LUTION OF THE SOUTH BEND REDEVELOPMENT - COMMISSION,
BODY OF THE CITY OF SOUTH BEND,- DEPARTMENT
OF REDEVELOPMENT, APPROVING THE UNDERTAKING OF SURVEYS
AND PLANS FOR THE CHAPIN STREET URBAN RENEWAL PROJECT
ON A THREE- FOURTHS CAPITAL GRANT BASIS AND THE FILING
OF 'HE REQUEST FOR CONCURRENCE BY THE ADMINISTRATOR IN

WHEREAS, under Title I of the Housing Act of 1949,
mended, the Housing and Home Finance Administrator
authorized to extend financial assistance to local
public agencies in the elimination and prevention of
the spread of their slums and urban blight through the
and rtaking of urban renewal projects and
WHEREAS, it is desirable and in the public interest
that the City of South Bend, Department of Redevelopment
prepare surveys and plans, in order to undertake and
carry out an urban renewal project on a three - fourths
cap'tal grant basis pursuant to Title I in that area
as an Urban Renewal Area, situated in the City
of 4outh Bend, County of St. Joseph, and State of Indiana,
h is described as follows:
BEGINNING at the intersection of the northerly
right of way line of the New York Central Railroad
and the western right of way line of Laurel Street.

THENCE, in a northerly direction along the westerly
right of way line of Laurel Street for a distance
of 6901+ to the intersection with the northerly right
of way line of Western Ave.
THENCE, in a westerly direction along the northerly
right of way line of Western Ave. for a distance of
1,3401+ to the intersection with the easterly right
of way line of Scott St.
THENCE, in a southerly direction along the easterly
right of way line of Scott St. for a distance of
1,0301+ to the intersection with the northerly right
of way line of the New York Central,Railroad.
THENCE, in an irregular but generally north westerly
direction along the northerly right of way lone of
the New York Central Railroad and Armour Company
property for a distance of 1,3501+ to the intersection
with the westerly right of way line of Laurel St.,
the point of BEGINNING.
WHEREAS, it is the intention of the City of South Bend,
of Redevelopment expeditiously to prepare such surveys
and1plan4 and promptly upon completion thereof to file an appli-
cation for Federal financial assistance for such an urban renewal
project:
NOW, WHEREFORE, BE IT RESOLVED BY SOUTH BEND REDEVELOPMENT
SSION:
1. That the proposed Urban Renewal Area described above
is � slum, blighted, deteriorated, or deteriorating area
iate for an urban renewal project, and that the under-
tak�ng by the City of South Bend, Department of Redevelopment
of *he preparation of surveys and plans for an urban renewal
project of the character contemplated by Section 110(c) of

I in the proposed Urban Renewal Area is hereby approved.

2. That the financial assistance available under Title I
to a sist urban renewal projects will be needed to enable the
Citylof South Bend, Department of Redevelopment to finance the
unde taking of the proposed Project.
3. That it is cognizant of the conditions that are imposed
in the undertaking and carrying out of urban renewal projects
with Federal financial assistance under Title I, including
thoSE relating to the relocation of site occupants and the
provision of local grants -in -aid and the requirements that as
a co dition to the execution of a contract for a loan or capital
grant for an urban renewal project the locality must present to
the Housing and Home Finance Administrator a workable program,
as s t forth in Section 101(c) of Title I, for utilizing appro-
pria e public and private resources to eliminate and prevent
the development or spread of slums and urban blight; and that
it is the sense of this body: (a) that a feasible method for
the relocation of families displaced from the Urban Renewal
Area, in conformity with the requirements of Title I, can be
prepared,' (b) that local grants -in -aid can and will be provided
in an amount which will be not less than one - fourth of the net
proje t cost of the Project and which, together with the Federal
capit 1 grant, will generally be equal to the difference between

plan, and (c) that, in addition to the local grants -in-

and plans, legal services, taxes, etc., and the administrative
and overhead expenses of the City of South Bend, Department of

on a hree - fourths capital grant basis, are excluded from gross
project cost.
That the filing by City of South Bend, Department of
Redev lopment of a request for concurrence by the Housing and
Home Finance Administrator in the commencement of surveys and
plans for an urban renewal project to be undertaken on a three-
fourths capital grant basis in the proposed Urban Renewal Area
described above is hereby approved, and that the President of
the South Bend Redevelopment Commission is hereby authorized
and d rected to make and file such a request with the Adminis-
trato�, to provide such additional information and to furnish
such documents as may be required by the Administrator, and
to act as the authorized representative of the City of South
Bend, Department of Redevelopment.
