Agenda: Update: Zoning Ordinance
Committee Chair Dr. Oliver Davis called to order the Zoning and Annexation Committee at 5:15
p.m. He introduced members of the Committee and proceeded to give the floor to the presenters.
Update: Zoning Ordinance
Michael Divita, Principle Planner for the Department of Community Investment with offices
located on the 14th floor of the County -City Building, stated, I will be very brief here today. Really,
it's just a reminder about the quick fixes coming through the pipeline. One (1) is the introduction
of the SF -Three (3) District. Then we also have the reform of the CBD standards. I hope you had
a chance to look at those.
Committeemember John Voorde arrived at the meeting at 5:16 p.m.
Mr. Divita continued, They are fairly straight -forward but we ask that if there are any questions
from the Council, please let us know as soon as possible so we can answer those and make any
amendments that need to be made.
Committee Chair Dr. Davis stated, I will send you a note because I have another question outside
of this. I'll send you an email before Area Plan.
Councilmember Tim Scott stated, The updates you gave at the off -night meeting were really good.
There is a lot of interest by the public on a lot of these changes, so, I want to thank you, Mr. Chair,
and Mike and Tim. Thank you guys for those updates and I like the direction it is heading in.

Councilmember Karen White stated, I think that was a really good meeting. I think it will address
some of the housing issues we have in regard to building new houses. I think it will help streamline
that process for our citizens to give us more flexibility as we move forward.
Councilmember Scott interjected, No disrespect but the less we see of Mike Divita, the better.
Committeemember Jo M. Broden asked, Are both of these amendments Council -initiated?
Committee Chair Dr. Davis replied, My understanding was that you and Councilmember Voorde
were going to work with the Administration on it.
Committeemember Broden followed up, I thought that was relative to sponsorship. But isn't there
a technical process for text amendments that the Council has to sign off on, as a whole?
Mr. Divita replied, They were Council -initiated and, I can double check on this but, I don't think
it has to be a super formal thing.
Committee Chair Dr. Davis asked, Is the Council making the presentation at Area Plan?
Mr. Divita replied, Probably a member of DCI staff will.
Committeemember Broden stated, I think we just need to check with procedures. I want to do what
is required by law and there might be a way for you to initiate it or Area Plan, but I believe if it is
Council -initiated, there has to be some formalized measure. We've been down this route before.
Mr. Divita replied, A letter with a signature on it should be fine.
Committeemember Broden replied, I don't want to be a stickler but there is a formal process and
I think we should stick to it. If it's going to come from the Council, it should be something we all
see and are aware of. I've done text amendments before, and there is a process. Check it off, let's
get it done.
Chair Dr. Davis adjourned the Zoning and Annexation
