BODY OF THE CITY OF SOUTH BEND, DEPARTMENT OF REDEVELOPMENT APPROVING
AND AUTHORIZING THE SUBMISSION OF A CODE ENFORCEMENT GRANT APPLICATION

WHEREAS, TITLE VI of the Civil Rights Act of 1964 prohibits discimination on the
basis of race, color, or national origin under any program or activity receiving
Federal fi ancial assistance and Executive Order 11246 prohibits discrimination
on the bas's of race, color, creed or national origin in sale, lease, or other
dispositiol of residential property (including land intended for residential use)
or in the kse or occupancy thereof:
NOW, THEREFORE, BE IT RESOLVED BY THE South Bend Redevelopment Commission, Governing
Body of th City of South Bend, Department of Redevelopment:
1. That an application be filed with the Department of Housing and Urban
Development on behalf of the City of South Bend, Department of Redevelopment for
a code enf rcement grant under Section 117 of the Housing Act of 1949, as amended,
of two-thirds of the cost of undertaking and carrying out a code enforcement program,
which cost is now estimated to be One Million, Seven Hundred and Twenty Four Thousand,
Five Hundr d and Fifty Six ($1,724,556) Dollars in an area or areas to be designated
and specially described in such application, and that the Executive Director is
hereby aut orized and directed to execute and file such application, to provide
such additional information and furnish such documents as may be required by the
Department of Housing and Urban Development to execute and file requisition for
funds, and to act as the authorized representative of the City of South Bend,
Department of Redevelopment in the accomplishment of the code enforcement program
and the Pr sident and Secretary of the Commission are hereby authorized to execute
such contract or contracts as may be necessary for the grant applied for.
2. That during the period of the contract for the code enforcement grant the
City of So th Bend, Department of Redevelopment will maintain a level of expenditures
for code e forcemeat activities, exclusive of expenditures in any federally assisted
code enfor ement of Title I urban renewal project areas, that is not less than the
average yearly expenditures for such activities throughout the locality for the two
full fiscal years immediately preceding the filing of the application.
3. That the locality has a program for and will provide in a timely manner
all necessary public improvements for the code enforcement area.
