INTER -OFFICE MEMORANDUM DEPARTMENT OF PUBLIC WORKS DIVISION OF ENVIRONMENTAL SERVICES TO: Board Members, Board of Public Works FROM: Nancy Clay SUBJECT: Dry Polymer Flocculent Bid DATE: May 9, 2019 Dear Board Members, Regarding the awards for the Water Treatment Chemicals 2019-2020, 1 would like to elaborate on our decision to select Solenis LLC for the Dry Polymer Flocculent. Per the specs this is a performance -based product and requires that any new vendor conduct testing of their product at the Wastewater Treatment Plant to prove performance. Solenis performed jar testing as well as a full-scale test on all four of the Belt Filter Presses. The results are attached and as you can see they achieved a high percent solid and it required less product to obtain this result. The per pound price is higher than Polydyne, but per ton it is $2.20 less. This will not only provide a better biosolid product for land application, but due to the higher solids content and reduction in the water content, the trucking costs to deliver the biosolids to the farm fields will also decrease. I respectfully request that the Board award the bid to Solenis LLC. We did demonstrate a significantly reduced usage for the plant using our product, 85965. The BFPs were started with the competitor's polymer and set points were recorded after running for two hours. In the meantime, our product 859 BS was loaded into the polymer hopper and batches with our product were made -down. Our product had to be dialed down to a lower dosage for the BFPs to maintain optimal drainage and operation. Resulting cake solids were also dryer than the few days prior. The polymer concentration was set to 0.3%, and the TSS of sludge influent was 2.8%. See below the calculation of overall polymer cost per dry ton given the chemical price per pound.
