HomeMy WebLinkAboutNo. 0369 authorizing the filing of an amendatory application for loan and grant for Project No. IND R-57, LaSalle Park ProjectRESO AUTH GRAN RESOLUTION NO. 369 TION OF THE CITY OF SOUTH BEND, DEPARTMENT OF REDEVELOPMENT IZING THE FILING OF AN AMENDATORY APPLICATION FOR LOAN AND FOR PROJECT NO. IND. R -57 WHEREAS, it is necessary and in the public interest that the City of.South Bend, Department of Redevelopment avail itself of the financial assistance provided by Title I of the Housing Act of 1949, as amended, to carry out the urban renewal project described as the LaSalle Park Urban Renewal Area and bounded generally as follows: LaSalle Park Project bounded on the west by the alley west of Chicago; bounded on the south by the alley north of Western; bounded on the east by the alley east of Meade; bounded on-the north by Kankakee Avenue, Washington Street, the LaSalle Park Beck's Lake Park area, and Linden Street. hereinafter referred to as the "Project "; and WHEREAS, it is recognized that the Federal contract for such finan- cial assistance, pursuant to said Title I, will impose certain obligations and responsibilities upon the Local Public Agency and will require among other things: (1) the provision of local grants -in- aid; (2) feasible method for the relocation of individuals and families displaced from the project area; and (3) other local obligations and responsibilities in connection with the undertaking and carrying out of urban renewal projectsy and WHEREAS, Title VI of the Civil Rights Act of 1'964 and the regulations of the Department of Housing and Urban Development effectuating that Title, provide that no person shall, on the ground of race, color, sex,or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination in the undertaking and carrying out of the urban renewal projects assisted under Title I of the Housing Act of 1949, as amended; and WHEREAS, the objectives of the Urban Renewal Plan cannot be achieved through more extensive rehabilitation of the Project Aiea: NOW, THEREFORE, BE IT RESOLVED by the City of South Bend, Redevelop- ment Commission: 1. That the United States of America and the Secretary of Housing and Urban De elopment be, and they hereby are, assured of full compliance by the City of outh Bend, Department of Redevelopment with regulations of the Departme t of Housing and Urban Development effectuating Title VI of the Civil Ri hts Act of 1964 and applicable Executive Orders. 2. That an amendatory application on behalf of the City of South Bend, Departme t of Redevelopment for a loan under Section 102 (a) of said Title I in the amount of $5,015,980.00 and for a project capital grant and a re- location grant to the full amount available for undertaking and financing the Project is hereby approved, and that the Executive Director is hereby authoriz d and directed to execute and to file such application with_ the Departme t of Housing and Urban Development, to provide such additional infor- mation a d to furnish such documents as may be required in behalf of said Departme t, and to act as the authorized correspondent of the City of South Bends; De artment of Redevelopment.
