of the project. Savings for ECMs
with no or relatively low savings will typically be stipulated/agreed-upon, as the cost to perform
M&V exceeds the value of the savings.
By definition, agreed -upon savings are deemed satisfied on the basis of the energy savings
calculations and the installation of the ECM without the need for further measurements. Ameresco
employs a performance verification process for agreed -upon savings that involves site visits to
ensure the ECMs are being properly utilized to maintain the expected savings. Using the
performance verification process for agreed -upon savings for smaller ECMs significantly reduces
the costs associated with M&V activities.

unauthorized alien. Contractor agrees that he/she/it shall enroll in and verify the work eligibility
status of all of Contractor's newly hired employees through the E-Verify Program as defined by
I.C. 22-5-1.7-3. Contractor's documentation of enrollment and participation in the E-Verify
Program is included and attached as part of this bid/quote; and
5. Contractor shall require his/her/its subcontractors performing work under this public
