HomeMy WebLinkAboutNo. 0044 approving undertaking of general neighborhood renewal plan and filing of application for federal advance of fundsRESOLUTION NO. 44 ON OF THE SOUTH BEND REDEVELOPMENT COMMISSION, GOVERNING BODY OF THE CITY OF SOUTH BEND, DEPARTMENT OF REDEVELOPMENT UNDERTAKING OF GENERAL NEIGHBORHOOD RENEWAL PLAN AND FILING OF APPLICATION FOR FEDERAL ADVANCE OF FUNDS. EREAS, under Title I of the Housing Act of 1949, as amend- ed, tie Housing and Home Finance Administrator is authorized to exteni financial assistance to localities in the elimination and preve tion of the spread of their slums and urban blight through the p anning and undertaking of urban renewal projects; and WHEREAS, under Section 102(d) of Title I, the Housing and Home Finance Administrator may make advances of funds for the preparation of General Neighborhood Renewal Plans for urban renewal areas of such scope that the urban renewal activities there n may have to be carried out in stages over a periodcf not more �han ten (10) years; and WHEREAS, it is desirable and in the public interest that the City of South Bend, Department of Redevelopment prepare such a General Neighborhood Renewal Plan presently estimated to cost Eighteen Thousand, Eight Hundred Fifty Dollars ($18,850) in that certa n area, proposed as an Urban Renewal Area, situated in the City f South Bend, County of St. Joseph, and State of Indiana, and de cribed as follows: inden Avenue, proposed park - playground, and the New York central Railroad on the north; the first alley east of Meade Street on the east; Western Avenue on the south; and he first alley West of Chicago Street on the west. OW, THEREFORE, BE IT RESOLVED by the South Bend Redevelop- ment :ommission as follows: That the proposed Urban Renewal Area Described herein is an area of such scope that it is estimated that the urban renewal activities therein may have to be carried out in stages over a period of not more than ten (10) years. That the undertaking by the City of South Bend, Depart- ment of Redevelopment of the preparation of a General Neighborhood Renewal Plan for the proposed Urban Re- newal Area described herein is hereby approved. That it is the intention of this body to undertake an urban renewal project promptly upon completion of the General Neighborhood Plan and the preparation of an urban renewal plan for such project, which project shall embrace at least ten percent (10 %) of the Urban Renewal Area and shall be of the character contemplated by Section 110 (c) of Title I. GN 151 No. 44 That it is cognizant of the conditions that are imposed in the undertaking and carrying out of such urban renewal projects with Federal financial assistance under Title I, including the requirements that a General Neighborhood Renewal Plan conform to the Workable Program of the community, as set forth in Section 101(c) of Title I, and to a general plan of the locality as a whole, as well as those: with respect to the relocation of site occupants and the provision of local grants -in -aid. That it is the intention of this body that the General Neighborhood Renewal Plan will be used to the fullest extent feasible as a guide for the provision of public improvements in such Area and that the Plan will be con- sidered in formulating codes and other regulatory meas- ures affecting property in the Area and in undertaking other local governmental activities pertaining to the development, redevelopment, rehabilitation, and con- servation of the Area. That the filing of an application by the City of South Bend, Department of Redevelopment for an advance of funds from the United States in an amount not to exceed Eighteen Thousand, Eight Hundred Fifty Dollars ($18,850) for the preparation of a General Neighborhood Renewal Plan for the Urban Renewal Area described herein is hereby approved and that the President of the South Bend Redevelopment Commission is hereby authorized and directed to execute and file such application with the Housing and Home Finance Administrator and to provide such additional information and to furnish such documents as may be required by said Administrator and to act as the authorized representative of the City of South Bend, Department of Redevelopment.
