Agenda: Organizational Meeting
Committee Chair John Voorde called to order the Organizational Meeting of the Public Works and
Property Vacation Committee at 3:56 p.m. He introduced members of the Committee and
proceeded.
Organizational Meeting
Committee Chair Voorde stated, I don't have citizen members yet. One (1) of the ones I was
looking at was just sworn into the Community Investment Committee.
He then opened the floor to Committee Members.
Committeemember Karen White stated, I think with Public Works, it would be very helpful if we
have some type of scheduling and looking at some of the major public works projects that will be
forth coming. Then, those that will have a financial tag to them and the sources by which they are
funded, I think that will be very helpful, too. I know that the department has looked at ways in
which they can inform the public when there are any upcoming projects, so they know how those
projects will be impacting the various neighborhoods as well.
Councilmember Tim Scott stated, Street paving. I would like a report on how it's funded and the
priority.
Committeemember Jo M. Broden stated, The removal of trees in tree lawns or the replanting of
trees in tree lawns. Those types of things. So many trees, it is a huge removal fee and it's mutually
beneficial in some regards, right? With the sidewalks and curbs we are putting in but, you know,

I think it bumps up against the new Tree Ordinance and stuff we are looking at. I think that is a
huge issue. That is one(1)we frequently hear about. We've had some contentious alley vacations.
So, what are other cities doing with their alleys in terms of maintenance? If that space if going to
be vacated, what are the intended uses from a good planning standpoint? At least in my district,
there are a lot of alley ways that are in really rough shape.That imposes problems on the neighbors
with the noise and things. So, what are we going to do with our alley ways? Are we looking to
allow people to incorporate those? What are we looking at? What is a good plan perspective?
Committee Chair Voorde stated, In terms of that, I think there is still a general policy of vacating
anything that we can and that is reasonable that doesn't cause any undue burden on anyone. I think
that was mainly because that was something less that we had to maintain. The maintenance of
alleys, I think it's fair to say,isn't what it once was but that is because there are fewer people doing
it. It slipped in priority to something else. It needs attention, though.
Committeemember White requested an update on the illegal dumping program and the graffiti
removal program.
With no further discussion, Committee Chair Voorde adjourned the Organizational Meeting of the
Public Works and Property Vacation Committee at 4:03 p.m.
