RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION,
GOVERNING BODY OF THE CITY OF SOUTH BEND, DEPARTMENT
OF REDEVELOPMENT, APPROVING UNDERTAKING OF SURVEY AND
PLANS FOR AN URBAN RENEWAL PROJECT KNOWN AS THE MODEL
NEIGHBORHOOD PROJECT NO. 1 AND FILING OF AN APPLICATION
WHEREAS, under Title I of the Housing Act of 1949, as amended (herein
ref rred to as "Title,_I "), the Department of Housing and Urban Development
is authorized to extend financial assistance to local public agencies in the
eli ination and prevention of the spread of their slums and urban blight
thr ugh the planning and undertaking of urban renewal projects; and
WHEREAS, Title VI of the Civil Rights Act of 1964, and the regulations of
the Department of Housing and Urban Development effectuating that Title,
provide that no person shall, on the ground of race, color, or national

Project Number One of the Model Neighborhood is located in the
City of South Bend, County of St. Joseph and State of Indiana,
and is described as follows:
Beginning at a point formed by the intersection of the west right -
of -way line of Olive Street and the north right -of -way line of the
first alley north of Kenwood Street; thence in an easterly direction
on the north right -of -way line of said alley to the east right -of -way
line of Huey Street; thence in a southerly direction along the east
right -of -way line of Huey Street to the north right -of -way line of
Kenwood Street; thence in an easterly direction along the north
right -of -way line of Kenwood Street to the east right -of -way line of
Johnson Street; thence in a southerly direction along the east right -
of -way line of Johnson Street to the north right -of -way line of the
first alley north of Linden Street; thence in an easterly direction
along the north right -of -way of said alley to the west right -of -way
line of Wilber Street; thence in a northerly direction along the west
right -of -way line of Wilber Street to the west extension of the north
property line of 319 Birdsell Street; thence in an easterly direction
along the north property line of 319 Birdsell Street to the east right -
of -way line of Birdsell Street; thence in a southerly direction along
the east right -of -way line of Birdsell Street to the north right -of -way
line of the first alley north of Linden Street; thence in an easterly
direction along the north right -of -way of said alley to the east
right -of -way line of Walnut Street; thence in a southerly direction
along the east right -of -way line of Walnut Street to the south right -
of -way line of Liston Street; thence in a westerly direction along the
south right -of -way line of Liston Street to the west right -of -way
line of Studebaker Street; thence in a northerly direction along the
west right -of -way line of Studebaker Street to the south right -of -way
line of Colfax Street; thence in a westerly direction along the south
right -of -way line of Colfax Street to the west right -of -way line of
Birdsell Street; thence in a northerly direction along the west right -
of -way line of Birdsell Street to the south property line of 135
Birdsell Street; thence in a westerly direction along the south property
line of 135 Birdsell Street to the south right -of -way line of Colfax
Street which continues in a straight line westerly from the south
property line of 135 Birdsell Street, to the west right -of -way line of
Adams Street, thence in a northerly direction along the west right -
bf -way line of Adams Street to the south right -of -way line of Orange
Street, thence in a westerly direction along the south right -of -way
line of Orange Street to the east right -of -way of College Street;
thence in a southerly direction along the east right -of -way of College
Street to the south right -of -way line of Washington Street; thence in
a westerly direction along the south right -of -way line of Washington
Street to the east right -of -way line of Grant Street; thence in a
southerly direction along the east right -of -way line of Grant Street to
the north right -of -way line of the Penn Central Railroad; thence in a
north - westerly direction along the north right -of -way line of Penn
Central Railroad to the west right -of -way line of Olive Street; thence
in a northerly direction along the west right -of -way line of Olive
Street to the north right -of -way of the first alley north of Kenwood
Street, which is the point of beginning.
NOW, THEREFORE, BE IT RESOLVED BY THE SOUTH BEND REDEVELOPMENT
COMMISSION:
1. That the proposed Urban Renewal Area described above is a
slum, blighted, deteriorated, or deteriorating area appropriate for an
urban renewal project, that the development of such area for
predominantly residential uses is necessary for the proper development
of the community, and that the undertaking by the City of South
Bend, Department of Redevelopment of surveys and plans for an urban renewal
project of the character contemplated by Section 110 (c) of Title I
in the proposed Urban Renewal Area is hereby approved.
2. That the financial assistance available under Title I is
needed to enable the City of South Bend, Department of Redevelopment
to finance the planning and undertaking of the proposed Project.
3. That it is cognizant of the conditions that are imposed in the
undertaking and carrying out of urban renewal projects with Federal
financial assistance under Title I, including those relating to (a)
the relocation of site occupants, (b) the provision of local grants -
in -aid, and (c) the rego &rement. that the locality present to the
Secretary of Housing, as a prerequisite to approval of the application
described below, a workable program for community improvement, as set
forth, -in Section 101 (c) of Title I, for utilizing appropriate public
and private resources to eliminate and prevent the development or
spread of slums and urban blight.
4. That the United States of America and the Secretary of Housing
be, and they hereby are, assured of full compliance by the city of
South Bend, Department of Redevelopment, with regulations of the
Department of Housing and Urban Development effectuating Title VI of
the Civil Rights Act of 1964.
5. That it is the sense of this body (a) that a feasible - method
for the relocation of individuals and families displaced from the
Urban Renewal Area, in conformity with the requirements of Title I,
can be prepared, and (b) that local grants -in -aid can and will be
provided in an amount which will be not less than one -third of the
Net Project Cost of the Project and which, together with the Federal
capital grant, will be generally equal to the difference between Gross
Project Cost and the proceeds or value of project land sold, leased,
or retained for use in accordance with the urban renewal plan.
6. That the filing of an application by the City of South Bend
Department of Redevelopment for an advance of funds from the United
States of America in an amount not to exceed Four Hundred and Twelve
Thousand, Seven Hundred and Six ($412,706) Dollars for surveys and
plans for an urban renewal project in the proposed Urban Renewal Area
described above is hereby approved, and that the President of the
South Bend Redevelopment Commission is hereby authorized and directed
to execute and file such application with the Department of Housing
and Urban Development, to provide such additional information and to
furnish such documents as may be required by the Administrator, and
to act as the authorized representative of the City of South Bend,
Department of Redevelopment.
Adopted at the Special Meeting of the South Bend Redevelopment
Commission held on Junel8, 1971, at the Office of the Commission,
1200 County -City Building, South Bend, Indiana.

4. That if an impression of the seal has been affixed below, it
constitutes the official seal of the Applicant and this certificate is v

to have an official seat;
