We are anticipating Howard Park will be an incredible addition to our community, and we welcome the opportunity to be considered for the VPA Signage & Wayfinding Project #1080-2019. Burkhart in the past year has worked with VPA on the Morris Theatre Display solving a rather large problem resulting in an absolutely beautiful display system. We won the bid for the Charles Black signage, and brought creativity to the project by networking with the architect to solve municipal code issues and by VPA giving us the opportunity to execute some interior work from design through installation. The Charles Black Center is a great story, and a story we followed from ground -breaking to the grand opening celebration. We are currently working on the Century Center project, again solving a potential structural issue hanging the large electronic display over MLK drive. Our goal is to ENHANCE our community. We will work through issues that arise, issuing change orders only if absolutely necessary and at a pass -through cost because our goal is the same: Make South Bend a better place to live. Our larger entity, Burkhart Advertising was started from the sign business. We occupy 10,000 square feet of manufacturing employing 18 people. Our shop labor is union labor (IBEW Local 153) with well over 100-years of combined experience. Our capabilities constitute a full -service sign supplier. Our sources of revenue are manufacture/install, 3rd party installations for national sign companies and sign service. We are presently doing (2) national accounts, and have had these national accounts for 10-years. National accounts require a team approach to execute including remote code -checks, provide pricing for budgets, manufacturing, crating, shipping and finally out -sourced installation. We design within client budgets as well as municipal code. We manufacture with large shears, (2) routers, certified welding, a large paint booth and electrical work. Our strengths are in our routing, welding and painting - processes that are very difficult to out -source. Over the years we have executed many projects within the city as well as for the city. We would welcome the opportunity to offer the above to SBVPA in their ambitious plans for OUR park system. Below are pictures (continuing on the next page) showing one of our many signature projects in our community that are similar in scope to Howard Park. ri 3.2. - Relevant Experience Burkhart Sign Systems collaborates in wayfinding programs continually. We refer to them as "Campus Sign Programs" implying a design is to be followed giving identity to the organization's property. We recently completed a 2-year project for Notre Dame surveying, removing and installing approximately 2200 signs! This project started as the "Campus Crossroads' initiative and went to a Phase I with Phase 2 being the 2200 informational, directional and street signs. The organization and execution of this project was very intensive considering utility notifications, the hydro-vacing (winter conditions) and the pouring of concrete foundations for every sign. We are presently working with Marian High School, Hubble in the Ameriplex Complex, continuing work with the Parkview Trail System (noted here in 3.4), as well as continuing directional work with General Motors in Ft. Wayne where every GM pick-up truck on the road is produced. Being a union shop we are the exclusive sign company for GM. All of these projects are executed with a site plan, sometimes a Google overhead, and collaborating with the client for effective directional signage. We have chosen a Campus Sign Program for the Center For Hospice in Mishawaka as an example for this proposal.. This project is similar in area to Howard Park with the challenges being mail delivery to (3) addresses, a one-way exit to Cedar Street, the need to use the right-of-way, both entrances being shared with Central Park and beautiful building architecture that the signs need to enhance and not interfere. This project was a collaboration between the Director (referenced in this proposal), JPR as the civil architects, DJ Construction as the contractor, and Jeff Lowry as the building architect. As well as similar property area; this project is a good blueprint for the successful execution of the Howard Park project. Wayne; financed by Parkview Hospital. This project is very extensive and is many more than the 2-pages requested in this proposal (upon request we can bring the entire proposal to the interview part of the process). The project was a collaborative effort between the civil architect, Parkview (The Owner) and Burkhart that started with a site plan by the civil architect and the style represented by their merchandise. This was a project executed in Ft. Wayne also speaking to our ability to execute a project of this scope at a remote location. Note the "totem" pole designs, pole banners and elaborate monument style markers. Our ownership group lives in South Bend, and supports the growth of South Bend. Again, we have a 55-year presence/brand in this area. In addition to our work with VPA, we have done some very nice work at Liberty Tower and the a -loft Hotel in DTSB. Other DTSB work is our ongoing relationship with the South Bend Cubs with major work done for the UFCU RoofTop last summer. We have a very good working relationship with the Area Plan Commission, the Building Department and the ABZA. 5. -Technical Approach Howard Park is not just a "wayfinding" project but a creative exercise that incorporates wayfinding. With that; it is important for The Owner & BSS to go through the budget (hopefully determined in this bid) and assign some level of importance to the signage to possibly design those items "down" to a projected cost. For instance, there are alternative materials to use with the FCO`s, the post/panels as well as the interior work if money needs to be removed from those and applied to other areas (i.e. the video requirement, Donor Wall, etc.). We should budget 1-2weeks to meet and revise to changes. Any project similar to this is a collaboration between The Owner, the Civil Architect, the General Contractor and the sign company (Richard Johnson would handle all onsite planning). This particular project will also need consultation from the maintenance department to discuss a plan to maintain the grounds around the signage (mowing, cleaning, etc.). We need to first put this group together in an environment where information is shared, with the "budget" revised signs on the initial site plan. From this meeting with input from the architect, the GC, maintenance, etc.; a revision(s) will be required. At this time we would discuss everyone's best method of communication. Google Does looks to be a decent tool to share ideas/revisions with notes. BSS has assigned a Project Assistance to get a feel for Google Docs, and will be asked to monitor the notes, if that is what we decide to use. Revisions/suggestions are then incorporated into a 2nd revision. At this point we will need the area marked for utilities (BSS Installation would initiate this, working woth the GC) so we can evaluate decided placements. We would walk the site with sign -numbered stakes (by BSS) and mark the locations. Our Installation Foreman would be made available to discuss foundation types to use, access to the sites, wall infrastructure for facades, equipment requirements, etc. The GC needs to be consulted for all building mounted signage (FCO's, Dimensional Letters, Digital, etc.). We need to allow 4-6weeks for this process to evolve (plus the 1-2 weeks for the 1st draft). Interior work should be relatively simple and again a walk thru, more so with The Owner using masking tape to mark and photograph. The GC can review as their time permits. The Donor Wallis) will require the most attention on the interior. Access to the site and the required lifts is an unknown at this time. What conditions will be present at the time of install? Can we use our trucks? Do we need to rent equipment to use the sidewalks? Is there a lift onsite to handle the Donor Wallis) and the exterior window treatments? Final designs with shop -ready drawings should be completed within 8-10 weeks of the initial "Owner" planning meeting. Production and installation would be 6-8 weeks depending on weather, site conditions etc. . Yy�„�."�-,�•Y, T 5, Technical APp-0-Page 12. =MN 6. - Example Package Again, Howard Park is not just a 'wayfinding" project but a creative exercise that incorporates wayfinding. Our goal is to achieve an industrial look using charcoal colors to match the building architecture with bright colors against the charcoal. We are proposing to work with rectangular tubing or I-beam profiles as opposed to traditional square tubing that offers a unique look representing "building", "growth", "infrastructure" and "permanence". Furthermore, this look is central to the architecture of the building. This look can be carried inside adding brightly colored acrylics and frost acrylics to the "industrial" materials. Wall mounted signs would be inset in the charcoal C-channel again conveying "permanence". The central Donor wall would be similar rectangle tubing and C-channel with frost (or colored) recognition panels. As SBVPA continues the development of their 40(+) parks, this look can be carried over, with perhaps simple color -changes, to show a continuity and "ownership" of these resources. Our added signature to the project is the "park identifier" shown on the sign posts, and submitted as a sample. Again, these would appear at every park, and could be used in any number of ways.
