IND. R-56 AS the City of South Bend Department of Redevelopment has, pur- to the Redevelopment of Cities and Towns Act of 1953, as amended, tigated and studied that area of the City of South Bend, County . Joseph, State of Indiana, designated as the Industrial Expan- Urban Renewal Area, which area is bounded by a line drawn as Beginning at the point of intersection of the north right- of-way line of Cotter Street and the east right-of-way line of Kendall Street-, thence south along the east right-of-way line of Kendall Street to a point 570 feet, more or less, to the north right-of-way line of the New Jersey, Indiana and Illinois Railroad-, thence west on a line parallel to the north right-of-way line of the said Railroad for a dis- tance of 1,073 feet, more or less, to the west right-of-way line of Kemble Avenue; thence north along the west right-of- way line of Kemble Avenue and its extension for a distance of 375 feet, more or less, to the north-west right-of-way line of Prairie Avenue; thence north-east for a distance of 278 feet, more or less, along the north-west right-of-way line of Prairie Avenue to the point of intersection of the north-west right-of-way line of Prairie Avenue and the ex- tension of the north right-of-way line of Cotter Street; thence east for a distance of 944 feet, more or less, along the north right-of-way line of Cotter Street to the inter- section of the east right-of-way line of Kendall Street, this point of intersection being the point of beginning. fter referred to as the "Project,-" and S, upon such investigation being made it has been found by the sioners that such area has become blighted to an extent that ondition cannot be corrected by regulatory process, or by the ry operations of private enterprise without resort to the pro- s of the Redevelopment of Cities and Towns Act of 1953, as d, and it has been further found that the public health and e would be benefited by the acquisition and redevelopment of rea under the provision of such act: and WHEREAS the Commissioners have caused to be prepared maps and plans showing the boundaries of such blighted area, the location of the various parcels of properties, streets and alleys and other features effecting the acquisition, clearance, replanning and redevelopment of such area indicating the parcels of property to be excluded from acquisition and portions of the area acquired which are to be devoted to streets, parks, playgrounds, and other public purposes under the rede elopment plan; and a res area lic u under 1953, S the Commissioners did on the 5th day lution declaring, among other things, s blighted and constitutes a menace to sts of the City and its inhabitants an ility and benefit to acquire such area the provisions of the Redevelopment of as amended; and of October, 1967 pass that the above described the social and economic d that it will be of pub- and redevelop the same Cities and Towns Act of -1- R 303 (3) WHEROS said Redevelopment of Cities and Towns Act, as amended, requires that the Commissioners confirm this previous Resolution; NOW, THEREFORE, BE IT RESOLVED by the City of South Bend Redevelopment Commission that the Resolution passed by the Commission on the 5th day of October, 1967, and referred to in the WHEREAS clauses above is now in all things hereby approved, ratified and confirmed.
