The meeting was called to order by Dr. Mariah Covey at 1800 hours.
Minutes from May 2, 2019 were read.
A. Motion to accept the minutes was made by Lynne Losecco and seconded by Pam Wesolowski.
Jenn Gobel from Animal Control discussed In Takes for the month of May 2019.
A. Leeper Park Fountain emptied and animals were found to be in good health.
B. Animal Control has noticed an uptake in calls and animals.
There was discussion on one previous case. Case number 2019-3 City v. Ramsay_
A. Had questions on what dogs defendant can keep according to letter sent to defendant by the City.
B. Defendant still has not spayed dogs as of this date.
C. The defendant has licensed dogs per the findings.
D. South Bend Animal Care and Control has gone to the residence to check the fence to verify the defendant
has met the parameters of the findings.
I. After SBACC visited the residence, there was a question raised about the environment the dogs
were living in.
II. One dog was found missing fur on its body.
E. It was decided by the board that the SBACC needs to do a welfare check, along with the defendant
provide proof that the dog was taken to a vet and checked regarding it's health. The medical records need
to be given to SBACC.
I. Should defendant not comply with regards to the vet check and spaying then another hearing
shall be scheduled.
There was an update on case number 2019-2 Riffle.
A. A dog was given to J. Wright, Cece, who called SBACC to have it turned into them.
B. The fate of the cat and other dog, Lady and Socks, is now unknown.
C. An order will be written that no animals can be handed off the third parties.
D. A Inspection and Seizure Warrant shall be issued, along with another hearing on this matter.
Discussion regarding fostering and rescues was discussed.
A. They should be held responsible for the health and well-being of the animals they are rescuing/fostering.
B. That certification should be required for animals imported into the city from out of state or other shelters.
C. Foster/rescue should be regulated.
I. .Rules and regulations should be stipulated into the new ordinance.
11. It Was discussed that any rescue or foster operating within South Bend proper should chip their
animals and keep records regarding all animals.
IIl. Rescues/fosters who are satellites operating within South Bend proper though their home office
is in another county should fall under this new guideline.
Next meeting will be July 11, 2019 at 1800 hours.
8. Possible hearing date was discussed for June 27, 2019 at 1800 hours.
