1. Introduction
Guild is pleased to present the installation and integration of a Methane (CH4)
analyzer for the existing MicroGate system at the City of South Bend WWTP. This
revision (1) adds additional detail concerning the breakdown of the costs and adds the
upgrade of the PLC firmware to the scope.
Firm Proposal
This Proposal is a firm price offer for the services outlined in this document and is valid
for 90 days. Design and equipment information contained in this document are based
on information to date and subject to change as systems at this scale are custom
engineered to suite your application.
Compliance to the following factors can and will affect the actual system price and
delivery:
• Federal, State, and Local Codes/Regulations in excessive of the codes that Guild
already has incorporated into the design as outlined in this document
• Applicable process, fabrication, and electrical codes/specifications and required
certifications as specified by The City of South Bend Indiana.
The work contemplated by this ROM may use or incorporate Guild pre-existing intellectual
property. Guild Associates reserves all rights in such intellectual property.

2. SCOPE
Guild supplied:
1. Guild to supply a fully integrated Methane (CH4) Analyzer package. The analyzer will be
packaged in an outdoor NEMA 4 Z-Purged enclosure mounted to a steel frame. It will
be permanently mounted to the existing concrete pad next to the Microgate PSA skid.
2. Guild will land the instrument air nylon tubing required for the Z-Purge electrical panel.
3. Guild will land the new process tubing from the Microgate skid product gas stream to the
new methane analyzer package.
4. Guild to run electrical conduit and land the 120VAC power and 24VDC power and signal
wires from the analyzer skid to the existing PLC control panel on the Microgate skid.
Some field wiring modifications will need to be made to the control panel to
accommodate the new analyzer power. Conduit support brackets are to be provided to
support these new electrical conduit runs.
5. Guild will update the Factory talk HMI desktop to include these new signals (2X digital
input signals and 2X analog input signals).
6. Guild will integrate the appropriate alarms and warnings into the software for the Guild
Microgate system. Warning and Trip setpoints to be finalized upon placement of
purchase order.
7. Guild will update the following Microgate system documents:
a. MG119-00010 - P&ID
b. MG119-00900 - Electrical schematics
c. MG119-00901 - 1/0 list.
d. MG119-00907 - Alarm and trip list
8. Guild to provide a gas calibration kit to "Zero" and "Span" the analyzer for monthly
calibrations to be performed by South Bend WWTP personnel. Guild to provide training
for this effort after the installation is complete.
9. Guild to update PLC firmware to version 31.011,
Customer provided:
1. Customer is responsible for bolting the analyzer skid frame to the existing concrete pad.
Provisions for anchoring the skid will be in place. This is to be completed by South Bend
WWTP personnel or others.
2. Customer is responsible for bolting the electrical conduit support brackets to the existing
concrete pad. Provisions for anchoring the brackets will be in place. This is to be
completed by South Bend WWTP personnel or others.

3. Experience
Summary:
Guild has biogas plants in operation at landfills, waste water treatment plants, lagoon
digesters and other facilities where the biogas is purified to either pipeline or LNG
specifications. Our portfolio of equipment includes: feed compression, pressure swing
adsorption (PSA), Temperature Swing Adsorption (TSA), membrane separation,
vacuum compression and product compression. We have standard system offerings or
can custom build a package to meet individual customer needs. Guild Molecular
GateT"" PSA systems use only regenerable media with our longest running plant in
operation since 2004. Tours of operating commercial units in similar scale and
application can be arranged upon request. Below is a summary of our experience to

4. Price
CH4 Analyzer, Installation and Training $86,250
Price is contingent upon acceptance of Guild terms and conditions.
Price includes time and expenses for Guild personnel to be onsite for installation,
validation of software and training as defined in the Scope. Onsite time is estimated at
3-4 days.

The Department of Public Works, Division of Engineering and the Division of Utilities
request the Board of Public Works approval of a Special Purchase of a methane analyzer
for use with the Guild Associates Microgate Gas Processing Unit commissioned in 2015.
This purchase is requested in accordance with the provisions of IC 5-22-10-8 Compatibility
of equipment, accessories, or replacement parts.
Background
and
The City of South Bend purchased the Guild Associates Microgate Gas Processing Unit
as part of Project No. 111-029 Digester No. 2 Upgrade and Digester Gas Cleaning
System.
During the design process, multiple gas cleaning systems were vetted. The City of
South Bend selected the Guild Associates Microgate Gas Processing Unit as the best
fit for the Wastewater Treatment Plant's operations and use. This is a proprietary
system that includes software, controls, and programming specific to the Guild
Associates' system. This system was the sole source manufacturer specified in the
Plans and Specifications for the aforementioned project which was approved by the
Board of Public Works, Department of Public Works, and Division of Wastewater (now
part of the Division of Utilities). This equipment was selected by the City after investing
$595,000 in the Preliminary Digester Upgrade Study (2011) and $634,000 in the final
design of the upgrade project (2013) with designer Greeley and Hansen.
Purpose — Renewable fuel Standard and Registration
The City of South Bend recently contracted American Structurepoint, Quasar Energy,
and Weaver Consultants to assist with the Renewable Fuel Standard Registration
(2018) to provide guidance and assistance to register the City of South Bend
Wastewater Treatment Plant with the United States Environmental Protection Agency's
Renewable Fuel Standard program. In our discussions with the U.S. EPA, the
Wastewater Treatment Plant must install an on-line methane analyzer to provide an
accurate record of the methane content of the cleaned digester gas being used as a
transportation fuel. The percentage of methane content allows for the calculation of an
average BTU value for biogas produced. The methane analyzer must be operational
before the City can begin collecting and monetizing RINS for the CNG used in the City's
transportation fleet.
Proposal Commentary and Justification for the Purchase Method
Monitoring components and analyzer units (such as carbon dioxide, methane, oxygen,
etc.) require communication and monitoring through the Microgate Gas Processing Unit
Programmable Logic Controller (PLC).
Every time a new analyzer component is added to the Microgate Gas Processing Unit, it
requires programming code be developed and human machine interface screens to be
updated so that the information from the analyzer equipment can be collected, stored,
transferred and viewed on the City of South Bend Supervisory Control and Data
Acquisition (SCADA) System.
The Division of Utilities, through the direction of the Department of Public Works, has
requested a quotation from Guild Associates to provide a methane analyzer in a secure
enclosure capable of operating with the Guild Associates system that meets the area
classification requirements of the Microgate Gas Processing Unit (a Class 1 Division 2
area). The unit must also provide tight tolerances for methane analysis accuracy
because the data collected will be used to average the BTU -value associated with the
amount of cleaned methane / compressed biogas that is utilized for transportation use.
Guild Associates has worked with the City of South Bend Division of Utilities since the
commissioning of the Microgate Gas Processing Unit (2015) to assist with system
calibration, system performance, component replacement, programming updates, and
mechanical improvements.
With the Microgate Gas Processing Unit being a proprietary system, Guild Associates
involvement in the component selection and development of the system programming
for these monitoring systems has been a vital part of the success of this system.
Guild Associates has proprietary software program already running on the Microgate
Gas Processing Unit PLC. We are asking for Guild Associates to implement new
programming code on the Microgate Gas Processing Unit PLC to accept data and
transmit data from proposed methane analyzer to the City's SCADA PLC. This
integration is a service that Guild Associates is most suited to perform because they
developed all of the programming for this system, including the HMI Screens currently
in use. The analyzer data will need to be viewable and accessible on the City's SCADA
PLC, and Guild has the ability to easily add this information to the SCADA monitoring
screens.
Guild Associates has proposed a methane analyzer from the manufacturer Siemens
(Siemens ULTRAMAT 23 Gas Analyzer) to use as the main component in the analyzer
equipment panel construction. Guild Associates will be building a panel enclosure to
house the proposed methane analyzer that meets Class 1 Division 2 Hazardous
Classification requirements. This enclosure must also be equipped with temperature
regulating equipment that will cool or heat the enclosure so that the methane analyzer
can operate under various temperature conditions.
Guild Associates has selected a methane analyzer from Siemens (manufacturer) that
they have used with other Microgate Gas Processing Unit installations in the oil and gas
industry.
Siemens is a reputable manufacturer and has been supplying gas analyzers to the oil
and gas industry for many years. They have been working with Guild Associates over
the past 15-20 years supplying components for their manufacturing process.
The City of South Bend also has Siemens equipment deployed in its current inventory
of equipment including chlorinator equipment at the Wastewater Treatment Plant, flow
meters at sanitary sewer lift stations, and various water system installations.
In looking into the alternatives for the methane analyzer, the City conferred with
American Structurepoint, quasar energy group, Guild Associates and Fair Oaks Farms
(located in Fair Oaks, Indiana).
Fair Oaks Farms produces cleaned methane for use in its transportation vehicles, and
they utilize the same Siemens ULTRAMAT 23 Gas Analyzer for its gas quality
measurements. Fair Oaks Farms uses this equipment to provide methane content and
gas quality information used for determining their BTU values for their cleaned methane
gas.
Methane analyzers and gas chromatographs are available from other manufacturers
besides Siemens. Guild Associates has selected the Siemens components because
they have a history of using the Siemens ULTRAMAT 23 Gas Analyzer on other
successful projects.
Guild Associates was selected and approved by the City of South Bend Board of Public
Works as the sole source manufacturer for the Digester Gas Cleaning equipment. The
Department of Public Works and the Division of Utilities seek to contract Guild
Associates to supply and implement the methane gas analyzer from Siemens. They
have used this product with other Microgate Gas Processing Unit installations. Indiana
CNG producers and national CNG suppliers are utilizing this equipment for their RFS
Registration documentation as well.
Since the methane gas analyzer needs to be implemented as an additional component
to the Microgate Gas Processing Unit and must communicate with the Guild Associates
PLC, we believe that this installation falls within the guidelines of a sole source supply
since the "add -on" component becomes a part of the manufacturer's complete system
once the PLC integration process is complete.
The Division of Utilities plans to fund the subject purchase through Utilities, Wastewater
Operations and Maintenance Repair Parts Account 641-0630-793-23-10 and Other
Equipment Re air & Maintenance Account 641 -0630-793-36-05.
