undersigned hereby certifies that.
I He is the duly qualified and acting President of the City of South
B nd, Department of Redevelopment (hereinafter called the "Local
Public Agency ") and the custodian of the records of the Local Public
Agency, including the minutes of the proceedings of the South Bend
R development Commission, Governing Body of the City of South
B nd, Department of Redevelopment (hereinafter called the, "Govern-
1. g Body "); and is duly authorized to execute this certificate.
2 Attached hereto is a true and correct copy of a resolution includ-
ing the WHEREAS clauses, adopted at a meeting of the Governing Body

n wal Plan presented at said meeting and approved by said resolution. 1
4 Said resolution has been duly recorded in the minutes of said meetd-
i a and is now in full force and effect.
5 Said meeting was duly convened and held in all respects in accor-
dance with law and the by -laws of the Local Public Agency. To the ex-
tent required by law or said by -laws, due and proper notice of said
meeting was given. A legal quorum of members of the Governing Body
was present throughout said meeting and a legally sufficient number of
embers of the Governing Body voted in the proper manner for the
adoption of said resolution. All other requirements and proceedings
der law, said by -laws, or otherwise, incident to the proper adoption
of said resolution, including any publication, if required by law, have
b en duly fullfilled, carried out, and otherwise observed.
6. If the seal appears below, it constitutes the official seal of the
Local Public Agency and was duly affixed by the undersigned at the
time this certificate was signed. If no seal appears below, the Local'
Public Agency does not have and is not legally required to have an of-
ficial seal.

*PPROVING.AN URBAN RENEWAL PLAN FOR PROJECT NO. IND. R -?
WHEREAS, in connection with an application of the City of
South Bend, Department of Redevelopment (hereinafter called "Local
Public Agency ") for financial assistance under Title I of the Housing
Act of 1949, as amended; the Local Public Agency's approval of an
rban renewal plan for the project area involved in such application is
equired by the Federal Government before it will enter into a contract
r loan or grant with the Local Public Agency under said Title I; and
WHEREAS there was presented to this meeting of the South
end Redevelopment Commission, Governing Body of the City of South
end, Department of Redevelopment (hereinafter called "Governing
ody "), for its consideration and approval, a copy of an urban renewal
