While Gates Chevy World was the lowest bidder, they did not meet the basic specifications because the model offered by Gates Chevy World did not meet a minimum interior height for the cargo area within the van. The specifications clearly requested a minimum height of 72 inches in the cargo space so that an average size employee could use the cargo space without bending over, thus reducing strain on the employee's back. Gates Chevy World's proposal was for a cargo space height of 52.9 inches which is significant and therefore, unresponsive. The vehicles will be distributed as follows: • One (1) to the Waste Water Department with alternates 1-5 • One (1) to Animal Control with no alternates This purchase price of $61,720.00 will be funded with proceeds from the 2019 Waste Water Capital Budget 642-0630-415.43-02 in the amount of $31,496.00 and the 2019 Animal Control Capital Budget 600-1207-415.43.09 in the mount of $30,224.00.
