IND. He is the duly qualified and acting Secretary of the City of South Bend Department of Redevelopment (hereinafter called the "Local Public Agency ") and t e custodian of the records of the Local Public Agency, including the journal of the proceedings of the City of South Bend Redevelopment Commission (herein- after called the "Governing Body "); and is duly authorized to execute this certifi- cate. 2. Attached hereto is a true and correct copy of a resolution, including the WHEREAS clauses, ad ted at a meeting of the Governing Body held on the ,- day of , 1967. 3. The resolution has been duly recorded in the journal of the meeting and is now i full force and effect. 4. The meeting was duly convened and held in all respects in accordance with law and the bylaws of the Local Public Agency. To the extent required by law or the bylaws, due and proper notice of the meeting was given. A legal quorum of members of the Governing Body was present throughout the meeting, and a legally sufficient number of members of the Governing Body voted in the proper manner forte adoption of the resolution..
