The meeting was called to order by Dr. Mariah Covey at 1805 hours. 2. Minutes from April 4, 2019 were read. A. Motion to accept the minutes was made by Lynne Losecco and seconded by Pam Wesolowski. The board discussed the judgements in two cases. A. City v. Manriquez case number 2019-02. I. It was decided that the judgement would be only against the Respondent. a. Cresencio Alvarez failed to appear. b. Mr Alverez no longer lives at 1150 North Adams Street. II. The board determined that the Respondent is a Habitual Animal Offender under the City Codes. III. The board decided to ban the Respondent from having animals for at least ten (10) years. a. Once per year, Respondent has the option to petition the board for a hearing to consider whether her status as a habitual animal offender status should be modified. VI. Respondent may request a judicial review of the board's decisions by the court within ten (10) calendar days of the final order or waive their right to review making all decisions final. B. City v. Ramsay case number 2019-03. I. It was decided that the Respondents are Habitual Animal Offenders for a period of five (5) years. 1I. That Respondents may keep the two dogs provided certain conditions are met. . a. Respondents shall be limited to owning only the two (2) dogs he currently owns while labeled a habitual animal offender. b. Respondents must spay or neuter both dogs within thirty (30) days of the date of the determination and provide notice that both dogs have been spayed or neutered to South Bend Animal Care and Control also within thirty (30) days from the date of this determination. C. Respondents must provide to South Bend Animal Care and Control proof of up, to date vaccinations for the two (2) dogs showing that they have been vaccinated for rabies, distemper, and parvo within thirty (30) days from the date of this determination. d. Respondents must license both dogs, if they are not licensed, within seven (7) days from the date of this determination. e. Respondents must contact South Bend Animals Care and Control within thirty (30) days from the date of this determination to schedule a time to have his fence inspected to ensure it is escape proof. f. Respondents will ensure that any future encounters between them and South Bend Animal Care and Control will be civil. Mr. Ramsay may have his wife or another speak to or meet with South Bend Animal Care and Control on his behalf, should he prefer. g. Respondents will be brought before the board for a hearing should there be another ordinance violation by anyone in the household. h. Respondents are to have no further animals ordinance violations within the next five (5) years, they may petition the board to request that their status be removed by the board. I. Respondents may request a judicial review of the board's decisions by the court within ten (10) calendar days of the final order or waive their right to review making all decisions final. 4. Jenn Gobel from Animal Control discussed In Takes for the month of April 2019. A. South Bend Animal Control is now a 90% no kill shelter. B. There will be another special adoption day May 4, 2019. C. The new volunteer coordinator is now getting more employees and volunteers trained. 5. There were updates on several cases. A. The house on Corby had more violations. B. Dayton has more violations. C. The Woods case also has another two violations, for tethering. D. There have been no appeals on any of the cases. There were three new I.C. laws that were signed into effect. A new vice president for the board was voted in due to Becky Kaiser's term ending. A. Pam Wesolowski is now the board's new Vice President with a unanimous vote. Next meeting will be June 6, 2019 at 1800 hours. Possible hearing date was discussed for May 23, 2019 at 1800 hours. Motion to adjourn made by Dr. M.
