RESOLUTION AUTHORIZING THE PREPARATION, EXECUTION, USE AND
SUBMISSION OF PROCLAIMER CERTIFICATE IN CONNECTION WITH ANY
AND ALL URBAN RENEWAL PROJECTS IN PLANNING OR EXECUTION,
WHICH MAY BE UNDER CONTRACT WITH THE UNITED STATES OF
AMERICA FROM TIME TO TIME
WHEREAS, HUD authorizes Local Public Agencies carrying out urban renewal
projects to certify to the existence and documentation of certain facts and
requirements, subject to a post -audit by HUD and in lieu of the submission of
such documentation for prior review and approval by HUD, as set forth in such
regulations, policies, and requirements of the Secretary as shall be in effect
from timle to time;
NOW, THEREFORE, be it resolved by members of the South Bend Redevelopment
Commission, Governing Body of the City of South Bend, Department of Redevelop-
ment as follows:
The following officials are authorized to prepare, execute, and submit
the following proclaimer certificates to HUD on behalf of the Local Public
Agency n accordance with the regulations, policies and requirements of the
Secretary as shall be in effect from time to time:
Ex cutive Director, and /or Acting Executive Director, and /or
Associate Director, and /or Assistant Director, is authorized to
prepare, execute and submit:
1. Proclaimer Certificate relative to urban renewal plan
amendments, changes, or modifications.
2. Proclaimer Certificate relative to establishment of
fair market value for property to be acquired.
3. Proclaimer Certificate relative to technical specifica-
tions in conformance with local standards of standards
necessary to support urban renewal objectives for
property improvements.
4. Proclaimer Certificate relative to LPA staff appraisal
and reuse value of fragments of property.
5. Proclaimer Certificate relative to establishment of
fair reuse value.
Adopted at the Regular Meeting of the South Bend Redevelopment Commission
on July 17, 1970, in the Office of the Commission, 1200 County -City Building,
227 West Jefferson Boulevard, South Bend, Indiana.
