McBride, Regina Williams-Preston (late) Other Council Absent: Gavin Ferlic Others Present: Graham Sparks, Bob Palmer Agenda: Organizational Meeting Committee Chair Jo M. Broden called to order the Organizational Meeting for the Health and Public Safety Committee at 4:11 p.m. She introduced members of the Committee and proceeded with the meeting. Organizational Meeting Committee Chair Broden stated, So, in terms of 2018, most of our work was relative to petitions that were received by the Council on Health and Public Safety matters. There wasn't really too much in depth in my report, and I apologize. With regard to those, I believe all of those passed with our unanimous approval on each and every one. But in terms of going forward, a couple of items that we are already aware of as the rental safety verification programs (RSVP) which many members have been engaged in. Then, the South Bend Animal Care and Control Ordinance re- write is occurring at the Commission level. That has been divided out by chapter, so, one (1) of the things is to make sure right away that everyone is aware of the different chapters and what has been rolled out this far. I think to get some finalized timing on that would be great so that we know when we should be ready for that for our consideration as Council. That is pretty significant, and I think that has spanned the entirety of my term.And then,of course,there have been some changes in personnel as well. So, it's been a long flight I guess. She continued,A couple other things, I think is always Public Safety,first(1St)and foremost.There were a lot of changes tracked for the 911 Program and the funding relative to that. There will be some renegotiations on that amount, so, getting more people up to speed on 911 within the Committee and tracking that would be great. I know that I've been closely involved, and Councilmember Scott has been involved. And of course, all of us during the budget process. But, I do think that ongoing oversight and implementation is hitting marks. I think it will be important INTEGRITY! There are a lot of moving parts on that and some real significant agreements we will have to be looking at. She went on, Then, relative to Police and Fire as a component of Public Safety, the recruitment and training aspect. I think we already did a presentation and I thank so many of you for attending that. For the smart questions asked, too. I think that was a really good opportunity for people to get up to speed. I would like to look at it more, though. That was only one (1) component of the strategic plan. So, I think at some level, being able to look at the strategic plan almost like a scorecard would be beneficial. You know, sort of where are we and what is left to be done? And then, how is that going to impact requests coming in for the 2020 budget? And then always, the homelessness and what I would consider as a broader category but tracking housing as an issue. That is an ongoing big topic. She continued, Then, in terms of some new things, at our last meeting we held last week, I had nodded to it, and I think I found on several occasions, basically, the Climate Change, sort of a briefing and getting us all up to speed on some of the current science and understanding the local impact. We are looking at the appetite for the community, Council and Administration to actually formalize that in an ordinance. So, briefing first (1St) and kind of leading up to a consideration of going with an ordinance on that. Those two (2) dates, it's four(4) hours total, those have already been scheduled, Councilmember Teshka is doing a final review of the agenda and that is kind of the first (1st) one (1)-two (2) kind of hit on information, and then of course it will be ongoing in terms of our understanding and then pulsing the community's interest and appetite for formalizing things in an ordinance. She went on,Then,kind of a heads up,too, and maybe this is in addition to Public Safety and what I consider a review, we've had several disasters in my tenure, 2016, 2017 and I would say even at the start of this year. We have a potential for even greater disasters. So, our response and that integration and interface with the County, I think is something really significant that I would really like to be able to check off in this last year of my tenure. I want to make sure that if it's an update or some level of review, especially as it relates to the neighborhoods and the responsiveness to when certain neighborhoods getting hit harder than others. What is the response to that?Then kind of tucked in with that is St. Joseph County. I have been approached and have been working on, in collaboration with County Government and members of the Mishawaka Common Council and then individuals within the community and sort of the social service network, capacity for disaster relief A disaster relief foundation has been formalized in order to help bring in additional dollars and help open those up in a relatively quick manner. What I would like to do is have an upcoming meeting to get Council Members up to date on what that foundation has been formed for, what they are anticipating and, again, to give us some background information on that. Those are kind of the items that are sort of broad. So, RSVP, South Bend Animal Care and Control,Public Safety relative to 911, recruitment and training, the homelessness, housing, the strategic plan, homeless policy and the Climate briefing. So, those are kind of the items on my list that hit my mind. Committee Chair Broden then opened the floor to Committee and Council Members. Councilmember Tim Scott stated,I did forget to mention 911 as far as Information and Technology goes. So yeah, we will continue collaborating on that. We will talk soon. We need to integrate City and County services to make sure it's all getting done. I like the idea of building up as much information. A lot of these things don't have easy answers but the more we know the better off we'll be when decision time comes because there is going to be so much transition as we put together the budget. There is going to be a significant number of new Council Members and a new Administration. Councilmember Sharon L. McBride stated, I went to Mom's Demand Action last week in Indianapolis and met with some of our legislators. Actually, I was fortunate to see both Legislator Bauer and Dvorak and also Senator Neizgodski came out of a meeting to speak on a new proposed House Bill on gun safety. He was in the middle of a finance meeting and to his surprise it came to the floor about teachers being armed. I wanted to pass that information onto you all. I told him I would get that information back to you. Councilmember Regina Williams-Preston arrived at the meeting at 4:22 p.m. Councilmember Jake Teshka stated,Just one(1)more thing. I know we had dealt with the Oxford House situation.Again,there were some statements made during that meeting and they are seeking to place up to eight (8) houses in South Bend. So, if Health and Public Safety has the capacity to engage them, I would appreciate that. If we can do anything to be a little more proactive on that front, we should.
