Tuesday February 7th IQPP
Board met in regular session at 10:00 A.M. All members present.
Mr. Hugh P. Dunnahoolof the American Surety Company appeared,
before the Board and took up the matter of insurance on Boilers in the City Water
Works and City Hall. This matter was referred`to J. W. Toyne Superintendent of/the
City Water Works Department.
Harry Polis appeared before the Board and presented petitions
for improvements and by unanimous consent of the Board resolutions were.ordered prepared
on same,

Sidewalk on Portage Avenue from Elwood Avenue to 650 feet north of
Anderson Avenue.
Grade,.curb and walko-inderson Avenue from Elwood Avenue to McCartney Street.
Grade, curband walk on McCartney Or King Street from Portage Ave.
tz west'to Muessel's.
Sidewalk on Elwood Avenue west of Portage Avenue.
The following communication received read and placed on file
and by motion of L. P.- Hardy that Clerk answer said letter and acknowledge Board's
thanks and appreciation of said letter., Same carried.

Dear. Mr..Slaughter: Attention: Mr. Slaughter,, Pres.
First of.all I desire to congratulate your -Bard on the business -like
manner that it is starting out on its'z duties. I hope, with your permission, to be able
from time to,time to make suggestions, and I know that they will be treated as suggestions
and not criticitsms.
First:- During the time that I was President of the.Board we went
over the stteet signs of the City and placed a.sign on every street corner. The expense
was not great and yet the results were well worth while. Our Board received a great many
compliments on taking care.of the situation as it then existed. I notice that the street
markings are getting in'very bad shape, and we have a great many strangers in out City,
and I believe they should all be gone over and a street sign placed on every street ccrner
of consequence in the City. You will find that this wiil1be appreciated by every citizen,
and especially by physicians and business men who have delivering to do.
Second,$When our board took officer, bids had been received on only
one kind of asphalt, the Trinidad, or the Natural asphalt, After a year or so we found th
that the Oil Asphalt had every quality that the Natural asphalt did and made equally, is
not better paving surface. We, from that time on, secured bids on both kinds and then
used our judgement on which bid to accept. I hope that your Board will do that. It will
stdLmulate competition bidding and in the end will mean a very deciddd reduction in prices.
Third: When you have time I hype you will give the gmabage situation
your evarnest consideration, Garbage has a real value, and it'seems just a little wasteful
not to capitalize this. value. I have secur64 some information on the question of garbage
from varbnus cities which I am Still keeping, and sometime when you desire,to give the
matter consideration I will be glad to turn this onforrmation over to you.
I hope you will accept the above suggestions, in the spirit that they
are intended, and thanking you most sincerely , I beg to remain,

BOARD OF PUBLIC WORKS
Wm. Baker of,.1315.E'1W Calvert Street appeared before the Board and
objected to Indiana Bell Tel. Company pattinpoles in alley at rear of his property.
This matter referred to T. H. Beaning Pole andg Wire Inspector to investigate and to
settle where poles are to be placed.
Property oimer residing at cornerof Indiana Avenue and Leer Street
911d appeared before the Board and objected to guy wire being placed on Indiana Avenue
near the sidewalk . This permit issued January 10th., 1922 to the Indiana Bell Tel.
Co. and this matter was referred to Pole and wire inspector to investigate and no change
Made in permit.
Mr. White�a property owners residing on Indiana.Avenue and Leer Street
appeared before the Board and objected to.the route taken by the Indiana Bell Tel.. Co.
under permit issued January 10th., 1922 and requested that the Indiana Bell Tel. Co.
be asked to go through the alley and guy on'railroad•property. This matter referred
to Beaning Pole and wire inspector for investigation.
F. J. Anderson City Civil Engineer made the following report, from
County Commissioner s meeting he attended Monday February 6th., 1922.
That the County Commissioners agreed to put in a new pavement on'
Division Street tothe City Limits and the City agrees to set all manhole covers,&curbs
to grade also agrees to permit contractors to put waste.dirt on property omed by the
City known as the Wond�Turner Tract, the contractor to level said dirt;. 1h.is report
was approved of by the Board.
D. C. Layton, Street Commissioner appeared before the Board and took
up matter of disposing of garhgge. The Board instructed Mr. Layton to take up this
matter with parties and see f the garbage can be sold , if so the Board would arrange
for bids.
D. C. Layton Street Commissioner made the following report on
complaints referred to him January 18th., 1922:
Complaint about defective sidewalk at 750 Cottage Grove Avenue,
Re above menf,ioned*sidewalk is defective to the extent that I Would recommend notiyin
e owner and if not a favorable reply obtained to send a; legal notice and require

Complaint about driveway in 300 block on West side of North Taylor
Street.
One half of sidewalk is out away by approach of private drive.
Suggest standardizing private drive approaches where there is com ination curb and

Insurance poicy for the sum of S1 ,250.00 filed by Alex Coquillard
in the Girard Fire and Marine Insurance Company for building in. the City Cemetery was
approved by the Board.
Building Commissioner and City Electrician report for the month of
January_1922 filed.
Communication received read and placed on file from the Indiana
Michigan Electric Company stating the number of lights placed during the 'nth of
December 1921.
The following permissions granted to the Indiana Bell Telephone
Company toset poles and anahors.
To set 2 poles in alley between Clyde and Leer Street on eas t side
of alley just north of. Calvert Street in line with existing Indiana & Michigan Electric
Company poles and to set two anchors on Calvert Street to exisiting poles: All
Indiana Bell poles to be removed on Calvert Street from Leer Street to Vernon
Street with exception of.1 pole just east of Leer Street, according to corrected blue
print.
To set one pole at the northwest corner of Leer Street and
Indiana Avenue just inside of curb and guyed to the west guy just inside of curb
and set one pole at the corner of alley east of Leer Street and one pole between these
two poles.
To place 3" sewer tile from manhole to west wall of 228 South
Lafayette Street a distance of 4 ft.
Placing of 4' of sever the in alley between Jefferson Street.,
and Wayne Street from Indiana Bell Co s manhole to ,Independent Co s. duct run.
Placing of 8 ft., of sewer file rrom west side of alley between
Jefferson St., and first alley south of wall at the rear of 214 South Lafayette St.
