This RFP is being issued to request [li-joing and proposals for Removal Services of abandoned vehicles, Towing, Storage and Disposal 2020. for a twelve-month Period beginning july 1, 2019 and ending June 30, 13ACKGROtJND INFOfWATION City has determined that it requires tile availability of one (1) properly licensed towing company (hereinafter referred to as `Towing Company") service to Provide nine (9) hour a day (7:30am- 4:30prn), five (5) days'a week service for the removal, towing, storage and disposal of abandoned InOtOr vehicles (hereinafter referred to as "Towing Service") withit, the City upon request by Code En'FOrce'llent, The Towing Company will bill the vehicle owners for all Costs and services provided. No costs or services will be billed to any City entity. The City has ffirther determined that it is necessary to Provide secure storage facilities, within five (5) miles of the City, fOr the storage of abandoned vehicles obtained through time Towing Service process. REQUIREMENTS Service$ and Licensing. Tile Towing Company shall provide the Towing Service to time City. VOlUrnes will not be guaranteed. Towing Company shall maintain al'l licenses to perform the Towing Service within City limits, The Towing company will bill the vehicle owners for all costs and services Provided. No costs or services will be billed to any City entity. After being requested to the scene by time City, Towing Company shall cO"lPlY with the following: (a) Not move nor attach a tow truck to any vehicle until instructed to do so by the Code Enforcement inspector on time scene; (b) Cooperate with time Code Enforcement inspector in removing abandoned, unsafe and/or illegally parked vehicles, and in storing 01• impounding of such vellicles as requested; (c) Removal of all hazardous materials/vehicle fluids in the street with adsorbent material left t'roill removal of vehicle; (d) State of Indiana laws and time City ordinances for the removal, towing, storage and disposal of abandoned vehicles; (e) Towing Company must advise City in writing within five (5) business days, if the owner of a vehicle complains to Towing, Companyh -ies or Personal Property from the vehicle for which any missing vehicle accessories of damage to the vehicle or City requested and/or authorized the tow; (f) All Towing Company's employees who have access to time storage yard or the Personal property which is taken Out Of any vehicle for storage or safe keeping must provide A complete set of finger prints and criminalhis history report for eac )Iemployee to City. 2) Equipment. The Towing COMPally shall always maintain,under its exclusive use and control, acceptable equipment that can recover, remove and tow abandoned motor vehicles. The'fowing Company's name and telephone nurnber, or the name and telephone number of time operator of the equipment being used to provide the Towing Service, shall be prominently displayed on all vehicles used to provide the Towing Service (niecting State requirernents). A mininjun, of tht-ee (3) vehicle recovery units must always must have a lifting cal tens available (DOT registered).At least one of the units aci,ty of eight (g) tons. Two units rnust have one (1) ton capacity with rear dual wheels. In addition, all equipment shall meet state and federal requirements for operation on any roadway and be in fmmmmctional condition without defects. Vehicles will be required to be equipped with no less than: (a) Emem•gctmcy Lighting having; no less than 4 flashing liglmts (b) Debris removal etuipment consisting of oversize container, broom, shovel, fluid absorbent and safety chains,; and (c) Reflective clothing meeting OSFWANSI standards to be worn by all employees. Any equipment used and maintained by Towing. Company shall be available for inspection by Code Enforcement upon request. Towing Company's vehicles owmled and/or operated' by Towin Company in the performance of the Towing Service shall be subject to random inspection by g Code Enforcement. Throughout the term of tlmis contract, Towing Company, slmall maintain in a neat and clean manner and in good working condition its storage facilities, equipment and facilities and improvements thereon, and all vehicles, nmaimprovementss used by Towing time performance ot'the services Company inrequired under this contract. Because the removal of motor vehicles often needs to take place in a timely mmmanner, the Towing Company shall give priority to all Code Enforcement's requests and provide the Towing Service within a reasonable period of time. Code Enforcement expects the Towing Company to be on site within one (1) hour• of initial mmotification h°om Cade Enforcement. If the . The Towing Company shall clean up any debris from the roadway and tow site in order to make the area safe for the continued use of the roadway anti tow site. Debris must be placed in approved containers and disposed Of properly. 5) Storage Yard. The T"owilmg Company shall ;maintain facilities for the storage of towed vehicles and shall be responsible for the salb storage of same. The Towing Conmlaany storage facilities shall be secured and monitored 24 hours a day and have the capability ofstorin ; thirty (3o) or more vehicles. Towing Company, during time tem•nm of this contract, shall maintain a continuous Vehicl oTowi nmummication between Towing Company's dispatcher and each Towing Company velmicle. Towing Commmpammy shall provide Code 'lu°nforcement with a contact phone number that will be staffed 24 ltotit's a day, 365 days a year. Towing Company shall not assign its rights under this contract to any other person Or entity without the prior written consent of Code Enforcement. Any such assignment without prior Consent of Code Enforcement shall be void and the attempted assigarnentshall constitute a material breach ofcontract 10) Records. Tile Towing Company shall always maintain separate and adequate records in cOntlecti011 with the Towill' 9 Service it Provides to Code Enforcenlent and shall make such records available to Code Enforcement upon request. Records to be maintained shall include the following: a) Time, date, location Of tow, and Code Enforcement inspector authorizing tow; b) Make, model, vehicle license registration and C) Iteinized billing of basic tow charge, number ortowed vehicles; charges; special charges, storage charges and any vehicle repair d) Signed release form completed by the owner of the vehicle; e) Sales certificates and bills of sale f) Complaint form for vehicle owner reporting any complaints about charges, additiona damage, lost or stolenitems or Other related problems.
