AMENDMENT No. 2
An Agreement was executed on November 14, 2017 between the City of South Bend, Indiana [Client], having its principal
place of business at 1316 County -City Building, South Bend, Indiana 46601, and Arcadis U.S., Inc. [Arcadis], having its
principal place of business at 630 Plaza Drive, Highlands Ranch, Colorado 80129 and having an office at 150 West Market
Street, Suite 728, Indianapolis, Indiana 46204.
Under the Agreement, Arcadis provides certain professional engineering services related to performing stress testing of the
WWTP and developing optimization strategies to determine reliable peak flow capacity at the South Bend WWTP.
Client and ARCADIS now desire to amend the Agreement to include the amended Services as described below.
In consideration of the mutual promises in the Agreement, Client and Arcadis agree to amend the Agreement as the following:
1. Schedule A-2, Scope of Amended Services.
2. Schedule B-2, Compensation for Amended Services.
Other Provisions. Except as amended herein, all other provisions, terms and conditions in the Agreement shall remain in full
force and effect.
Execution Authority. This Amendment to the Agreement is a valid and authorized undertaking of Client and Arcadis. The
representatives of Client and Arcadis who have signed below have been authorized to do so.

Scope of Amended Services and Related Matters
ENGINEERING SERVICES BY ARCADIS
Disinfection Pilot Testing: Arcadis will continue to perform a disinfection pilot test to determine the effectiveness of using
10 to 15 minutes of chlorine contact time in the existing chlorine contact tanks to achieve current microorganism kill permit
limits. Three additional full scale and three additional bench scale pilot tests will be performed during typical peak wet
weather flows. The intent is to perform the tests during a sustained 77 mgd peak flow event or close to it. Arcadis will
work closely with the City to coordinate the time and date of the pilot tests. Arcadis will use the previously developed pilot
testing protocol. Arcadis will provide the colorimeter, jar testing apparatus, sodium hypochlorite, and other equipment
necessary to perform the bench scale pilot tests.
The goals of the additional disinfection pilot testing are:
• Perform three full scale pilot tests in the existing chlorine contact tanks using wet weather secondary effluent.
• Perform three bench scale desktop pilot tests in the lab using wet weather secondary effluent.
• Evaluate the effectiveness of less than 15 minutes of contact time in terms of (i) microorganism kill and (ii)
chlorine concentration. Document the results for potential future use in IDEM discussions.
In addition, Arcadis will analyze the most recent 5-years of MRO data and summarize the available influent ammonia into
the chlorine contact tanks, and final effluent ammonia and TSS concentrations during wet weather and dry weather events.
This is important because ammonia and TSS concentrations can impact disinfection. To date, the ammonia and TSS levels
into the tanks during the pilot tests performed have been low, and it is important to understand a worse case situation.
Arcadis will summarize the results of the pilot testing in a brief memorandum.
Meetings and Site Visits: Arcadis will attend one additional meeting via conference call to discuss the pilot test results
with City staff. Pilot tests will be performed on site and will require three site visits. The pilot tests are scheduled to be
performed during May to July 2019. Should the pilot test schedule extend beyond the anticipated date or additional tests be
desired, additional visits may be necessary through a future amendment.
INFORMATION PROVIDED BY CLIENT
Client will provide the following information and assistance during the assignment:
1. Assistance to obtain the secondary treatment effluent sample for the bench scale pilot test.
2. Coordinate wet weather events and timing of pilot testing.
3. Maximize the chlorine dose to the fullest extent during pilot events.
4. Analyze E. coli samples (estimated total number of samples: 28 per test).
5. Analyze ammonia samples (estimated total number of samples: 4 per test).
6. Analyze TSS samples (estimated total number of samples: 4 per test).
7. Provide Monthly Report of Operations (MRO) and other operational data for 5-year period with available influent
ammonia into chlorine contact tanks, and final effluent ammonia and TSS concentration data for analysis.

The Department of Public Works, Division of Engineering and the Division of Utilities request the
Board of Public Works approval of Amendment No. 2 to extend a Professional Services Agreement
with Arcadis U.S. to extend engineering services related to Project No. 117-133 Wastewater
Treatment Plant Stress Testing Evaluation.

The City of South Bend engaged Arcadis U.S. to assist with a Stress Testing Evaluation of the
Wastewater Treatment Plant to evaluate the critical hydraulic and critical processes to move to
100 MGD through secondary treatment. This effort has identified the major projects remaining
at the Wastewater Treatment Plant and the areas of the Wastewater Treatment Plant that
require rehabilitation to meet the 100 MGD future flow.
Part of this effort has focused on the City's ability to disinfect wastewater prior to reclaiming the
water to the St. Joseph River and Lake Michigan. The extension of services is to focus on
disinfection pilot testing during major rain events as well as bench testing to determine how the
disinfection facilities need to be expanded to provide the level of treatment required by 10 States
Standards and the Indiana Department of Environmental Management.
All of these efforts compliment the Long Term Control Plan goal of moving the Wastewater
Treatment Plant to 100 MGD capacity. This effort will help us along the path to making critical
decisions for the Chlorine Contact Tanks and Disinfection Building upgrades.
Please refer to the Amendment No. 2 document for a full scope of the additional services.
The Division of Utilities will fund this engineering effort through Utilities Sewage Works Operations,
Engineering Account (641-0630-793-31-02
