AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF
SOUTH BEND, INDIANA, APPROPRIATING $200,000 OF
UNITED STATES ENVIRONMENTAL PROTECTION AGENCY
BROWNFIELD GRANT FUNDS WITHIN FUND 209, FOR THE PURPOSE OF
CONDUCTING BROWNFIELD ASSESSMENT AND CLEANUP ACTIVITIES
Statement of Purpose and Intent:
This Council approved a Resolution Number 3141-02 in December, 2002
authorizing the Mayor to submit an application to the United States Environmental
Protection Agency for a Revolving Loan Fund Grant, an Assessment Grant and two
Remediation Grants. The Mayor was notified that one Brownfield Cleanup Grant has
been awarded to the City of South Bend in the amount of $200,000. It is necessary to
appropriate these funds for the purpose of conducting environmental cleanup and
assessment activities on brownfield properties in the city.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
SECTION I. The sum of Two Hundred Thousand Dollars ($200,000.00), from a
United States Environmental Protection Agency Brownfield Cleanup Grant is hereby
appropriated and set aside within Fund 209 for use in conducting environmental cleanup
and assessment activities on brownfield properties in the city.
SECTION II. This Ordinance shall be in full force and effect from and after its
passage by the Common Council and approval by the Mayor.

Dear Common Council Members:
Enclosed is an Ordinance appropriating $200,000 from a grant awarded to the City of South
Bend by the United States Environmental Protection Agency. These funds will be used to address
and remediate a chlorinated solvent source area at the fornler Sotlth Bend Stamping Plant
property.
The Council approved a grant submission resolution in December 2002 for this grant round. The
grant was awarded on September 26, 2003. I apologize for tl~c delay in bringing this
appropriation before the Council. Please be assured that no fiends have been expended or drawn
down on this grant.
