RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION
GOVERNING BODY OF THE CITY OF SOUTH BEND, DEPARTMENT OF
REDEVELOPMENT AUTHORIZING THE FILING OF AN APPLICATION
FOR EARLY LAND ACQUISITION FOR THE INDUSTRIAL EXPANSION
PROJECT, IND. R -56 AND APPROVING THE CONDITION UNDER
WHICH RELOCATION PAYMENTS WILL BE MADE
WHEREAS, it is necessary and in the public interest that the City of
South Bend, Department of Redevelopment avail itself of the financial
assistance provided by Title I of the Housing Act of 1949, as amended
to undertake early land acquisition and related activities in connection
with in urban renewal project described as the Industrial Expansion
Proje t situated in an urban renewal area bounded generally by Cotter
Stree on the north, Kendall Street on the east, and the New Jersey,
India ;a and Illinois Railroad on the south, and Kemble and Prairie
Avenu on the west, (hereinafter referred to as the "Project "); and
WHERE S, it is recognized that the federal contract which such financial
assis ance pursuant to Title I will impose certain obligations and
impo§ upon the City of South Bend, Department of Redevelopment and will
requi e, among other things, a feasible method for the relocation of
famil -es displaced from the urban renewal area in connection with the
under aking of early land acquisition and related activities in con -
necti n with the Project; and
WHERE S, there was presented to the Governing Body of the City of South
Bend, Department of Redevelopment for its consideration and approval a
set oF conditions under which the City of South Bend, Department of
Redev lopment will make relocation payments which set of conditions
toget er with the fixed relocation schedule was approved by the Governing
Body n October 5, 1967, and which set of conditions and schedule was
submi ted to the Regional Office of the Department of Housing and Urban
Devel pment as a part of its Part I of the Application for Loan and
Grant dated December 31, 1966; and
WHEREAS, it is hereby found and determined that the objectives of the
Urban Renewal Plan as presently developed cannot be achieved through
rehabilitation of the properties in the Urban Renewal Area to be
acquired under the proposed Contract for Early Land Acquisition between
the Government and the Local Public Agency.
NOW, THEREFORE, be it resolved by the South Bend Redevelopment Commission
Gover ing Body of the City of South Bend, Department of Redevelopment
as f3 lows:
1. Tat an application on behalf of the City of South Bend, Department
of Re evelopment for the undertaking of early land acquisition, and
relat d activities in connection with the project is hereby approved,
usinc available local funds, and that the Executive Director is hereby
authorized and directed to execute and file such application with the
Department of Housing and Urban Development, and, in behalf of the City
of South Bend, Department of Redevelopment to provide such additional
information and furnish such documents as may be required and to act as
the authorized correspondent.
2, at the said conditions under which the City of South Bend,
Depa tment of Redevelopment will make relocation payments is hereby in
all spects ratified and confirmed.
3, Zt the said fixed relocation payment schedule is hereby in all
resps ratified and confirmed.
4. Tat the Executive Director is hereby designated to approve claims for
reloc tion payments in accordance with said conditions and schedule.
