RESOLUTION NO. 110
RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION,
GOVT -RNING BODY OF THE CITY OF SOUTH BEND, DEPARTMENT OF
REDEVELOPMENT, APPROVING UNDERTAKING OF SURVEYS AND
PLANS FOR AN URBAN RENEWAL PROJECT KNOWN AS THE CENTRAL
DOWNTOWN PROJECT AND FILING OF AN APPLICATION
LS, under Title I of the Housing Act of 1949, as amended (herein
as "Title I "), the Housing and Home Finance Administrator is
to extend financial assistance to local public agencies in the
i and prevention of the spread of their slums and urban blight
planning and undertaking of urban renewal projects; and
WHER`' S, Title VT of the Civil Rights Act of 1964, and the regulations
of the Housing and Home Finance Agency effectuating that Title, provide
that no person shall, on the ground•of "race, color, or- nafi6nal origin, be
excl"ded from participation in, be'-de'n'ied the benefits of, or be subjected
to discrimination in the undertaking and carrying out of 4rban renewal projects
assisted u der Title I of the Housing Act of 1949, as amended; and
WHEREkS, it is desirable and in the public interest that the City of
Bend, Department of Redevelopment make surveys and prepare plans,
estimated to cost approximately one hundred eighty one thousand,
ninety two dollars ($181,292) , in order to undertake and
carry out an urban renewal project of the character contemplated by Section
° c) of title I, in that area proposed as an Urban Renewal Area,
sit Uated in the City of South Bend, County of St. Joseph, and State of
Ind ana, which is described as follows;

Beginning at a point which is the intersection of the north
line of LaSalle Street and the west line of Main Street;
thence easterly along the north line of LaSalle Street to*,
the west ban's of the St. Joseph River; thence southeasterly
along the vest bank of the St. Joseph River to the south line
of Ja ferson Boulevard; thence westerly along the south line
c:2 Jefferson Boulevard to the east line of St. Joseph Street;
thence southerly along the east line of St. Joseph Street
to th e south line of Monroe Street extended; thence westerly
alerg the south line of Monroe Street to the west line of

of Main Street to the south line of Western Avenue; thence
waste ly along the south line of Western Avenue to the west
alley line of the first alley west of Lafayette Boulevard;
thence northerly along said alley extended to the north line
of Wa 'gington Street; thence easterly along the north line
of Washington Street to the west line of Main Street; and
thence northerly along the west line of Main Street to the
point of beginning.
NOW, THERErORE, BE IT RESOLVED BY THE SOUTH BEND REDEVELOPMENT COMMISSION
1. That the proposed Urban Renewal Area described above is a slum,
and blighted, deteriorated, or deteriorating area appropriate for an urban
renewal project, that the development of such Area for predominately
nonresiden ail uses is necessary for the proper development of the
community, and that the undertaking by the City of South Bend Department
of Redevel pment of surveys and plans for an urban renewal project of the
character ontemplated by Section 110(c) of Title I in the proposed Urban
Renewal Arta

2. Th t the financial assistance available under Title I is needed to
enable the City of South Bend, Department of Redevelopment to finance the
planning a d undertaking of the proposed Project.
3. That it is cognizant of the conditions that are imposed in the under-
taking and carrying out of urban renewal projects with Federal financial
assistance under Title I, including those relating to (a) the relocation of
site occupants, (b) the provision of local grants -in -aid, and (c) the require-
ment that the locality present to the Housing and Home Finance Administrator,
as a prerequisite to approval of the application described below, a workable
program fox community improvement, as set forth in Section 110(c) of Title I,
for utilizing appropriate public and private resources to eliminate and prevent
the development or spread of slums and urban blight.
4. Th t the United States of America and the Housing and Home Finance
Administra car be, and they boX9py ace, assured of full co
mpiiaxace by the
City'of So th Bend, Department of Redevelopment, with regulations of the
Housing an Home Finance Agency effectuating Title VI of the Civil Rights
Act of 1964.
5. That it is the sense of this body (a) that a feasible method for the
relocation of individuals and families displaced from the Urban Renewal Area,
in conformity with the requirements of Title I, can be prepared, and (b) that
local grants -in -aid can and will be provided in an amount which will be not
less than one-third of the Net Project Cost of the Project and which, together
with the F eral capital grant, will be generally equal to the difference
between Gro s Project Cost and the proceeds or value of project land sold,
leased, or etained for use in accordance with the urban renewal plan.
6. That the filing of an application by the City of South Bend Department
of Redevelo ment for an advance of funds from the United States of America
in an amour not to exceed One hundred eighty one thousand, two hundred
ninety two dollars ($181,292) for surveys and plans for an urban renewal
project in the proposed Urban Renewal Area described above is hereby approved,
and that the President of the South Bend Redevelopment Commission is hereby
authorized nd directed to execute and file such application with the
Housing and Home Finance Administrator, to provide such additional information
and to furnish such documents as may be required by the Administrator, and to
act as the uthorized representative of the City of South Bend, Department of
Redevelopme t.
