DORAU TASK ORDER 03.1 CSO LTCP GREEN STORMWATER INFRASTRUCTURE BASIN 010, 019 ANALYSIS This Task Order is made this the 14 day of w May , 2019, by and between the Board of Public Works, City of South Bend, Indiana ("CLIENT") and Stantec Consulting Services Inc. ("CONSULTANT") pursuant to the terms and conditions set forth in the Master Services Agreement executed between the parties on the 11 th day of April, 2017, ("Agreement"), which incorporated this Task Order by reference. 1. The CONSULTANT Project Number for this Task Order is 173440092.300.060. The CONSULTANT Project Number shall be referenced in each invoice submitted by CONSULTANT to CLIENT under this Task Order. Billings for this task order will be submitted on the same monthly invoice for billings associated with Task Order 03 authorized by the City on March 27, 2018. CLIENT seeks to explicitly quantify the benefits of potential green stormwater infrastructure (GSI) improvements within nine target combined sewer overflow (CSO) basins being evaluated as part of the City's GSI master planning effort under a separate task order and develop specific recommendations for the cost-effective implementation of green stormwater infrastructure within two basins to complement other improvements planned as part of the City's CSO Long-term Control Plan (LTCP). Stantec will coordinate closely with its partner firm American Structurepoint (TECHNICAL LEAD) for the delivery of this task. 2. The Services performed by CONSULTANT under this Task Order are as follows: Task 3.1.1: SWMM Modeling of Green Stormwater Infrastructure Measures — To establish a basis of design for the proposed Green Stormwater Infrastructure (GSI) elements that will be highly defensible to regulatory agencies including the Indiana Department of Environmental Management (IDEM) and the United States Environmental Protection Agency (USEPA), the CONSULTANT shall coordinate with the TECHNICAL LEAD to quantify the anticipated benefits of GSI implementation through analysis with the City's collection system model. The CONSULTANT shall obtain from the TECHNICAL LEAD conceptual design parameters for the GSI elements proposed. The CONSULTANT will use the parameters to incorporate representations of the elements into the City's collection system model and perform simulations of system performance with and without the proposed improvements. Simulations will be performed to quantify the impacts of the proposed GSI measures on runoff rate, volume, and basin overflow volume. CONSULTANT will provide results from the baseline model and "with GSI" simulations to the TECHNICAL LEAD for incorporation into the draft GSI Master Plan document. Task 3.1.2: Detailed Analysis of GSI Measures in Basins 010 and 019 — CONSULTANT will develop detailed SWMM model representations of proposed GSI measures in CSO Basins 010 and 019 and perform model simulations to support ranking of measures by TECHNICAL LEAD based on their estimated cost and benefit in terms of runoff and/or CSO reduction. Results will be used to supplement the GSI master plan and recommend specific GSI measures that balance performance and cost for future design and implementation. Results of the detailed analysis will be incorporated into the City's GSI master plan Client Provided Items None Deliverables Addendum to the Green Infrastructure Master Plan (digital and five hard copies) Project Management: CONSULTANT will manage and monitor the delivery of services under this task order and communicate progress with the CLIENT on a regular basis. CONSULTANT will track project progress using earned value management tools and provide a summary of progress to the CLIENT with each invoice. 3. The Project Schedule is as follows: Services under Task Order 03.1 will begin upon receipt of authorization to proceed from the CLIENT. The addendum to the Green Infrastructure Master Plan will be submitted within 8 weeks after receipt of notice to proceed. 4. The Compensation to be paid to CONSULTANT for the performance of the Services under this Task Order is set forth in Appendix I (Compensation), attached hereto and incorporated herein by reference.
