Purpose
The purpose of this study is to determine whether any
traffic control improvements are warranted at the
a
intersection of Lafayette Boulevard and Riverside
Drive. The Engineering Division has received a request 0
from VPA to install a multi -way stop at this intersection.
This memo summarizes the warrant analysis
conducted to assess the need for a permanent all -way
stop at this intersection and the proposed
recommendation.
Location/Description.
Both Lafayette Boulevard and Riverside Drive are classified as local streets, and both
have one travel lane per direction.
Warrants
The Manual on Uniform Traffic Control Devices sets forth the following requirements to
warrant the installation of multi -way stop control:
The following criteria should be considered in the engineering study for a multi -way STOP sign
installation:
A. Where traffic control signals are justified, the multi -way stop is an interim measure that can be
installed quickly to control traffic while arrangements are being made for the installation of the
traffic control signal.
B. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi -
way stop installation. Such crashes include right -turn and left -turn collisions as well as right-
angle collisions.
C. Minimum volumes:
1. The vehicular volume entering the intersection from the major street approaches (total of both
approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and
2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the
minor street approaches (total of both approaches) averages at least 200 units per hour for
the same 8 hours, with an average delay to minor -street vehicular traffic of at least 30 seconds
per vehicle during the highest hour; but

3. If the 85th-percentile approach speed of the major -street traffic exceeds 40 mph, the minimum
vehicular volume warrants are 70 percent of the values provided in Items I and 2.
D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80
percent of the minimum values. Criterion C.3 is excluded from this condition.
Existing Traffic Controls
The intersection is currently controlled by a one-way stop on Lafayette Boulevard where
Riverside Drive is the through street. Lafayette Boulevard does not continue north of this
intersection. Lafayette Boulevard continues 270 ft to the south to a two-way stop -
controlled intersection with Park Lane where Lafayette Boulevard stops, and Park Lane
is the through street. Riverside Drive continues 945 ft to the east until reaching a two-way
stop controlled intersection with Michigan Street where Riverside Drive stops and
Michigan Street is the through street. Riverside Drive continues 670 ft west to a one-way
stop -controlled intersection with Park Avenue where Park Avenue stops and Riverside
Drive is the through street.
Street Geometry
Lafayette Boulevard is a 35 ft wide roadway. Due to a school zone, parking is restricted
between 7 AM and 4 PM on school days on northbound side of Lafayette Boulevard.
Parking is restricted at all times on the southbound side of Lafayette boulevard. Riverside
Drive is a 30 ft wide roadway. Parking is not restricted along either side of the roadway.
The speed limit along Riverside Drive is 20 MPH. The speed limit along Lafayette
Boulevard is 25 MPH when children are present.
Traffic Counts were taken by MACOG on 5/28/2019 - 5/30/2019 by automatic
pneumatic tube counters at each approach of this intersection and the following are the
results:

The cells highlighted in blue show the eight hours of the day with the highest traffic
counts on the major street approaches. The cells highlighted in green show the traffic
on the minor street for the same eight hours of the day.
Collision Data
Four years of collision records were accessed in the Aries portal for the intersection of
Riverside Drive and Lafayette Boulevard. One collision was reported during the time
accessed. This incident was the result of a driver rear -ending the vehicle in front of him.
Recommendation
The traffic counts and collision data do not warrant reconfiguring the Lafayette
Boulevard and Riverside Drive intersection to an all -way stop. However, there are
several other factors that impact the safety of this intersection. It is surrounded on all
sides by Leeper Park, and with the improvements happening at the park, pedestrian
crossings will be encouraged. Walking paths will also be connected on the north side of
the intersection and walking paths throughout the park will be improved. The goal of the
Leeper Park Improvements Project is to increase pedestrian traffic in the area and
encourage increased use of the park and the paths. With that increase in pedestrian

traffic will come the increased need to improve safety at this intersection, as part of the
park as a whole. Based on other criteria that may be considered in an engineering study
according to the MUTCD, specifically "the need to control vehicle/pedestrian conflicts
near locations that generate high pedestrian volumes," the Engineering Division
recommends the installation of an all -way stop at this intersection.
