The Board of Public Works, at its meeting held on May 28, 2019, approved the above
referenced statement of work to train necessary skills to under skilled workers to meet labor
needs in the community in the amount of $11,427.30.
Enclosed please find the original of the agreement for your signature. Please sign and return
the original agreement to our office and retain a copy for your records.

ECA will provide one CDA Credential class offered to staff working in early
childhood programs as well as living in the city of South Bend. The class
consisting of 120 plus hours of training are held on-line with weekly learning
modules. Outside of class, students will gather resources and write Reflective
Statement of Competence as part of their Professional Portfolio. The
Instructor will visit each student at least two times at their program to
observe how the knowledge and skills gained in the class are being
implemented. The instructor will also prepare students to be ready for the
final steps toward applying for the CDA Credential. This opportunity provides
them the experiences to learn about early childhood and to grow
professionally. After earning the CDA Credential, students often continue
their education by pursuing an Associate Degree in Early Childhood. Ivy Tech
Community College will articulate 9 credit hours toward this degree for
earning the CDA Credential.
Total Cost=$11,427.30 ($952.28 x 12 Students)

Breakdown of Fees:
On-line Platf rm Fe - $98.28/participant x 12=$1,179.30
The platform provides us the opportunity to provide the learning modules
on-line. This one-time platform fee for each individual provides them with
access to the modules as well as a place for communication and resources to
be shared and posted, communicating with the instructor and the other
individuals involved in the class.
Book Fee- $25/book x 1=2 $300
As part of taking the class there is a book that coincides with the class,
outlying the process and CDA Competency Standards which each individual
will need to earn their CDA.
Supplies- $15/individual x 12= $180
This fee covers supplies needed for face to face meetings as well as supplies
the instructor needs to implement the work.
_Time and Travel- $814/student x 12=$9,768
This fee covers the time to collect, analyze and report on data as well as
keeping the data up to date, and checking in with students throughout the
process. Providing weekly pre and post questions and follow-up with the
entire group to encourage a learning community within and throughout this
project. This also includes the instructor's time and travel for face to face
meetings as well as on -site visits.
Payment:
The City of South Bend (South Bend Career Pathways) agrees to pay the
charges of the project, subject to the price specified in proposal. ECA will
submit an initial invoice of $2,880.30 once the statement of work is approved.
This includes the entire on-line platform fee, books, supplies and the first
month of instructional fee for 12 students. At the beginning of each month we
will invoice $101.75/student enrolled for instructional fees to not exceed the
total cost of $11,427.30. The City of South Bend (South Bend Career
Pathways) agrees to pay the invoices within 30 days of invoice. ECA reserves
the rights to discontinue the project if City of South Bend (South Bend Career
Pathways) fails to pay any of the invoices within the time specified.

The mission of Early Childhood Alliance (ECA) is to build better futures for children. One way we fulfill
this mission is by increasing the quality of early learning environments through the support provided to
Early Childhood educators.
To increase the number of individuals in Northern Indiana with the Child Development Associate (CDA)
Credential, you are invited to participate in the Online CDA Course being offered by ECA with support
from South Bend Career Pathways.
This is an opportunity with other Early Childhood educators to complete together the CDA credential
process as outlined by the Council for Professional Recognition. Your involvement in this professional
development option supports children learning and growing in safe, healthy and nurturing
environments.
As a participant, you are agreeing to actively take part in the components of the Online CDA Course.
This involves, but is not limited to:
• Having a working email address and access to a computer that allows for online learning and
ongoing communication with the Instructor.
• Completing weekly the pre and post questions, the assigned modules and portfolio assignments.
• Receiving onsite assistance in preparation of the CDA R.O.R. (Review, Observe, Reflect) visit.
• Agreeing to submit an online Your CDATm application, completing the Verification Visit and CDA
Exam for a credentialing decision by March 2020.
• Participating in additional professional development opportunities which come available.
• Utilizing resources such as Paths to QUALITYTM Coaches and Specialists which are available to
provide support for enhancing the quality of the learning environment for children.

• Work in a licensed, registered, or
legally exempt early childhood setting
in South Bend.

Have 480 hours of experience
working with children, ages Birth-

at the time of the CDA application.
