PURPOSE OF REQUEST: Budget request in the amount of $2.0 M for the construction of the Michigan
Street Reconstruction Project
Specifics: As part of the City’s continuing effort to implement “complete streets”, we plan to follow
up on the 2018 Downtown Cross Streets projects, which focused on Colfax, between Main
St. and Michigan St. and the Morris Plaza. In 2019, Michigan Street, from Colfax Avenue
to Western Avenue, will be reconstructed. Improvements will include pavement
rehabilitation, new curbs and sidewalks, and updated lighting between Wayne and
Western. Improvements will vary by block; for example, portions of the project limits do
not require full pavement replacement, as some pavement sections are in good condition.
The current parking will be changed to front-angle parking. Traffic signals at two (2)
intersections: Michigan & Washington and Michigan & Jefferson are currently under
study and will be removed, based on unmet signal warrants.
The Board of Public Works will receive and open bids for this project on May 14, 2019.
The estimated cost of construction is $1.8M. Construction is planned to begin in June and
will be substantially completed by Labor Day.
