We are submitting for review and approval of purchasing Cisco network switches, Cisco wireless access
points, UPS battery and related accessories from Network Solutions, Inc to build a wired and wireless
network infrastructure to provide network connectivity for the new COSB Technical Resource Center
(TRC). The Office of Innovation and Technology team reviewed the quote and give favorable
recommendation. Network Solutions does have the State QPA and will also assist in the implementation
of this solution.

Terms and Conditions
1. SHIPPING AND HANDLING. All equipment purchased by Customer (the "Equipment") is provided FOB at the shipping location. Shipment will be made as specified by Customer
and Customer is solely responsible for@II expenses in connection with the delivery of the Equipment. The Equipment will be deemed accepted by Customer upon receipt.
2. PURCHASE PRICE AND TAXES. Customer shall pay to Network Solutions, Inc. the purchase price set forth in the applicable invoice ("Purchase Price") for each item of Equipment
and installation. Customer hereby grants and Network Solutions, Inc. reserves a purchase money security interest in the Equipment and the proceeds thereof as a security far its
obligations hereunder until payment of the full Purchase Price to Network Solutions, Inc, Customer authorizes Network Solutions, Inc. to file financing statements to perfect its
purchase money security interest. Customer acknowledges that in the event of Customer's default and the exercise by Network Solutions, Inc, of its security interest in the
Equipment, all of Customer's systems and activities which depend on the Equipment will be disrupted or rendered inoperable. The Purchase Price is due and payable upon delivery
of the Equipment in accordance with the terms on theface of the invoice. Customer shall payall taxes and other governmental charges assessed in connection with the rental, use or
possession ofthe Equipment including, without limitation, anyand all sales and/oruse taxes and personal property taxes.
3. PAST DUE INVOICES, Invoices are past due the day following the date payment is due. Interest charges shall accrue from that date. In the event of past due invoices, Customer
agrees to payto Network Solutions, Inc., as interest, an amount equal to 2% per month, or the maximum provided by law, (whichever is less) for invoice amounts that are past due,
Should Network Solutions, Inc. be forced to initiate legal action to collect unpaid amounts from past due invoices, Customer agrees to pay Network Solutions, Inc.'s reasonable
attorney's fees and costs of collection in addition to the interest described above.
4. TITLE. Customer shall acquire title to the Equipment upon full payment of the purchase price(s) set forth herein. Notwithstanding the foregoing, Network Solutions, Inc. and any
licensor of rights to Network Solutions, Inc. shall retain title to and rights in the intellectual properly (whether or not subject to patent or copyright) and content contained in the
materials supplied under theterms ofthis Agreement.
S. RETURNS. All returns must be approved by Network Solutions, Inc. and a RMA number assigned prior to return shipment. Customary restockingfees of 1S% will applyto all non -
defective returns. Returns delivered to Network Solutions, Inc. without prior consent will be rejected and returned. If evaluation product is not returned at the end of the evaluation
period, evaluation unit invoices are due and payable on the dayfollowing the invoice date.
6. SELECTION OF EQUIPMENT; MANUFACTURER WARRANTY. Customer acknowledges that customer has selected the Equipment and disclaims any statements made by Network
Solutions, Inc. Customer acknowledges and agreesthat use and possession of the Equipment by Customer shall be subjectto and controlled bytheterms of any manufacturer's or, if
appropriate, supplier's warranty, and Customer agrees to look solely to the manufacturer or, if appropriate, supplier with respect to all mechanical, service and other claims, and the
right to enforce all warranties made bysaid manufacturer are hereby, to the extent Network Solutions, Inc. has the right, assigned to Customer. THE FOREGOING WARRANTY IS THE
EXCLUSIVE WARRANTY AND IS IN LIEU OF ANY ORAL REPRESENTATION AND ALL OTHER WARRANTIES AND DAMAGES, WHETHER EXPRESSED, IMPLIED OR STATUTORY. NETWORK
SOLUTIONS, INC. HAS NOT MADE NOR DOES MAKE ANY OTHER WARRANTIES OF ANY KIND, EXPRESSED OR IMPLIED, INCLUDING WITHOUT LIMITATION ANY WARRANTY OF FITNESS
FOR A PARTICULAR PURPOSE, MERCHANTABILITY, OR OF NONINFRINGEMENT OF THIRD PARTY RIGHTS AND AS TO NETWORK SOLUTIONS, INC. AND ITS ASSIGNEES, CUSTOMER
PURCHASES THE EQUIPMENT"AS IS".
7. LIMITATION OF LIABILITY, Network Solutions, Inc.'s entire liability for any damages which mayarise hereunder, foranycause whatsoever, and regardless oftheform of action,
whether in contract or in tort, including Network Solution, Inc.'s negligence, or otherwise, shall be limited to the Purchase Price paid by Customerforthe Equipment. IN NO EVENT
WILL NETWORK SOLUTIONS, INC. BE LIABLE FOR ANY SPECIAL, INDIRECT, INCIDENTAL, OR CONSEQUENTIAL DAMAGES, OR FOR ANY LOSS OF BUSINESS OR PROSPECTIVE BUSINESS
OPPORTUNITIES, PROFITS, SAVINGS, INFORMATION, USE OR OTHER COMMERCIALOR ECONOMIC LOSS, EVEN IF NETWORK SOLUTIONS, INC. HAS BEEN ADVISED OF THE
POSSIBILITY OF SUCH DAMAGES.
8. GOVERNING LAW; DISPUTE RESOLUTION. This Agreement is made under and will be governed by and construed in accordance with the laws of the State of Indiana (except that
body of law controlling conflicts of law) and specifically excluding from application to this Agreement that law known as the United Nations Convention on the International Sale of
Goods. The par -ties will endeavor to settle amicably by mutual discussions any disputes, differences, or claims whatsoever related to this Agreement. Failing such amicable
settlement, any controversy, claim, or dispute arising under or relating to this Agreement, including the existence, validity, interpretation, performance, termination or breach
thereof, the parties tothis Agreement herebyconsent to jurisdiction and venue in the courts of the state of Indiana.
9. MISCELLANEOUS. The above terms and conditions are the onlyterms and conditions upon which Network Solutions, Inc, is willing to sell the Equipment and supersede all previous
agreements, promises or representations, oral or written.

Current Environment
City of South Bend is building anew facility known as Technology Resource Center atCotalyst2.
Requested Features
City of South Bend has requested a wired and wireless infrastructure for this facility. The initial requirements are:
• Wired infrastructure for 120 drops. Most likely not all of these will be connected to a switch initially.
• Wireless infrastructure should provide full coverage for the facility.
• A UPS to support the switches.
Proposed Solution
Overview:
• The switch stack will be three 9300 switches (two 48-port and one-24 port).
• The switch stack will route traffic to and from TRC across diverse Metronet Paths (A and B side)
• Metronet paths will be 1Gbps (single -mode)
• 5x 28021 APs will provide wireless coverage in areas with moderate ceiling heights
• 3x 2802E APs will provide wireless coverage in areas with taller ceiling heights that utilize external antennas.
• APs will be configured to talk back to the controller at DRNI (8 licenses are included)
• Four UPS's have been offered. NSI recommends the Liebert GXTS.
• City of South Bend will have the APs installed by the wiring vendor on site.
Cisco DNA (Digital Network Architecture)
0 The included network equipment (wired and wireless) can be supported by Cisco's DNA -Center network
controller. Over the coming years, delivering network services will be accomplished via network polices that
an automation platform pushes out to the infrastructure. Cisco's DNA -Center provides the centralized
platform that automates configuration and responds to network events to ensure network services are
delivered as consistently and reliably as possible.
High Availability/Redundancy
o Redundant Core Switches
SSO/NSF provides expected failover of less than 50ms
o Software Patching
The Cisco IOS-XE platform allows for both hot and cold patching to allow administrators to quickly
apply bug fixes and security patches to operational software without waiting for a major software
release.
The Cisco Catalyst 9800 WLC comes equipped with intelligent rolling access point upgrades that
steer clients to active APs while other APs are upgraded maximizing the availability of wireless
services for an environment.
Platform Scalability
o Catalyst 9000 series switches are built on a programmable chipset that allows future technologies to be
supported by reprogramming the hardware, delivering unmatched investment protection in the industry.
o Upgradeable network uplink modules provide an easy upgrade path for increasing backbone speeds.
Platform Security
o Cisco offers an industry exclusive, hardware -based analysis of encrypted traffic (ETA) inline at line -rate
speeds across your wired and wireless infrastructure through the Catalyst 9300 switches and the Catalyst

• Installation and configuration services will be provided during business hours.

• NSI will configure new equipment consistent with the existing City configurations.

• Assumption 1— Tasks not listed in this document may require a change order.
• Assumption 2 — Timelines of this project are subject to the availability and delivery times of the equipment that have
been designed in this solution.
• Assumption 3 — Fiber and copper patch cables come in a variety of lengths and connector types. The following are the
most common cable types and so have been included on the quote. If different cables are required, a change order
may be needed for the additional cables.
0 SIVIF 2-meter Fiber Cables
• Assumption 4— Stacking cables connecting switches are typically 50cm in length and sufficient for all deployments.
Should longer stacking cables be required (up to 3 meters) a change order can be provided for the additional cables.
0 The 24-port switch includes a 1M stacking cable and 150cm power stack cable to connect from the bottom of
the stack to the top.
• Assumption 5 — The provided wireless configuration services of this project are being provided as remote
configuration services. If onsite services are desired a change order can be provided for the additional service needs.
• Assumption 6 —The designed in -ceiling -tile enclosures for the access points will be considered "plug -in -play" and will
not require any modifications to the ceiling grid system within the installation facility.
• Assumption 7 — The service provider circuits required for this project are being implemented prior to expected
cutover dates. If circuits are not available or delayed, installation will be postponed until after that work is complete.

• Exclusion 1— NSI is not responsible for the setup, maintenance, or troubleshooting of connectivity for connecting end
devices that are being used in the environment. Often issues related to software and device drivers can be discovered
as a possible area of remediation. These types of issues are to be resolved by the onsite City of South Bend staff. NSI
may provide information and guidance for these types of issues but is not responsible for the remediation for client
devices.
• Exclusion 2 — Each piece of hardware is delivered from Cisco with an approved version of software already installed.
NSI will not update this software unless otherwise specified in this quote.
• Exclusion 3 — Virtual/Predictive AP Placement Disclaimer— NSI has provided an initial "predictive" access point
placement design through the use of specialized software. This software takes into account information discussed in
kickoff conversations on coverage area needs, building/rack layouts, building materials, special interest areas, etc.
Predictive surveys are not a 100% accurate representation of the live environment signal attenuation. Occasionally,
changes to AP placement and/or quantities may be required to accomplish the desired wireless performance in all
areas. If the actual building materials or layout cause greater effect on the wireless signal coverage than expected it
may be necessary for a change order for different or additional hardware, and possibly an onsite survey to adjust the

final deployment.
. Exclusion 4—This design does not include a post -installation site survey. The initial predictive survey is regarded as
highly accurate, but where tolerance for any connectivity issues is not permitted, it is advisable that a site survey be
performed after the new design has been put in to verify coverage. This allows for verification of AP placement and
can be used for final tweaks and adjustments to the configuration. A quote for these services can be provided.

Bend. The following section provides the scope of work each is responsible for throughout different phases of this project.
NSI's professional services were determined based upon the identified items described below. Any items not identified in the
scope below are likely out of scope and would require a change order to be included/completed.

Equipment Delivery
• City of South Bend will designate a location for all ordered equipment to be delivered to. This location should provide
a secure temperate area for storage and staging of equipment.
• City of South Bend will transport equipment to each respective installation location, if the install location is at a
different address from the shipping location.
Project Preparation
• City of South Bend will provide NSI access to existing network configurations and documentation. Having information
such as network drawings, expected failover behaviors, security policies, management addresses, passwords,
licenses, running configurations, and device settings helps NSI develop a proper migration strategy for installation and
configuration.
• City of South Bend will provide an expected window of time that changes can be made to the network including those
identified as disruptive.
• City of South Bend will provide a list of critical services that must be functional in order for testing to be considered
successful.
• NSI will develop configuration scripts that provide the functionality required for the design. When replacing
equipment, NSI will update administrative aspects of the configuration to the latest standards, but network services or
topology changes (renumbering VLANs, creating new subnets/interfaces, and inserting new features) are not
considered in -scope unless otherwise specified in the design section.
• NSI will apply labeling to equipment for easy identification as requested.
Hardware Installation
. City of South Bend will ensure timely access to the equipment installation area. Installation delays caused by access
restrictions may be billable on a per occasion instance.
NSI will assemble the new equipment including installation of rackmount hardware, modules, and power supplies,
and install the devices in the designated equipment racks unless otherwise specified above.
NSI will configure the equipment according to the agreed upon design.
o NSI will configure new equipment as specified in the design to interoperate with existing equipment. If
additional devices outside the scope of the initial design are required to be reconfigured, a change -order will
be created for the additional labor cost.
Testin
City of South Bend will test access to their critical services identified in the testing plan.
• NSI will verify proper operation of the installed equipment as identified in the testing plan. At the completion of
testing all devices should be capable of passing traffic through their uplink port, being remotely managed, and have
had a backup copy of their configuration taken.

identified as disruptive.
• City of South Bend will provide a list of critical services that must be functional in order for testing to be considered
successful.
• NSI will apply labeling to equipment for easy identification as requested.
Hardware Installation
• City of South Bend will ensure timely access to the equipment installation area. Installation delays caused by access

• City of South Bend will provide lift access if required for high AP cabling or installation (if applicable).
• City of South Bend will provide DHCP services for any new networks that are created.
• City of South Bend will install and document the location of each access point by room number, name, and AP MAC
address.
• NSI will reconfigure the switching infrastructure with new VLANs for new wireless SSIDs (up to 4) on the switching
infrastructure. Further configuration of switches is outside the scope of this project unless otherwise specified.
Testin
City of South Bend will test access to their critical services identified in the testing plan.
• NSI will verify proper operation of the installed equipment as identified in the testing plan„

Equipment Deliver
• City of South Bend will designate a location for all ordered equipment to be delivered to. This location should provide
a secure temperate area for storage and staging of equipment.
• City of South Bend will transport equipment to each respective installation location, if the install location is at a
different address from the shipping location.
Project Preparation
• City of South Bend will verify any other equipment (servers, web filters, etc) that will be powered off for UPS
installation are adequately backed up and prepared to be shutdown.
• City of South Bend provide an expected window of time that UPS units can be installed. Network services will be
disrupted during this time.
• NSI will verify all devices that will be powered off for UPS installation have their current configuration saved as the
startup configuration.
Hardware Installation
• City of South Bend will shut down any other equipment (servers, web filters, etc) that will be powered off for UPS
installation.
• NSI will assemble the UPS units including installation of any rackmount hardware, batteries, and network
management cards included in the order.
• NSI will install new UPS units in the rack or on the floor as space is available.

• NSI will shutdown any network equipment (routers, switches, WLC, firewall) and migrate their power to the new UPS
units.

operational.

o Items designated for trade-in will need to be gathered for shipment back to Cisco.
• NSI will coordinate scheduling pickup of trade-in equipment where necessary.
Support
NSI will provide complete support over any and all included components throughout project implementation. City of
South Bend is eligible for two weeks of NSI helpdesk support following final project sign -off.
NSI will provide two hours of dedicated support immediately following the installation. For after-hours work,
dedicated support will be provided the day after installation. For example, following configurations changes made in
the evening, an NSI engineer would be available from 8 -10AM the following morning. Any issues suspected by City of
South Bend to be related to changes made as part of this project can immediately be directed to the implementation
engineer for investigation.

4.Power —the following devices utilize non-standard power cables (NEMA5-15, 3-prong)

6. Structured Cabling — Devices should be supported with current cabling standards.
a. City of South Bend will provide CatSe or better structured cabling in support of the network devices. If
lesser cable is utilized NSI is not responsible for the performance of connected network devices.
b. For any 10Gbps multimode links, City of South Bend is responsible for providing 50um, CM3 grade fiber
(2000 Modal Bandwidth) or better, which will provide for 300m of connectivity for 10Gbps SR optics.
i. If City of South Bend does not have 50um, CM3 grade fiber for the specified 10 gigabit
connections. LRM modules and mode -conditioning patch cables will be used for transporting
10Gbps over lower grade fiber.
7. Transceivers and Twinax — NSI is providing only the transceivers and Twinax as specified in the quote. The provided
hardware accounts for all connections based upon the information provided by City of South Bend during the design. If
the transceiver counts change following project acceptance, a change order can be submitted to create a quote for the
required additions. Additional fees may apply.
8. Patch Cables— NSI is providing all necessary fiber patch cables per the transceiver counts (including possibly none). If
the transceiver counts change following project acceptance, a change order will be submitted to create a quote for
additional cables. City of South Bend is responsible for providing any and all additional patch cables, either fiber or copper,
for this project unless otherwise specified.
9. Support Contracts — Due to the critical nature of networking equipment the following support agreements have been
recommended and quoted.
a. SNT—Provides 8x5xNBD replacement for hardware, Cisco TAC support and Cisco.com access for
software updates.
b. E-LLW — Provides 8x5xNBD replacement of hardware. NBD is not guaranteed and in some instances
longer replacement times may occur.
i. Provided with all Catalyst 2000, 3000, and 9000 Series Switches
