(ORGANIZATIONAL) Committee Members Present: Jake Teshka, Sharon L. McBride Committee Members Absent: Oliver Davis, Regina Williams-Preston Other Council Present: Tim Scott,Jo M. Broden, John Voorde, Karen White Other Council Absent: Gavin Ferlic Others Present: Graham Sparks, Bob Palmer Agenda: Organizational Meeting Committee Chair Jake Teshka called to order the Organizational Meeting for the Utilities Committee at 4:04 p.m.He introduced members of the Committee and proceeded with the meeting. Organizational Meeting Committee Chair Teshka stated, Last year we had six(6)meetings. This year I anticipate the main things the Utilities Committee will focus on are, obviously, CSO. We had a meeting last week to get an update on that and we will continue to get regular updates from Public Works to figure out where they are at in the process with the EPA and if there is anything that we can do to assist them in that process. We all know how big of an issue that is. The dollar amount we are looking at will have a big impact on our budget. The other thing and other big priority will be the storm water issue. Public Works has promised they will come back to us before June 1, the implementation date,to talk about these lifeline rates and the possibilities there in terms of what we can do. Those are the two (2) main things I envision. We may have to call a special meeting here or there but outside of that, I'll open it up to the Committee. . Committee Chair Teshka opened the floor to Committee and Council Members. Committeemember Sharon L. McBride stated, I did have a request from the Sunnymede neighbors for an update on CSO. I reached out to Administration and they were hoping that update could be delayed until the studies come out in March. So, after the data comes out, we would like to see an update. Committee Chair Teshka replied, Yeah, and I think a larger public setting would be good to have an overall update. Again, we had a smaller update to Council last week and, again, we will get INTEGRITYI SERVICEI ACCESSIBILITY JENNIFER M.COFFMAN BIANCA L.TIRADo JOSEPH R MOLNAR CIIIEF DEPUTY/DIRECTOR OF OPERATIONS DEPUTY/DIRECTOR OF POLICY ORDINANCE VIOLATION CLERK EXCELLENCE I ACCOUNTABILITY I INNOVATION I INCLUSION I EMPOWERMENT 455 County-City Building 1227 W.Jefferson Blvd.I South Bend,Indiana 46601 I p 574.235.9221 I f 574.235.9173 I www.southbendin.gov CITY OF SOUTH BEND OFFICE OF THE CLERK regular updates as they move through the.process with the EPA. Also, we do have one (1) citizen applicant to the Committee, as well, who we will interview in the coming weeks to see if it's a fit. Councilmember Tim Scott stated, I did send an email about AEP and coming in to do an update. We've never had AEP come in. Committee Chair Teshka replied, Right, and one (1) of the things when you mention that, is street lights. While they are here,we should talk to them about the street lights as well as the power grid. Councilmember Jo M. Broden stated, I&M, the twenty (20) year plan, they will be here on February 13th from 9:00 a.m. to 2:00 p.m. and I want to know who from Council will be participating in that. At least I got copied on a letter inviting Council Member participation as well as a statement. I think also important to that date is to identify the Administration's participation in that formal plan review process. I know there has been, but I would like to know in terms of formal meetings and the opportunity to make statements, harkening back to statements we've made on behalf of the City, the Council and the City Administration. I think that is important with regard to their twenty(20) year plan. And then, my understanding is that on March 22nd they are looking to make an announcement in terms of the outline of that plan. So, what is our engagement for the 13th?And then, what is the City Administration's engagement?Because,it's just timely, right? It's coming up. And then the other piece, well, that's fine. I think that will suffice for now. Committee Chair Teshka replied, Yes. So, I think everyone should have gotten that email from Megan Anderson, inviting us to the event. That is actually this Wednesday and I will be, unfortunately, unable to attend. I will, however, reach out to some folks in the Administration and see who will be there on the Administration's part. If you all remember, it was that Repower Indiana thing that focused towards that twenty(20) year plan. With no further discussion, Committee Chair Teshka adjourned the Organizational Meeting for the Utilities Committee at 4:10 p.m. Respectfully Submitted, 40,0,L.V e Teshka, Committee Chair EXCELLENCE I ACCOUNTABILITY INNOVATION INCLUSION I EMPOWERMENT 455 County-City Building 227W.Jefferson Bvld South Bend,Indiana 46601 p 574.235.9221 f 574.235.9173 TTD574.235.5567 www.southbendin.gov 2
