RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION,
GOVERNING BODY OF THE CITY OF SOUTH BEND, DEPARTMENT OF
REDEVELOPMENT APPROVING THE UNDERTAKING OF A GENERAL NEIGHBORHOOD
RENEWAL PLAN AND FILING OF APPLICATION FOR FEDERAL ADVANCE OF FUNDS
FOR THE SOUTHEAST NEIGHBORHOOD AREA
der Title I of the Housing Act of 1949, as amended, the Secretary of
Urban Development may make advances of funds to local public agencies

WHEREAS, Title VI of the Civil Rights Act of 1964 prohibits discrimination on

Federal financial assistance and Executive Order 11063 prohibits discrimination on
the basis f race, color, creed or national origin in sale, lease or other disposition
of residential property (including land intended for residential use) or in the use
or occupancy thereof; and
WHEREAS, it is desirable and in the public interest that the City of South Bend,
Department of Redevelopment prepare a General Neighborhood Renewal Plan presently
estimated to cost One Hundred Ninety Five Thousand, Six Hundred and Seventy Five
($195,675) Dollars, in that certain area, herein designated a General Neighborhood
Renewal Plan area, located in the City of South Bend, County of St. Joseph, and the
State of I diana, and described as follows:
Beginni g at a point formed by the intersection of the north right -of -way line
of Western Avenue and west right -of -way line of Taylor Street; thence in an easterly
directi n along the north right -of -way line of Western Avenue to the east right -
of -way ine Franklin Street; thence in a southerly direction along the east right -
of -way ine of Franklin Street to the north right -of -way line of Monroe Street;
thence n an easterly direction along the north right -of -way line of Monroe Street
to the ast right -of -way line of Fellows Street; thence in a southerly direction
along t e east right -of -way line of Fellows Street to the north right -of -way line
of Monr e Street; thence in a generally easterly direction along the north right -
of -way line of Monroe Street to the southwest bank of the St. Joseph River; thence
in a generally southeasterly direction along the southwest bank of the St. Joseph
River tc the northwest property line of the George Cooper Memorial Bridge inter-
change; thence in a southwest direction along the northwest property line of the
George ooper Memorial Bridge interchange to the northeast right -of -way line of
Lincoln ay East; thence in a southeasterly direction along the northeast right -of-
way linE of Lincolnway East to the center line of the George Cooper Memorial
Bridge; thence in a southwesterly direction along the center line of the George
Cooper emorial Bridge to the projected northeast right -of -way line of George
Avenue; thence in a southeasterly direction along the northeast right -of -way
line of George Avenue to the south right -of -way line of Sample Street; thence in
a weste ly direction along the south right -of -way line of Sample Street to the
east ri ht -of -way line of High Street; thence in a southerly direction along the
east ri ht -of -way line of High Street to the south right -of -way line of Calvert Street;
thence in a westerly direction along the south right -of -way line of Calvert Street to
the west right -of -way line of Franklin Street; thence in a northerly direction
along t e west right -of -way line of Franklin Street to the south right -of -way
line of Sample Street; thence in a westerly direction along the south right -
of -way line of Sample Street to the projected northwest property line of the
City of South Bend Municipal Service Facility; thence in a northeasterly direction
along t e northwest property line of the City of South Bend Municipal Service
Facilit to the projected west right -of -way line of Scott Street; thence in a
northerly direction along the west right -of -way line of Scott Street to the north
right-of-way line of the alley paralleling the Penn Central railroad; thence in
an easterly direction along the north right -of -way line of the alley paralleling
the Penn Central Railroad to the west right -of -way line of Taylor Street; thence
in a no therly direction along the west right -of -way line of Taylor Street to
the nor h right -of -way line of Western Avenue, which is the point of beginning.
NOW, THEgEFORE, BE IT RESOLVED BY THE SOUTH BEND REDEVELOPMENT COMMISSION,
GOVERNIN BODY OF THE CITY OF SOUTH BEND, DEPARTMENT OF REDEVELOPMENT:
1. That the proposed General Neighborhood Renewal Area described above
is an ar a consisting of an urban renewal area or areas and adjoining areas
having specially related problems, which is of such size that the urban renewal
activiti s in the urban renewal area or areas may have to be initiated in stages,
consiste t with the capacity and resources of the City of South Bend, Department
of Redev lopment over an estimated period of not more than 8 years.
2. Tat the undertaking of the preparation of the General Neighborhood Renewal
Plan for the proposed General Neighborhood Renewal Area described above is hereby
approved.
3. That it is the intention of this body to undertake an urban renewal
project promptly upon completion of the General Neighborhood Renewal Plan and
the preparation of an urban renewal plan for such project, which project shall
embrace at least 10 percent of the urban renewal area or areas within the General
Neighborhood Renewal Area and shall be of the character contemplated by Section
110(c) o Title I.
4. That it is cognizant of the conditions that are imposed in the undertaking
and carrying out of such urban renewal projects with Federal financial assistance
under Title I, including those relating to a feasible method of relocation and
the provision of necessary local grants -in -aid, as well as the requirements of
Section I 2(d) of Title I that a General Neighborhood Renewal Plan conform to the
locality's general plan and Workable Program for Community Improvement.
5. That the United States of America nd the Secretary of Housing and Urban
Development be, and they hereby are, assured of full compliance by the City of
South Bend, Department of Redevelopment with regulations of the Department of
Housing and Urban Development effectuating Title VI of the Civil Rights Act of
1964 and applicable Executive Orders.
6. That it is the intention of this body that the General Neighborhood Renewal
Plan will be used to the fullest extent feasible as a guide for the provision of
public improvements in the General Neighborhood Renewal Area and that the Plan
will be considered in formulating codes and other regulatory measures affecting
property in such area and in undertaking other local governmental activities
pertaining to the development, redevelopment, and rehabilitation of the area.
7. That the filing of an application by the City of South Bend, Department
of Redevelopment for an advance of funds from the United States in an amount
not to exceed One Hundred Ninety Five Thousand, Six Hundred and Seventy Five
($195,675) Dollars for the preparation of a General Neighborhood Renewal Plan
for the General Neighborhood Renewal Area described above is hereby approved
and that the Executive Director is hereby authorized and directed to execute
and file such application with the Secretary of Housing and Urban Development,
to provid such additional information and to furnish such documents as may be
required y the Secretary, and to act as the authorized representative of the City
of South end, Department of Redevelopment.
