August 24th.11921. Board Met in regular session at 7:15 P.M. All members present. The Board instructed the Clerk to notify the Building Commissioner, to issue a buildingpermit to H. N. Holycross covering the erection of a residence for Louis Soloff on Lot No. 3 Hildebrand's 2nd. Assition to South Bend. property,: known as 771 Lincoln Way East. Deferred hearing had on resolution for grade,,curb and walk`on Ewing Avenus from Miami Street to Ernsperger Street, under Improvement Resolution No. 904. In the City of 'South Bend, Indiana. Upan said hearing remonstrators appeared but no further written remonstrance was filed. The Board after hearing all parties interested and considering ` written remonstrance on file decided to modify said resolution.as follows:- To-61tMinate curb on both ndrth and south sides of street and eliminate sidewalk on south side of street- atd Re 'Board Wu fully idvised i the remises-deoidls that the benefits to ppro er able to e a Besse or said m rov went are equa to the estimated. cost o the same,:as reported b the City Civil Engineer, and thereupon takes final action on said resolution -as modified, and the same is hereby in all things ratified, confirmed and approved as modified. Resolved further that notices be published on tWe 28th, day of August 1921 and on the 2.nd day of September 1921 in the South Bend Daily News, Times South Bend Tribune and Inddaanapolis Star, newspapers•of general circulation in said City of South Bend.and Indianapolis, statingg that this Board will receive bids fot the construction of said improvement up to 10:00 A.M. September 13th., 1921 The Board, reserves the right to reject any and all bids. Hearing had on resolution for -the improvement of McPherson Street from Thowas Street to Division Street, under Improvement Resolution No. 903. for pavement, iln •_theTeity of South Bend, Indiana. In the above matter Rev. L. Horvath appeared and remonstrated against said improvement being put in this year representing St. Stephens Church, also J. Hazins'ki appeared against said improvement and a wEi ,tten remonstrance.,"was placed. on file. And the Board being fully advised in the premises over -ruled said written remonstrance and decides that.the benefits to property liable to be assessed for said improvement are equal to the estimated cost of the same, as reported by the City Civil Engineer dnd thereupon takes final action on said resolution: as originally.,- adopted and the same is hereby in all things, ratified, confirmed and approved. Resolved further, that notices be published on the. 26th. day of August 1921 and on the 2nd. day of September 1921 in the South Bend Daily Tribune.and Sauth-Bend News -Times newspapers of general circulation in the City of South Bend, Indiana, and in the Indianapolis Star once according to law, a newspaper of general -circulation in the City of Indianapolis, Indiana, stating that this Board Will gve receive bids for the construction of said improvement up to 10:00 A.M. Mr. Kinyon appeared before the Board in regard to water,twps on High Street. and -the Board ordered' the following: The property owner to lbay for.two taps•on east side of the property' and 'the Water Department to pay for two tpp s on westside. Honorable Board of Public Works, South Bend, Indiana, Gentlemen:- MISHAWAKA AVENUE, Referring to our recent communicatioZi relative to the present condition of the Miahwaaka Xvenue pavement, we wish to advise that your problem is in no way different than that of probably every 4her'large city in the United States. I aan refer you to a great many cities whose pavements, laid prior to the conelusimn of the World War, have rutted and displaced to an alarming degree due almost entirely to the very vapid increase in motor traffic. both as to the number of _vehicles and to weight- of same. This d#splacement of the r pavements is not confined to any one particular type. Even the more rigid and expensive pavements; such as granite block brick, Portland cement concrete and creosoted block., have failed where the.volume of traffic has an greatly increased during the past three years. Your Mikkawaka Avenue Pavement, construct in 1917, was not dedgiud try .carry the tremendous volume of traffte it is now ebli ed to carry the to to of -the since theoanclusion othe war, With the improvement of additional east and west thoroughfares, much of the heavyv traffic now confind to Mishawaka Avenue will be diverted to other streets and this it 11 have a very'great tendency to improve the present condition, of the Mikawaka Avenue pavement in the years to ome. Your city is fortunate that the dis�placemat of this pavement haef not taken thefbrm of pushing , or creeping, a ocir:,rd in ;many other cities: Had this occured, your pavement would have been prweticd4r impassable for any but very sleet moving vehicles.
