W H E R E A S , under Title I of the Housing Act of 1949, as amended, the
Housing and Home Finance Administrator is authorized to extend financial as-
sistance to localities in the elimination and prevention of the spread of their
slums and urban blight through the planning and undertaking of urban renewal
projects; and
WE E R E A S , under Section 102 (d) of said Title I, the Housing and Home
Finance Administrator may make advances of funds for the preparation of
General Neighborhood Renewal Plans for urban renewal areas of such scope
that the urban renewal activities therein may have to be carried out in stages
over a period of not more than ten (10) years; and

eewal Plan presently estimated to cost Eight Thousand and One Hun -
lars ($8, 100) in that certain area, proposed as Urban Renewal Area,
in the City of South Bend, County of St. Joseph, and State of Indiana,

New York Central Railroad and Washington Avenue on
the South, Walnut Street and City Cemetery on the East,
Lincolnway West, Fassnacht Avenue and Kenwood Avenue
on the North, and Olive Street on the West; and
WB E R E A S the above -cited Federal law requires that a Gene r al
Neighborhood Renewal Plan conform to the Workable Program of the com-
munity , as set forth in Section 101 (c) of said Title I ; and
W I E R EA S said Title I also requires that the General Neighborhood
Renew� Plan conform to a general plan for the locality as a whole:

NOW, THEREFORE, BE IT RESOLVED by the South Bend

1. That the proposed Urban Renewal Area described herein is an area of
suc scope that it is estimated that the urban renewal activities there-
in may have to be carried out in stages over a period of not more than
ten (10) years.
2. That the undertaking by the City of South Bend, Department of Redevel-
opment of the preparation of a, General Neighborhood Renewal Plan for
the proposed Urban Renewal Area described herein is hereby approved.
3. That it is the intention of this body to undertake an urban renewal project
promptly upon completion of the General Neighborhood Renewal Plan and
the preparation of an urban renewal plan for such project, which project
sha 1 embrace at least ten (10) percent of the Urban Renewal Area and
sha l be of the character contemplated by Section 110 (c) of said Title I.
4. That it is cognizant of the conditions that are imposed in the undertaking
and carrying out of such urban renewal projects with Federal financial
assistance under said Title I, including the requirements in said Title I
with respect to a feasible method of relocation and the provision of local
gra is -in -aid.
