AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA
TRANSFERRING $658,334 AMONG VARIOUS ACCOUNTS WITHIN FUND 212 "COMMUNITY
DEVELOPMENT" IN THE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT
Statement of Purpose and Intent:
In order to assure the efficient and timely utilization of Community Development Block Grant Funds in
accordance with the community's Housing & Community Development Plan, transfers are needed:
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as
follows:

RE: Bill #77-04 Community Development Appropriation/Substitute Ordinance
Dear Ms. White:
I am requesting that Bill #77-04 be tabled for public hearing until November 22, 2004, and that the attached
substitute ordinance be approved on that date.
The reason for this request is because the funding will be increased to include funding of $30,000 for Ark Angels
(Grace Community Center). While Grace Community Center has been funded for several years through the
Community Development Block Grant Program, Ark Angels is a relatively new organization and we had questions
regarding their program and capacity to carry out the financial responsibilities of CDBG funding. During the public
comment period Ark Angels requested reconsideration of funding for the 2005 program and submitted additional
information regarding their program and financial capabilities that satisfied our concerns. With this substitute
ordinance we are requesting your approval for their program. The Ark Angels project will be funded by reducing
the 2001 and 2002 NPC Public Works projects and further reducing the 2003 NPC Public Works project.
The other change in the ordinance is to clarify which NPC Public Works projects we are reducing to fund these 2005
projects. The original ordinance grouped together 2003 and 2004 NPC Public Works and we wanted to specify
exactly which program would be reduced and by how much.
The attached substitute bill for your consideration and approval will transfer $658,334 instead of the original amount
of $628,334 in Community Development Block grant funds as part of the 2005 Action Plan of the 2005 - 2009
Housing & Community Development Plan. This bill is a companion to the CDBG general appropriation bill of
$3,468,840 that was filed October 18, 2004.
