On motion made by Mr. Koczan, seconded by Mr. Williams, and unani-
mously carried, claims for payment totaling $45,928.81 were endorsed
by the Commission.
IV: APPROVAL OF REVISED H -6144
On motion made by Mr. Williams, seconded by Mr. Place, and unani-
mously carried, the Commission approved a Revised H -6144 "Request
for Concurrence in Acquisition Prices" covering parcels 11 -11 and 14 -1.
V.
The Commission interviewed Mr. Howard Bellinger for the position of
Assistant Director for the South Bend Redevelopment Department.
Mr. Bellinger is currently employed as Assistant Director of the
City Planning Commission, South Bend, Indiana.
VI. IRESOLUTION NO. 36
Upon m tion made by Mr. Place, seconded by Mr. Koczan, and unani-
mously carried, the Commission approved the resolution of the
South Bend Redevelopment Commission to file suit for possession
and damages against Thomas Jackson, parcel 11 -6, and to file suit
to con emn and acquire real estate on the following four parcels:
Louis John Hartman, 2 -6; Arthur Batchelder, 2 -18; Lee Hawkins,
Ad 5 -6, Mrs. Emilia Bilinski, 11 -10.
VII. IREPORT ON RENT COLLECTION

It was
licki, Relocation Supervisor, made a report to the Commission
collection in the Sample Street Project Area, Indiana R -7.
suggested that notices to vacate be served to families who

are far behind in their rent payments where the family income is
adequate. It was also suggested that a relocation worker accompany
these tenants in their endeavor to obtain other housing in order
to determine whether some of'the referral units are unobtainable to
them a d, if so, for what reason, or whether they are refused by the
family referred.
VIII. (PROGRESS REPORT
The Commission, upon motion made by Mr. Koczan, approved COMMITTEE
by Mr. Place, and unanimously carried, approved the pro- ON MINORITY
posed change and addition to the minutes of September 21, HOUSING
1961, paragraph titled "Lack of Housing for Minority PROBLEMS
Groups', to read as follows:
"Mr. Morris and Mrs. Curtis expressed their concern over
the lack of housing available for minority groups and large
families. A written recommendation was presented from the
Committee on Minority Housing Problems which requested
action by the Mayor and City Council towards finding housing
for displaced families. This Committee requested a joint
meetinc between the Mayor, City Council, Housing Authority
and Ur an Renewal Commission. This recommendation was endorsed
by the Commissioners present and they instructed Mr. Baer, LPA
Counse to contact the mayor for such a meeting. The further
concer is the number of these problem families that will be
displa ed by the Chapin Street Project."
Mr. Sucher reported that a delegation from the LaSalle LASALLE
Park District met in his office and urged early action PARK
in their area. It was pointed out to the delegation DISTRICT
that H11FA feels the LaSalle Park area is too big for a
single project, and that it should be submitted as a
General Neighborhood Renewal Plan. It was suggested that
the ar4Ea be reduced in size instead, and submitted, probably
by Dec Ember, as a Survey & Planning Application for a single
project. The HHFA has previously advised the South Bend
Redevelopment Department to wait until it completes the
planning phase of the Chapin Street Project. Mr. Logan
emphasized, however, that something should be done soon in
order o prevent a loss of interest in the neighborhood.
