STATEMENT OF PURPOSE AND INTENT: In order. to deliver service to homeless individuals within our community, the City of South Bend received funds from the U.S. Department of Housing and Urban Development for the delivery of such services through various subgrantees. The funds appropriated in this ordinance wilt aid in defraying the costs of shelter operation and maintenance and in providing essential services and assistance in homeless prevention. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana: Section I. The sum of $124,736 is hereby appropriated and allocated among accounts as set forth below: PROJECT NUMBER DESCRIPTION AMOUNT JES OS-1 Center for the Homeless $45,360 JES OS-2 Aids Ministries/Aids Assists 9,000 JES OS-3 Youth Service Bureau 20,000 JES OS-4 YWCA 45,376 Administrative Costs 5,000 TOTAL $124,736 Section II. No costs will be incurred or funds expended for any of the programs addressed in this ordinance prior to completion and subsequent certification of the Environmental Review Process specified in Title Twenty-four (24) part Fifty-eight (58) of the Code of Federal Regulations, containing the Environmental Review Procedures for the Emergency Shelter Grants Program, and the receipt of an official release of funds from the U.S. Department of Housing and Urban Development. Section III. This ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor.
