Agenda: Organizational Meeting
Committee Chair Gavin Ferlic called to order the Organizational Meeting of the Community
Investment Committee at 3:30 p.m. He introduced members of the Committee and proceeded with
the meeting.
Organizational Meeting
Committee Chair Ferlic opened the floor to Committee Members.
Committeemember Kyle Copelin stated, I think this is a learning process. I hope to use my
knowledge as an architect to understand the City's initiatives and help build our impact.
Committeemember Sara Boukdad arrived at the meeting at 3:31 p.m.
Committeemember Copelin continued, So, I thank you for allowing me to do this.
Committeemember Sara Boukdad stated, My full-time job is the internship program manager for
the Center for Civic Innovation at Notre Dame. I was really interested in being part of this
Committee, specifically, because I have a lot of touch points with community organizations,
members and residents. So, I feel like I have a lot of interactions that are very productive and end
up being projects we carry out through our internship program.
Committeemember John Voorde arrived at the meeting at 3:32 p.m.
Committeemember Boukdad continued, And, I've always loved South Bend since I moved here
in 2014. I'm actually from Boston and loved South Bend so much that I didn't move away.
Committee Chair Ferlic then opened the floor to Council Members.

Councilmember Tim Scott stated, I have two (2). One (1), we kind of talked about it but we need
to look at what we can do to increase small business and take down any barriers there. We need to
look at how we can help jump start small businesses within our community. The other one(1)was
more looking at TIF,how we are using TIF and how it is being implemented throughout the City.
Councilmember Jo M. Broden stated, I concur on the small business and in terms of pathways and
seamless connections to the departments, we need to make sure we are staffed up enough as well
to be responsive to the diverse populations and also people coming in with all different levels of
business experience. Some may need more hand holding than others. So,that's a particular interest.
The other part is with regard to supportive projects and expanding our toolbox. We need to make
sure in our evaluation process, not only are we looking at the specific tax abatement numbers or
the TIF investments,but we need to be able to quantify,as best as possible,our projections forward
and whether or not we have the tools to get at this, but the site development costs related to an
entirely new project or expansion. I think we are capturing some of the good data that then gets to
return on investment, but I think often times I think the development agreements themselves, and
maybe I'm missing it, but what is presented so we can anticipate what that is. It might just be
something that I'm not aware of that needs to be pointed out to me, but what are those? Whether
it is sewer connections, curbs, or who knows what, paving and alley, but anything that is related
to those brick and mortar pavement infrastructure costs related to projects. I think getting at that
and then actually making sure that is involved in the evaluation.
With no further discussion, Committee Chair Ferlic adjourned the Organizational Meeting of the
Community Investment Committee at 3:36 p.m.
