The March 20th, 2019 Community/Campus Advisory Coalition (CCAC) meeting was called to
order by Councilmember Gavin Ferlic at 3:39 p.m. in the Council Informal Meeting Room in the
County City Building at 227 W. Jefferson Blvd, South Bend IN.

INDIANA UNIVERSITY SOUTH BEND UPDATES/CONCERNS:
Ken Baierl, Chief of Staff for the Chancellor and Director of Communications and Marketing at
IU — South Bend, announced the new hiring of a Chancellor. Susan Elrod is currently the Provost
at University of Wisconsin — Whitewater. It was a national search that went on for about one (1)
year. There were four (4) final candidates. She is very excited about the opportunity. She has
already talked about being involved in the community and getting to know community leaders
and partners. She will be informed about this group. Other than that, there have been no big
issues. Spring break was last week and now there is a fast pace to Commencement on May 7.
The Student Government elections are soon, and the next group will start attending these
meetings.
NOTRE DAME UPDATES/CONCERNS:
ST. MARY'S UPDATES/CONCERNS:
Corey Gayheart announced he was wearing a few hats at the meeting and will provide updates
for both Notre Dame and St. Mary's College. Tony is the Assistant Director for Off -Campus
Housing. They are doing an annual landlord summit on Friday March 22nd. That will provide
campus residential updates, a Q&A between residence life and the landlords, so, it will keep that
line of communication open. They are also going to look at graduate student housing as a part of
that process as well. Most graduate students are now living off campus rather than in the on -
campus graduate housing. The annual off -campus housing resource fair is also scheduled for
Friday March 22`1 and it features all the different housing options off campus. It allows students
to interact with landlords and the different apartment complexes. The annual what to know
before you go session will be held in April and that is hosted by the Off -Campus Council and
Residence Life. It features a panel of University and City resources to connect students with.
For St. Mary's, it was a bullet -pointed list and there is not much follow up information provided.
The second (2nd) annual health and wellness fair was success. Mother Pauline Food Pantry is
open which is a food pantry for students in need that have financial distress. They are celebrating
their one hundred and seventy-fifth (175`h) anniversary this year. So, they are doing a choir tour
at Carnegie Hall over spring break. Upcoming events include a heritage tour at the convent, a St.
Patrick's Day event in Haggar for a few hours, Food Fun Friday, an Earth Day event, Sweet Talk
event on the Library Green, Eating Disorder Awareness Walk, and Back the Bend.
For Notre Dame Student Government, the Back the Bend website recently went live.
BacktheBend.nd.edu provides a link to sign up, gives information, and there is a list of all the
projects you can participate in. There is a link that can be clicked on that will take you to
information on all of them. We hope that increases student involvement. We are looking forward
to that but, as noted, it is also Storm the Stadium Day, so, there will be a lot happening on
campus. The Tim McGraw Concert is coming up. There is a new Dean for the College of
Business. We just elected a new Student Body President and Vice President. Their
Administration will be taking over on April 1St. We will be working to connect them to these
meetings as well as other resources we've been working with. We are updating a lot of the
wayfinding signs around campus to make it Baser for visitors to navigate.
The second (2nd) safety summit is planned to be in the month of April. That will be with local
law enforcement. We are also currently in talks with an app called LiveSafe. It is a student safety
app that offers a lot of technology. A lot of our parent institutions have started using it. Basically,
the apps texts three (3) of your friends to notify them you are starting to walk and are walking to
a location. It then live -tracks you with a green dotted line and there is an emergency button. So,
if something were to happen, you could click the emergency button and the line would turn to
red and it would contact relevant local safety officials. We just met with a representative from
the company and they work with the Department of Homeland Security. We were hoping to
expand the boundaries of that to include off -campus components as well. Hopefully there will be
more updates on that.
HOLY CROSS COLLEGE UPDATES/CONCERNS:
Adam DeBeck announced there were no updates from the students in particular. There is energy
on campus, which is exciting. Holy Cross is hosting John Allen and he will be speaking on the
difference between the Vatican and Main Street USA. He is a prominent Catholic author so there
will be a reception and book signing on campus. There will also be, on April 18th from 4:09 n.m.
to 6:00 p.m., a regional talent retention event held at the University of Notre Dame, exclusive to
Notre Dame, St. Mary's and Holy Cross students. Only local businesses are represented with the
idea that if students want to stay here in South Bend, they can talk to the businesses in the South
Bend/Elkhart region. It is only fifty dollars ($50) for any business to attend. That is an extremely
low cost and it will be a wonderful opportunity for students and area businesses.
RESIDENT/NEIGHBOR UPDATES/CONCERNS:
Pam Claeys reiterated Chief Lancaster's remarks about the indecent exposure. She also discussed
the City's Love Your Block Program and the hope of having granted the three (3) cluster

applications for a total of twenty-one (21) homes. She invited Bill Redman to this meeting and
included Bill Redman's contact information to add to the email distribution list. River Park is in
conjunction with IUSB and their school of business. They received a grant to hire the Indiana
Communities Institute to facilitate planning the future of the River Park neighborhood. That is
going to be on April 11th at 6:00 p.m. in the Grill on IUSB's campus. That is the time of the
regular River Park Neighborhood meeting, so, it will be there. Information on that event was
emailed to the CCAC email list. There is a business in the River Park called Avenue Automotive.
If you order your online packages, you can have them delivered to Avenue Automotive and you
can pick up your packages there so porch pirates don't take your stuff.
Marguerite Taylor announced that Back the Bend is scheduled for April 27`s. We are definitely
going to the Charles Black Center and the KROC. This is the same day as Storm the Stadium, so
we aren't sure if we will be able to get a bus to the grotto.
CITY OF SOUTH BEND UPDATES/CONCERNS:
Tim Lancaster with the South Bend Police Department announced no major events coming up in
the near future. On April 130' there is a Tim McGraw concert at Notre Dame and that will surely
attract a decent crowd. As far as the City as a whole, with crime, we are down several categories,
which is always good news. We are seeing drops in property as well as violent crime. The
clearance rate for violent crime, especially shootings, has gone way up. That is a very important
measurable to determine if we are able to solve more of these crimes and prevent further
retaliation and things like that. If individuals are not held accountable, there is a high probability
they will continue that type of behavior. Also, there is a peeping tom individual in the River Park
area around IUSB that, the other day, was spotted again. The key with this person is they will go
for several months without any activity and then they will suddenly appear. I'm sure that is part
of their M.O. and not to get caught. If they do it continuously, they increase their chance of
getting caught but if they time it out, there is less likelihood to be caught. This is the first (1St)
year in a while that there has not been significant crime committed against students and part of
that is due to better education about what to do and not to do.
Councilmember Gavin Ferlic announced that it is election year in the City and there is sure to be
new leadership, but he encouraged students and area residents to remain involved and to contact
the new leaders of the City.
Councilmember Gavin Ferlic adjourned the meeting at 4:08 p.m. The next meeting is tentatively
scheduled for April 151h, 2019 at 3:30 p.m.
