Overarching Message:
The Office of Diversity and Inclusion is committed to supporting the operations of the City by:
• Cultivate and sustain an inclusive work environment.
• Recruit, hire, develop, and retain the highest quality candidates from all segments of society.
• Expand opportunities for representative population outreach and engagement.
• Advance and sustain a more inclusive community attractive to international, national and local
residents.
• Cultivate and sustain an inclusive City service and procurement environment.
• Enforcing federal, state and local civil rights laws regarding employment,fair housing, public
accommodations, and education.
• Ensure equal employment opportunity for all individuals.
• Provide legal recourse in the areas of discrimination County-wide.
• Provide training and outreach in areas of diversity, equity, inclusion, and discrimination in the
workplace, and community.
• Provide support and research for policy, programs, and process that encourage inclusivity, equity
and fairness in the lives of all South Bend residents.
Top Achievements during 2018:
Be a great employer with great employees
o Human Rights Commission
o Expansion of Human Rights Commission from City of South Bend to St.Joseph County. One of only two in
the state eligible to investigate ICRC and EEOC cases.
o Hosted the annual Indiana Consortium of State and Local Human Rights Agencies and the annual Fair
Housing training
o Provided (and will be providing)education and outreach at various events throughout St.Joseph County
o Attended the EEOC National Training Conference and will be attending the HUD National Policy Training
Conference in Washington, D.C.
o Successfully maintained federal contracts with the EEOC, HUD, and Community Investment

o Requested an upward modification in EEOC funds due to increase in case closures
o Diversity and Inclusion
o Human Rights Campaign Foundation Municipal Equality Index Scorecard recognition.An 11 point
increase.
o High Performing"Race-Informed"City. 2018 Equipt to Innovate—Living Cities and Governing Magazine
o In partnership with Human Resources, developed Pay Equity tool to ensure fairness in pay for all City
staff.
o Completed the roll out of the Inclusive Talent Management Model City-wide including Recruitment,
Hiring, Promotions,Staff Development,and Retention.
o Improved Employee Climate Survey ratings and engagement.
o Finalized rollout of new staff performance evaluation and career path development system for
transparency in promotions and career advancement for SBPD and City-wide departments.
o New Partnership with South Bend Civic Theater to advance the importance of racially and culturally
representative theater arts in communities.
o In partnership with Department of Purchasing, Public Works, Controller's Office, and Legal Department.

o Conducting first Diversity Purchasing Disparity Study in 32 years to support inclusive and equitable City
procurement and contracting.

• Collected and configured 3 years of contract data from City Naviline database, Board of Public
Works records, Public Works projects and budgets data, resulting in over 400 contracts over
$50,000 for study consultant Colette Holt and Associates.
• Hosted internal stakeholder kick off meeting.
• Hosted community stakeholder kick off meeting.
• Hosted 2 Business Owner Interviews.
• Managed City of South Bend Disparity Study website inquiry responses.
o Implemented race and gender neutral measures in City procurement and contracting through Inclusive
Procurement Model.
• Highlighting new MBE, WBE, MWBE, VBE small local businesses internally with City buyers and
Public Works Engineering team.
• Tracking new MBE, WBE.VBE, etc. by electronic form.
o Reestablished relationship with South Bend Housing Authority to capture Section 3 Workforce data by
resident skills, education, and competencies for exposure to work opportunities with City projects and
local organizations seeking local employees.
o Capturing departmental and contracting project spend amounts for shareable Annual Forecast Report
that can be utilized by local small MBE,WBE, MWBE's to proactively prepare for upcoming procurement
and construction/contracting opportunities.
o Conducted focus groups for community feedback to make recommendations for designing a South Bend
Metro Inclusive Talent Network talent database to connect ethnically diverse high talent candidates to
local career opportunities by industry, skill, and competency.
o Partnered with Department of Community Investment's Engagement and Economic Empowerment Team
to fund and support Small local MBE,WBE Westside Small Business Resource Center.
o Partnered with Department of Community Investment Engagement and Economic Empowerment Team,
NNN Neighborhood Association to write and win Community WINS grant through PNC Bank and National
League of Cities to support the development of small local MBE,WBE, MWBE businesses ready to do
business with the City.
o Partnered with Department of Community Investment Engagement and Economic Empowerment Team,
Goodwill Industries to write YOUTHBUILD grant to support youth workforce development while solving a
housing repair challenge in the City of South Bend.

Provide excellent services and efficient processes
o Diversity and Inclusion
o Created new demographics survey to collect and track inclusivity of Boards and Commissions.
o Implemented data collection process for South Bend Housing Authority Section 3 workforce data.
o Redesigned Contractor License and Registration form in partnership with Building Department to identify
MBE, WBE, MWBE, VBE, SBE, DBE, Section3E, DOBE, DVBE local businesses ready and bonded to do
business in the County and City.
o Expanded list of recognized vendor certifying agencies for business enterprises from 1 (IDOA)to 17
including Mid-States Minority Supplier Development Council, Women's Business Enterprise National
Council, National Gay and Lesbian Chamber of Commerce Business Enterprise Certification, Section 3
Business Certification, Small Business Association-8a, HUBzone, Minority, Women, Veteran, Disabled
Veteran, Disabled-Owned, etc.
Thriving public spaces and culture
o Diversity and Inclusion
o Partnered with South Bend Civic Theater to increase culturally representative theater arts like August
Wilson Project:American Century Cycle.The August Wilson project brings curriculum to SBCSC in
advance of every stage production scheduled for February of every year for the next 10 years. Additional
projects include:
• In the Heights
• Athena Unbound
• Westside Story
o In partnership with Common Council passed Hate Crimes Resolution that encouraged state legislators
and Governor Holcomb's administration to pass a comprehensive and inclusive Hate Crimes Bill.
removing Indiana from the list of only 5 remaining states in the U.S. without a Hate Crimes Bill.

Safe community for everyone
a Diversity and Inclusion
a Adopted Juvenile Detention Alternative Initiative(JDAI)framework for Juvenile Justice Center of St.
Joseph County to decrease the percentage of youth detained in custody by partnering with local youth
and family support services that address underlying home and life stability issues.
Vibrant and welcoming neighborhoods
o Diversity and Inclusion
o Partnered with Neighborhood Resource Connection to provide Community Asset Mapping and Diversity
and Inclusion workshops during Neighborhood Leadership Academy I and II.

o Expand educational outreach for harassment and discrimination in the workplace County-wide by 5%
overall.
o Partner with City departments to provide research,and statistical data on employment discrimination
and harassment, housing, public accommodations, predatory lending,and education for policy
development.

o Continue to monitor and analyze pay equity for staff by career stream level, race, and gender
o Increase staff climate survey engagement rate by 3%.
o Expand staff diversity and inclusion workshop offerings by 5%for City-wide departments.

o Review and edit existing Public Works and VPA City department SOP's and policies for inclusion,and
equity.
o Support employee resource groups activities and events.
o Continue to monitor recruitment, hires, promotions,transfers,separations by demographics and
department.

o Implement accountability measures for Disparity Study recommendations.
• Partner with Common Council to write, and pass Purchasing and Contracting Ordinance
amendments.
• Partner with Controller, Legal, Public Works, Purchasing to edit and update internal purchasing
and contracting policy for legal compliance, inclusion and equity.
• Connect small, local,emerging, MBE,WBE, MWBE,VBE, DVBE, DOBE, LGBTE, HUBzone,
Section3E, 8a business enterprises to contracting and procurement opportunities City-wide
including anchor institutions like universities, local school systems, local healthcare systems,
grocery and fresh produce businesses etc.
o Continue to identify granting opportunities that build capacity to deliver programs that empower
everyone to thrive economically.
o Define and customize Immigrant Career Pathways program in South Bend in partnership with local
community organizations.
o Continue to connect South Bend Housing Authority Section 3 workforce with local career opportunities
and labor union apprenticeship programs.
o Continue to support local small business resource centers in encouraging local entrepreneurship.
o Continue tracking departmental and construction/contracting spend amounts for Annual Forecast
Report to local small business community.
o Share local MBE,WBE, MWBE,VBE, DVBE, DOBE,Section3E, HUBzone, LGBTE list by NAICS codes with
local and regional community.
