Our locations also follow strict PCI Compliance data security procedures and, the degree to
which client data storage is required; all data storage is managed on a data server behind
secure firewall protocols.
LEAD TIME, PRODUCTION AND STORAGE
Depending on the size, scope and complexity of a given project, upon receiving an order complete
with artwork our team can typically produce and deliver in one to four business days.
AlphaGraphics is in the unique position of using two facilities within a 30 minute drive. We have
ample storage space at no charge for the City. We also have the ability to expand square footage,
production and technology to support the City's print needs.
Inventory data can be made available through the AG Online storefronts with email notifications for
inventory management options when inventory becomes low.
TRANSITION AND IMPLEMENTATION PLAN
AG is committed to providing the best possible service to the City. With this goal in mind, we
propose the following plan to help streamline the transition to our services:
• AG will designate a project and account lead —Senior Account Manager
AG will create and designate an email address specifically for the City of South Bend, which
will be consistently monitored
• The City of South Bend will provide artwork and all necessary printing assets to AG in order
to streamline ordering
AG and the City will provide specific personnel to collaborate toward quick transition and
project implementation
• During the transition, AG will provide completed production within 5 business days of order
approval
PRICING, TERMS AND CONDITIONS
Per the RFR the pricing schedule has been included as Appendix 2. 2021 pricing will be increased
based upon paper and material cost increases at a minimum of 3-5%.
Prices included in the schedule are based upon the City's expected usage rate as defined in the
RFR All design, prepress, production, bindery and fulfillment costs are included in the per -unit cost
Shipping and Delivery is not included. Any rush fees incurred will not exceed 40% of the invoice
Prices are based an the assumption that print ready files will be submitted by the City. AG will
conduct file reviews, pre-flight analysis, general file preparation and setup for production. This work
has been estimated and is included in the per -unit cost. Design enhancements and custom design
can be provided by AG and would be estimated on a per -project basis.

ALPHAGRAPHICS SOUTH BEND & ELKHART
AlphaGraphics South Bend & Elkhart provides over 5000 square feet of production and storage,
and is a locally owned and operated franchise member of one of the largest print and marketing
networks in the United States. AG operates business centers across the US, Brazil, Saudi Arabia and
the United Kingdom, providing quality print and marketing solutions since 1984. Our South Bend
location at 201 North Main Street has been a large part of the community for over 14 years, and will
be the primary support location to service the requirements for the City of South Bend.
CREATIVE DESIGN AND PRODUCTION CAPABILITIES
Between our two facilities, and the support of AlphaGraphics Incorporated in Denver, our staff is
able to internally produce virtually every level of print product the City requires. We are uniquely
positioned across our two business centers with the ability to deliver product and service offerings
that go beyond the scope of traditional specialty print businesses due to the tools and capabilities
we have in-house. In addition, AlphaGraphics maintains strategic alliances with support vendors for
specialized bindery, mailing fulfillment, and delivery. If we can't produce a project internally we have
excellent partnerships with high level members of the industry that allow us to deliver top quality
print solutions.
Digital short -run printing supports the way customers actually prefer to communicate with their
clients. Digital printing eliminates the need for manual processes and functions, while adding color
flexibility to every page. The system also enables last-minute color corrections and easy reprints
of stored print jobs providing accurate and consistent quality. At other times, offset printing is the
appropriate way to produce a job: particularly when the project calls for large quantities, static or
non -variable data printing.
AG offers full finishing capabilities including hole punch, coil binding, lamination (small and large
format), folding, stapling, cutting, scoring and perforation, padding, shrink wrapping and other
specialty bindery functions.
CERTIFICATIONS
AlphaGraphics franchise business centers are part of the AlphaGraphics Quality Management
Program (QMP), a program that is managed, monitored and audited by AlphaGraphics corporate
and required as a production process standard by all AlphaGraphics locally -owned business
centers. The AlphaGraphics South Bend & Elkhart Centers are held to this rigorous quality
management program, the standards and processes of which include:
• Formal tracking, monitoring and reporting of our on -time delivery metrics
• Formal tracking, monitoring and reporting of our redo metrics
• Continuous surveying of our customers to obtain feedback on the quality of our products
and the value to the services we provide

Our Wed -to -Print solution (agOnline) solves the day-to-day print challenges the City of South Bend
may face. From the Mayor's Office, to Code Enforcement, to the Morris and the three golf courses,
our technology will provide user-friendly printing solutions for all of the City.
In fact, if awarded the opportunity to support the City of South Bend's print shop services defined
in this RFP we would include the implementation of a na-cor[r culdom ordii re ordering insirtal.
Control inventory, eliminate waste, improve delivery times and reduce costs. With agOnline you can
set permissions so your staff can re -order materials and programs with just a few clicks. But even
more impressive you can create documents online for printing by unloading a file.
AG Online, run on Xerox's XMPus platform, can be customized for every individual division in the
City's print shop services group. These web storefronts will be accessible solely by Print Shop
service defined personnel, and designed to support specific ordering, workflow and inventory
management requirements as defined by City of South Bend Board of Public Works. AlphaGraphics
has demonstrated expertise in this with a number of larger customers in the South Bend & Elkhart

Our customers have been using this system for some time and it has proven to dramatically reduce
their internal ordering costs by streamlining the proofing process, simplifying review and approval
workflows, and providing improved visibility into pricing and inventory including:
• Streamlined e-commerce capability to dramatically reduce print management and
procurement work effort and issues
• Print products loaded into the site with the ability to customize and personalize those
products (e.g. business cards, letterhead, postcards)
• Online proofing, review and approval
• Accessible by multiple users across locations for order placement with the workflow ability
to drive approvals for orders through a single person or department

4. Contractor does not knowingly employ or contract with an unauthorized alien, nor
retain any employee or contract with a person that the Contractor subsequently learns is an
unauthorized alien. Contractor agrees that he/she/it shall enroll in and verify the work
eligibility status of all of Contractors newly hired employees through the E-Verify
Program as deflu ed by I.C. 22-5-1.7-3. Contractor's documentation of enrollment and
participation in the E-Verify Program is included and attached as part of this bid/quote;
and
5. Contractor shall require his/herlits subcontractors performing work under this
public contract to certify that the subcontractors do not knowingly employ or contract with
an unauthorized alien, nor retain any employee or contract with a person that the
subcontractor subsequently learns is an unauthorized alien, and that the subcontractor has
enrolled in and is participating in the E-Verify Program. The Contractor agrees to maintain
this certification throughout the term of the contract with the City of South Bend, and
understands that the City may terminate the contract for default if the Contractor fails to
cure a breach of this provision no later than thirty (34) days after being notified by the
City.
6. Persons, partnerships, corporations, associations, or joint venturers awarded a
contract by the City of South Bend through its agencies, boards, or commissions shall not
discriminate against any employee or applicant for employment in the performance of a
City contract with respect to him, tenure, terms, conditions, or privileges of employment,
or any matter directly or indirectly related to employment because of race, sex, religion,
color, national origin, ancestry, age, gender expression, gender identity, sexual orientation
or disability that does not affect that person's ability to perform the work.
In awarding contracts for the purchase of work, labor, services, supplies, equipment,
materials, or any combination of the foregoing including, but not limited to, public works
contracts awarded under public bidding laws or other contracts in which public bids are
not required by law, the City, its agencies, boards, or commissions may consider the
Contractor's good faith efforts to obtain participation by those Contractors certified by the
State of Indiana as a Minority Business ("MBE") or as a Women's Business Enterprise
("WEE") as a factor in determining the lowest, responsible, responsive bidder.
In no event shall persons or entities seeking the award of a City contract be required to
award a subcontract to an MBEfWBE; however, it may not unlawfully discriminate against
said WBEIMBE. A finding of a discriminatory practice by the City's MBElWBE
Utilization Board shall prohibit that person or entity from being awarded a City contract
for a period of one (1) year from the date of such detenninafion, and such determination
may also be grounds for terminating the contact for which the discriminatory practice or
noncompliance pertains.
7. The undersigned contractor agrees that the following nondiscrimination
commitment shall be made a part of any contract which it may henceforth enter into with
the City of South Bend, Indiana or any of its agencies, boards or commissions,
Contractor agrees not to discriminate against or intimidate any employee or applicant for
employment in the performance of this contract with privileges of employment, or any
matter directly or indirectly related to employment, because of race, religion, color, sex,
gender expression, gender identity, sexual orientation, handicap, national origin or
ancestry. Breach of this provision may be regarded as material breach of contract.
I, the undersigned bidder or agent as contractor on a public works project, understand my
statutory obligations to the use of steel products or foundry products made in the United
States (I.C. 5-16-8-1). I hereby certify that I and all subcontractors employed by me for
this project will use steel products or foundry products made in the United States on this
project if awarded. I understand I have an affirmative duty to notify the City in my bid that
my proposal does not include the use of steel products or foundry products made in the
United States. I understand it is my sole obligation and responsibility to provide a
justification to the City, subject to review and approval, why the cost of United States made
steel or foundry products is unreasonable. Prior to award and upon submission of bid
which does not use steel products or foundry products made in the United States, the City,
through its director of public works, shall make a determination if the price of United States
made steel or foundry is unreasonable. I understand that violations hereunder may result
in forfeiture of contractual payments.
